SANDHURST 13 COMPETITION MANUAL 1. SITUATION a. General. The 2013 SANDHURST Competition will be conducted at West Point 19-20 APR 2013. The competition is sponsored by the Department of Military Instruction (DMI). The British Exchange Officer (BEO) is the Officer in Charge (OIC) responsible for the event. The Commandant of The Royal Military Academy Sandhurst will be invited as the principal guest to view the competition and assist in the presentation of the awards. b. Team Eligibility/ Participation/ Composition. (1) The following have been invited to participate in the 2013 Sandhurst Competition: (a) 36 x USCC Teams - one team per Company (no Brigade Squad). (b) 8 x ROTC Teams (as selected by Cadet Command). (c) 1 x Team from National Military Academy of Afghanistan. (d) 1 x Team from Royal Military College, Duntroon, Australia. (e) 1 x Team from Brazilian Military Academy. (f) 2 x Teams from Royal Military Academy Sandhurst, United Kingdom. (g) 1 x Team from Royal Military College, Canada. (h) 1 x Team from PLA University of Science & Technology, PR China. (i) 1 x Team from Chilean Military Academy. (j) 1 x Team from German Military Academy. (k) 1 x Team from Qatar Military Academy. (l) 1 x Team from S Korean Military Academy. (m) Service Academies (1xUSNA, 1xUSAFA, & 1xUSCGA). (2) USMA cadets are only eligible to compete with their regular letter companies. (3) Composition. (a) Each team will consist of 9 cadets at least one of whom must be female. Teams are authorized to have 2 alternates (see rules and intent for alternates below). (b) Each team is to consist of: (i) (ii) (iii) One first class cadet as squad leader. One cadet from each of the other 3 classes. The 5th, 6th, 7th, 8th and 9th members may come from any class. 1 NB - This class system is to be adhered to by all Squads that originate from an institution operating a four year program. Those invited academies holding a 5 year program must ensure that 4 of their 5 classes are represented and must include a representative from their junior year. Academies that are unable to field a cadet from the final year due to graduation are to select the squad leader from the third year. (4) All cadets may volunteer to take part in Sandhurst, there are no restrictions on the number of times a cadet can compete during their 47 month experience. (5) Alternates. Each team may have up to a maximum of 2 alternates from any class, at least one of whom is to be female (for NMAA or Academies that do not have female cadets one from USCC will be attached to the team on its arrival at West Point). Alternates will be issued equipment and will train with their respective team. Alternates who do not compete either because they are not selected or because they are injured (that includes injured squad members) will receive intramural credit. If an alternate is used, the squad must still conform to the rules contained within paragraphs 3 and 4 above. NB - External teams are to ensure that they arrive with no more than two alternates per squad, one of whom is to be female. Accommodation is limited on post exacerbated by the increased external participation in Sandhurst. (6) Penalties. (a) The penalty for incorrect team composition by class will be the addition of 30 minutes per incorrect person. (b) Incorrect composition according to gender will result in disqualification. (c) Once teams have started the course (defined as at the start of the marksmanship competition), failure to complete it as a 9 cadet unit will result in disqualification. (7) Language. English will be used for all instructions and correspondence. External teams whose country’s language is not English are encouraged to bring a translator. Alternatively a cadet from the one of foreign language classes might be able to assist (dependant on the country language) the visiting team and assist translate required briefing boards etc. This team member will be additional to the 9 person squad and will run with, although will not assist in any other way other than in translation. c. Sites will be manned by nominated cadets (each site’s cadets will be drawn from the same regiment) a DMI Officer and Officer/NCO will be each site OIC and 2IC, they will provide advice and supervision to cadets as required. 2. MISSION: “To provide the Corps of Cadets and visiting competitors with a challenging and rewarding inter-company military skills competition, an opportunity to enhance leadership qualities, a venue for professional development and an opportunity to exhibit military excellence. Each USMA company, and invited external teams, will provide one 9 member squad (with exception of RMAS), which will perform a series of military tasks while moving non- tactically, as rapidly as possible, over a partly prescribed route. Competition results will be determined according to how quickly squads negotiate the entire course and each individual site score (whether that be points or time awarded). Briefings at task sites will be minimal to enable squads to complete the course as quickly as possible. The course will be completed non-tactically. b. Core Skills. Suggested training guidance can be found at Annex A. This Annex also includes any specific skill sets that the Cadets will require in order to compete in the competition. Details of the sites will be briefed to the participants as they arrive at them via Briefing Boards. Each team is invited to attend the External Team Recon. Details can be found at Annex B. (3) External Teams Arrival. (a) All External Teams are to report to USMA not before 0900 14 APR 13. All teams must try to arrive at this time in order to ensure they complete the necessary safety and preparatory training/ briefings throughout the external training week. NO ARRIVAL BEFORE THIS DATE. (b) Each external team will be given a West Point host company. Hosting company responsibilities can be found at Annex C. (4) Squad Leader Briefing – 17 2100 APR 13. There will be a draw with all teams represented, the purpose of which is to determine firing order for the Marksmanship, Land Navigation and start times for competition 19/20 APR 13. (5) Sandhurst Social 18 1830 APR 13. This social is open to: (a) Invited guests from visiting academies/ colleges. (b) All External Team Members. (c) USCC Team Captains. (d) Sandhurst Cadet Staff (e) Supt, Comd, Dean, DMI6, BTO, DMI5, MT6 (f) Other invited guests. 