Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-sectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide, with the aim of creating self-reliance. International Medical Corps is a leading agency for addressing gender-based violence worldwide with active programs in over 16 countries. At the global level, International Medical Corps is a core member of the Gender-Based Violence Area of Responsibility, a coordination mechanism for women’s protection led by UNFPA and UNICEF. International Medical Corps has been working through local partners on a gender-based violence (GBV) prevention and response program in conflict-affected Kachin State. IMC works with local organizations in both government and non-government-controlled areas to provide focused psychosocial support services and referral to vulnerable women and girls. With the support of different donors - IMC is implementing GBV services in women’s and girls' centers in IDP camps in Kachin. The purpose of this consultancy is to lead the design, implementation, and analysis of an external evaluation on the outcomes of International Medical Corps’ GBV program in Kachin State. To evaluate the effectiveness of IMC’s approach to GBV in raising awareness of GBV and contributing to overall prevention and response efforts, the consultant will be responsible for developing a 2-week evaluation of IMC’s SDC-funded program in Kachin state. In addition to measuring improvements in safety and security among women and girls in targeted areas, the project evaluation will help determine whether and to what extent project activities contributed to intended outcomes. Due to the short duration of the project, the evaluation will focus on measuring the achievement of short-term and intermediate outcomes, rather than long-term outcomes (impact). Evaluation findings will be shared with donors, partners, beneficiaries, and other stakeholders, to promote accountability and disseminate lessons learned. International Medical Corps (IMC) will also use evaluation findings to inform future implementation and make evidence-based decisions, while sharing the project’s achievements to boost advocacy initiatives on behalf of the organization and concerned regions of the country. Evaluation Questions: The project outcome evaluation will seek to answer the following questions related to the effectiveness of the action in producing intended results: Has the action reached targeted populations and provided equitable services to vulnerable women and girls? Are the WGCs constructed in line with international standards for protective spaces – i.e. UNFPA Women and Girls’ centers Guidelines and Minimum Standards in Myanmar? Are CMs and CFs and partner staff able to plan and deliver centre-based activities according to the work plan? Is sufficient and timely technical support/ supervision being provided? Has a GBV case management system been established in the project areas? Are the client intake and consent forms developed and contextualized appropriately? Has the action contributed to improved community knowledge regarding key GBV messages and practices? Has the action ensured community knowledge of available gender-based violence services? Do women and girls in project areas report improvements in their safety and security? In collaboration with the GBV Coordinator and Country Program Manager, the Consultant will carry out the following activities: Defining the Methodology: In consultation with the GBV Coordinator, the Consultant will be responsible for defining the parameters of the survey, including the finalization of an assessment plan to be shared with the IMC coordination team and the field M&E team. Key activities include: Desk review: Review existing program materials to understand program goals and outcomes, identify areas in need of further information or clarification. Identification of key informants: Other key informants should be identified, including but not limited to UNFPA, UNICEF, religious leaders, community leaders, influential persons in the community, implementing partners and INGO working in protection in Kachin State, etc. Preparing focus group discussions (FGD) and key informant interviews (KII) guides: Guides and questionnaires should be developed in consultation with International Medical Corps program staff and on the basis of FGD resources available. Identification of the respondents/ groups for FGD in collaboration and in agreement with International Medical Corps Analysis of baseline safety survey result and roll out of a second final survey Implementation of survey: The Consultant in coordination with the Country Program Manager/Kachin Program Coordinator will carry out the survey in the identified sites. International Medical Corps will be responsible for assuring all appropriate authorizations, coordinating logistics, as required for the assessment. Key activities for the Consultant will include: Defining number and type of support necessary (translators, enumerators, materials, etc.) and recruit them Field testing the tools and adjust them Training of survey staff on tools and interview techniques Facilitation of focus group discussions, key informant interviews and safety survey Analysis of findings and presentation of report: The consultant will be responsible for the analysis of findings and drafting of a final report. The report must provide a clear picture of the impact of the program activities on expected outcomes, as well as recommendations to address gaps or improvements to be made in future programming. The draft report will be shared with International Medical Corps for review, and following questions and comments, will be finalized by the consultant. Person specification: Advanced relevant degree and experience in surveys and assessments Documented experience in conducting assessments relating to GBV Strong analytical, negotiating, communication and advocacy skills. Excellent reporting and presentation skills. The evaluation will start in the 1st week of February 2015. Timeframe on reporting will be finalized after discussion with Program Team and the Consultant. The contract covers a total of 21 days.
