CONFERENCE DESIGN & FEATURES
Conference Overview
Elevation? Wet floodproofing? Dry floodproofing? Buyout? Acquisition? Relocation? All of these
nonstructural / floodproofing techniques, and the policies surrounding them, will be discussed at
the 5th National Floodproofing Conference in Sacramento, California, November 28 – December 1,
2011. We will highlight the various floodproofing methods, products, techniques, programs, funding
sources, and issues that have developed since the first four triennial conferences in 1999, 2002,
and 2005, and 2008. Exhibitors will showcase the state-of-the-art in materials, services, equipment,
accessories and techniques Tuesday through Wednesday. Poster displays will demonstrate what
works (and doesn’t!) in terms of project application. Wednesday will feature a tour of local
nonstructural and floodproofing techniques, with return to networking in the Conference Exhibit
Hall. Additional training workshops are offered on Monday. Plenty of time is planned for attendees
to exchange ideas and view the exhibits, so opportunities to network will be ample, as they are at
all ASFPM-sponsored conferences. To view the full program detail on the conference website, go

The Location: Sacramento, California
Even 150 years after the famous California "Gold Rush," visitors are still
discovering gold in Sacramento. In the decades since fortune hunters
flocked to the region in search of the glimmering metal, Sacramento,
California, has emerged into a cosmopolitan state capital that still retains its
unique Gold Rush history. Today you can find gold here without pans or
mining equipment. It's in the area's family-friendly attractions, museums,
parks, and gardens. It's there for the taking at four-star restaurants and firstclass hotels. It's in every seat in the house for Broadway musicals and local plays. November weather is
relatively mild with temperatures ranging from 40F – 60F, but it can be wet and windy so plan to dress in

The Hotel
The conference takes place at the Hyatt Regency Sacramento, located in the
heart of Sacramento directly across the street from the State Capitol. The
negotiated conference rate is $109, plus tax. This special rate is only guaranteed
through November 14, 2011, so you’ll want to reserve early either by visiting the

Specs: All booths are 10x10 feet and include pipe/drape, 6’ table, 2 chairs and waste basket. Coffee breaks
and social events are held in the Exhibits area to maximize exposure. Space is assigned in the order
applications are received at the discretion of the conference directors. Security is provided during hours the
exhibits are closed. Exhibitors receive a hard copy list of registrants’ names and addresses. More

Exhibitor Registration Fee: $500 ($575 after November 4, subject to space available). Booth rental fee
includes one full registration, which is good for admission to the general and concurrent sessions, luncheons
and the technical field tour. Additional booth representatives must register individually in advance for a $75
fee (limited to two per paid booth please) and they may purchase a la carte tickets for meals, workshops
and/or the field tour.

Hosted by the Sacramento District Corps of Engineers
Wednesday’s technical field tour is hosted by the U. S. Army Corps of Engineers’ Sacramento District Office
and the National Nonstructural Floodproofing Committee. This tour will see risk reduction methods such as
elevation, berms, walls, and wet and dry floodproofing. We will also see the
contrast between elevation of buildings in recognition of a flood hazard in the
Old Sacramento area which were completed prior to the inclusion of levees
into the federal levee system and prior to the implementation of the NFIP,
and the current construction practice of slab on grade construction in deep
floodplains that have the frequency of flooding reduced by levees such as
those in the Natomas area. We return to the hotel for Exhibits Networking
from 5:00-7:00 before dinner on your own.
Professional Credit Hours
Participation in the full conference earns 12 Continuing Education Credits (CECs) for Certified Floodplain
Managers (CFMs). Workshops taken on an a la carte basis qualify for CECs on the basis of 1 credit per
hour of instruction, up to the limit of 12 per calendar year. All other professional continuing education needs
should be submitted to the appropriate governing body for approval and acceptance.

This tour will highlight the downtown Napa amphitheater that is actually a flood
storage area and view the architecturally-beautiful bridges that replaced bridges that
once constricted flow. We will walk on the
riverside trail that also serves as a floodwall
and see where the bypass will be built to
allow for flood flows to be diverted away from
residential and commercial areas and will be
an addition to the park system. And, of
course, a trip to Napa wouldn’t be complete
without a tasting stop!