4 (6) Sandhurst External Team Training Week. Details of the layout and training opportunities are at Annex D. Each external team will at least be afforded the opportunity to: (a) Zero their weapons. (b) Familiarize themselves with the terrain. (c) Prepare issued equipment from USMA. (d) Acclimatize. (7) Inspection and Validation. 8 - 13 APR 13 will be Sandhurst Lane Validation period for all Site Staff, during which time the Director of DMI will conduct his full inspection. The intent is to maximize the time available, but reduce unnecessary practice and rehearsal. Site ready times will therefore be staggered and details will be given in a separate OPORD published nearer the event. No practicing teams will be allowed on the course during the Validation period or the Competition days. (8) Start & Finish Points. The Start Point, Reporting Area and Finish Point are explained in Annex E. (9) Sandhurst Passport. (a) This will be the primary means of recording both points and penalties on sites and the overall time taken for the course. (b) The passport will be issued to teams at Camp BUCKNER on the evening of 19 APR 13. They will then be responsible for carrying it until it is handed in to the Finish Point OIC. (c) Each DMI Site OIC will insert onto the passport the points awarded the penalty received at their respective sites and their time on arrival/departure (should a hold time be required) prior to the team leaving the site area. The Cadet Team leader will then sign to acknowledge the score and that they do not protest. If they wish to challenge they will not sign. (d) A lost Passport or an illegible one will result in a 60 min time penalty (final adjudication of legibility will lie with DMI 6). (10) Competition Timeline. A detailed timeline for the competition is at Annex F. (11) Penalties. Each site will have its own penalties associated with it. Teams will receive knowledge of these rules and associated penalties on arrival at the site, by means of the briefing boards. (a) Challenge Committee. All challenges will be reviewed by a Challenge Committee made up of the DMI6/Deputy Director DMI, Chief Military Training, the Bde CIC, based at the Sandhurst TOC. Director DMI 6 will have the final say in matters pertaining to challenges. (b) Challenges. If a squad leader wishes to challenge an individual site score, or a decision made by the Site OIC/CIC, and the protest cannot be satisfactorily resolved on the spot, a verbal statement of ‘intent to challenge' must be made to the Site OIC. The squad leader will annotate their passport with a ‘Y’ in the appropriate box. The site OIC will then inform the TOC by radio. Upon submission of the Sandhurst Passport at the Scoring Center and at 1700hrs or when the competition is complete, the squad leader is to move to the scoring center to review the challenge. (i) Issues will be decided by the Challenge Committee and decisions will be final. No video, spectator input or other form of evidence will be considered after the decision is made. (ii) Squad leaders must remain at the Scoring center Area until a final decision on their respective challenge is made. (iii) Challenges can only be made to Site OICs by squad leaders. TAC officers/ NCOs/ Team Managers are to direct any comments or problems direct to OIC or NCOIC Sandhurst. They are not to approach committees. (c) Squads will 'lodge' 20 minutes with each challenge. If the protest is upheld the time will be restored, but if rejected, the 20 minutes will be added to the protesting squad's time event. (13) Assistance to Competitors. Once a squad crosses the start line, it may not receive physical support, including refreshments, from anyone outside that squad. Water resupply will be located at intervals throughout the course. Verbal encouragement is 6 permitted, but can be provided only from the defined spectator areas adjacent to the task sites. Supporters can follow the squads along the route, provided that they do not interfere or provide physical assistance. There will be areas of the course that are designated as “off-limits” to all spectators, in effect these will be all cross-country navigation sections (i.e. off hard surface tracks/ roads). Additionally, communications devices such as mobile phones and talk about radios are not to be used to pass information to the squads, either by squads themselves or by their supporters. Squads will be penalized 30mins for each instance of unlawful assistance, if it is judged inadvertent on the squad’s part. Any incident of intentionally receiving unauthorized assistance will result in the immediate disqualification of the squad. (14) Inclement Weather. There will be no cancellations due to inclement weather, and in relation to the fairness of start draw times for each team, each team is to take their time and execute the competition as best they can regardless. (15) Risk Assessment/ Management. (a) Safety and Medical. Competition safety is a prime concern. The rules have been written with safety in mind, but common sense and caution are required at all times. (b) Traffic Control. Parking will be directed off the main Route 293, and into Camp BUCKNER. A traffic control point may direct traffic to alternative parking at Area K. (c) Public Relations. (i) There will be a Spectator information area