(Attachment: Actions agreed by the Controllers). Cluster was asked for comments and inputs on the actions to be carried out. Suggestion to include as an action to be carried out: o Is setting up of Temporary Learning Centers (TLC) in severely damaged schools. And also the provision of Tents for schools that have been completely damaged and tarpaulins for schools that are partially damaged. o Distribution of supplies (food, tents, water etc.) to school. Cluster identified the activity of submitting list of schools in need of tarpaulins and tents as a priority action to be carried out by the Ministry of Education as some agencies are ready to donate and also navy vessels with coordinated teams are moving to the islands and supplies may be transported with these teams. Issue: UNICEF, Save the children and Review of the document to include suggestions and delegation of activities/tasks to MOET officers. MOET to submit data for need for Tarpaulin and Tent kits to Education Cluster, Unicef and Save the Children. Responsible person Virana and Education Controllers Timeframe Liku/Virana 25th March 8:30pm world vision agencies are ready to donate and with supplies to transport to schools however data is not provided as to where and what schools are in need of what supplies. Need consolidating of data to give the overall picture of damage schools since last week was given for collection of data. Cluster identified having the report on the structural assessment of schools is a priority in order for agencies to be able to assist. Concern over the different agencies and departments visiting schools and gathering information and no central unit or team to consolidate the information gathered by the different agencies/departments. Proposal for Roy Ben as the MOET officer coordinating donor projects to coordinate the different wanting to donate and transport supplies to schools to ensure that all schools are catered for and that there are no duplication of activities happening in the provinces by the different agencies/NGO’s/donors. Niki introduced Henry Vira who will be Roy Ben to be informed of cluster decision to have him involved in coordinating the donor/NGO’s/agencies donations to the different affected schools and provinces. Set up a meeting with Roy Ben and Henry Vira who will be working to consolidate Virana Lini 25th March Virana Lini 25th March Review and finalized the education indepth assessment form working with the Education Cluster especially in consolidating information collected from the different agencies/NGOs/donors. Cluster has stressed the importance of getting the asset or structural assessment report on schools damaged in order for Save the Children, Unicef to be able to plan and calculate and send the supplies needed to be sent to the affected schools Proposal to limit the questions in the assessment form as the it is quiet long. The form to be developed will focus on the non-physical aspect of education and child protection issues, psychological issue etc. as the forms developed do not capture these in detail or at all. The form to consider including the pressure put on students when changing schools or with alternative changes in their timetabling and teachers change of schools and the pressure some teachers may face with more students transferring in from these information collected from the different agencies. Form to include assessment on school facilities after evacuees have been housed in the school. Especially, if any damage is done. MOET has put together a team of school support staff. This is coordinated by School Base Management Unit (SBM) and involves the School Improvement officers (SIO), Zone Curriculum Advisors (ZCA, Provincial trainers and curriculum officers to support head teachers and school communities to open and commence school. This team will focus on plan of reestablishing the school, safety of school children etc. The team will be going to all affected areas. Cluster stressed the importance of involving the Malvatumauri council of chiefs in the Rehabilitation, distribution of supplies to schools as they have a lot of say in the communities. Evacuation center updates Each cluster member provides update information on activities done in response preparedness for every Monday, Wednesday and Friday and send it to the NDMO and VHG. Unicef based on their resources will not be able to fully support secondary however will be able to support primary and ECCE. Save the children however are looking at areas affected and thus will address all education primary, secondary and ECCE in the areas they are working on. 2 schools have yet evacuees are St. Joseph and fresh wota school. Concern made that some school facilities have been damaged by evacuee’s and need experts to go and ensure that things that need to get fixed get fixed and are safe for students to return back to school. Follow up with NDMO’s on evacuee’s to move out of school as soon as possible. Three W forms to be submitted by 3:30 today. Achievement: Today, Tongoa School setting up the first tent that was sent over to the school for its TLC. Include Rural training centers in the assessment forms.