at Camp BUCKNER main parking area and an Information center just up from that. (ii) A Spectator leaflet will be published and distributed closer to the event. (iii) Two DMI officers, assisted by nominated cadets, will be responsible for general Public Relations within the Information Center. (iv) A Media Plan will be produced by USMA HQ that will include advertisement and information on the event. (d) Protocol Officer/ Escorts. All VIPs will be hosted by USMA Protocol and escorted by USMA personnel. Teams who are interested in VIPs attending the competition are to confirm attendance to Sandhurst OIC in the first instance. (16) Awards. The following prizes will be awarded: (a) Reginald E. Johnson Memorial Plaque the Sandhurst winner. To the squad (international or otherwise) with the highest overall score. In the event of a tie, the trophy will be awarded to the squad which had the best Marksmanship score. (b) The Sandhurst Trophy. To the USCC Regiment with the highest combined company squad results. In the event of a tie, the trophy will be awarded to the Regt which had the best Marksmanship score. (c) The Sandhurst Regimental Streamers. To the company in each Regiment with the highest overall score. In the event of a tie, the streamer will be awarded to the Companies which had the best Marksmanship score. 7 (d) The Sandhurst Patch. To each member of the 5 highest scoring squads (international or otherwise). (e) The Best USCC Streamer. To the squad with the highest overall score within the USCC. In the event of a tie, the streamer will be awarded to the squad which had the best Marksmanship score. (f) Marksmanship Streamer. To the squad (international or otherwise) with the highest overall score on Marksmanship. In the event of a tie, the squad with the highest overall competition score is the winner. (g) Navigational Streamer. To the squad (international or otherwise) with the best overall time/score on the Land Navigation. In the event of a tie, the squad finishing closest to the time limit will be the winner. (h) Fastest Course Time Streamer. To the squad (international or otherwise) with the fastest overall course time. In the event of a tie, the squad with the fastest time between the CP 4 and CP 5 is the winner. (i) The Sandhurst 13 ROTC Streamers. To the 1st, 2nd, 3rd placed ROTC. For the ROTC squads with the highest top three overall scores. In the event of any placement ties, the streamer will be awarded to the ROTC squads which had the better Marksmanship scores. (j) The Sandhurst 13 Non USMA/ROTCStreamers. To the 1st, 2nd, 3rd placed Non USMA/ROTC squads. For the Non USMA/ROTC squads with the highest top three overall scores. In the event of any placement ties, the streamer will be awarded to the squads which had the better Marksmanship scores. (17) Awards Ceremony. The Awards Ceremony will take place at approximately 20 1900 APR 13 in Eisenhower Hall. All cadets who participated in the competition will attend, plus representatives of DMI, the Corps of Cadets, ROTC, RMA Sandhurst, RMC and USCC staff and any others invitees. The details for the formation/ ceremony are at Annex G. 4. SERVICE SUPPORT a. International/ External Teams. All External teams will submit their request for support from USMA during the external recon. They will be issued with this equipment on the first day of the External Team Training Week. b. Feeding. Sandhurst S4 is responsible for producing a feeding plan as follows: (1) External Team Training Week – Feeding for all external teams. (2) All teams (including USCC) – 19/20 APR 13. (3) ROTC teams will be expected to settle their feeding account prior to departing USMA. c. Weapons and Ammunition. If an external team intends on bringing their own weapons and ammunition they are to make this known ASAP but NLT the External Team Recon. d. Accommodation. 8 (1) External Team Competitors. External team competitors will be accommodated within their hosting company areas. The intent is that all visitors will be offered a bed, if the team manager deems that he/ she would rather the team stay together then alternate rooms can be utilized. (2) External Team Managers. External teams are responsible for booking and paying for their accommodation. The Sandhurst Website has some suggestions on it, however team managers should look at those mentioned for the recon (Hampton Inn Harriman Woodbury 60 Centre Drive, Central Valley, New York, 10917, USA TEL: 1-845-782-9600) e. Transport. (1) Airports. Ideally External Teams should plan to arrive into one of the following airports, Newark Liberty (EWR) or Stewart Newburgh (SWF). They should not arrive into La Guardia or JFK. (2) Airport to West Point. Teams are to ensure that they organize to rent vehicles to move their team and equipment from all airports to West Point upon arrival. West Point will potentially assist with excess baggage and linkup as necessary with TAC LNOs. 5. COMMAND & SIGNAL a. Control. (1) TOC. An Operations Centre will be established at the White House at Camp BUKNER. As the controlling S3 the Sandhurst OIC & 2IC will be stationed at this location throughout the competition. The competition director and chief umpire (DMI6) will be mobile during the competition to assist with challenges and coordination. (2) Scoring Centre. A scoring centre separate to the TOC will be established. Specifically, it will be responsible for the receipt of Sandhurst passports from the competing teams, compiling the results, and informing DMI6 of the competition outcomes and award winners. They will provide to DMI6 for the awards ceremony a table of results. b. Radio. An SOI will be issued NLT 28 MAR 13. (1) All sites and squads are to maintain and monitor their radio at all times. (2) Competing squads will be equipped with MACOM/ASIP Radios. To be used in emergencies/competition. c. Updates.
