ADDENDUM #1 TO: Interested Bidders FROM: Kimberlee A Morton Chief Executive Officer RE: Addendum to Paving and Parking Lot Repair and Sealing DATE: September 14, 2015 On September 11, 2015 the Norwalk Transit District (NTD) held a pre-bid conference. This document contains the questions posed and answers provided by NTD. Therefore, bidders are cautioned to carefully review this document as through this addendum its contents in their entirety are made a part of the bid documents and any contract award pursuant to this Bid. A completed Appendix B is NOT required to be submitted with Appendices C (State and Federal requirements) and D (Required Quotation Form). 3. Bidders are required to submit confirmation of an approved State of Connecticut Affirmative Action Plan. The State approval letter noting the expiration date of the plan is acceptable. If the vendor does not have an approved affirmative action plan, the attached document (double click on pdf document) prepared by the State of Connecticut serves as guidance regarding the minimum plan requirements. Question: For the catch basin, what if rock is encountered before reaching six feet in depth? Answer: If rock is encountered before reaching six feet, the depth of the catch basin can be altered. The intent of the catch basin is to drain a spot that is constantly wet to an existing catch basin. The new catch basin does not have to have a sump and can serve the intended purpose at a depth somewhat less than six feet. 6. Question: How thick are the concrete pads that require repair/replacement? Answer: The concrete pads are six inches (6”) thick. 7. Question: Much of the concrete is in good repair. Is it acceptable to cut out and replace the damaged areas? Answer: Yes. This approach would be very welcome. 8. Question: There are a number of circular brass caps in the area to be repaved (in size and shape similar to water or gas valves). What are these? Do they have to be raised/retained? Answer: These are abandoned monitoring wells. They do not need to be raised or otherwise protected. 9. Question: Can we propose alternatives to the listed work? Answer: The asphalt milling/paving, catch basin, crack sealing and striping are straight forward; alternatives to those are unlikely. The concrete work anticipates the possible replacement of two complete concrete pads but also invites the cutting out and replacement of just the damaged sections. When determining how to bid the concrete work, bidders should keep in mind our intent to award to the lowest responsible bidder. 10. Question: The area to be milled and repaved appears to be in pretty rough shape. Have you considered reconstruction, to include new base? Answer: We have considered reconstruction of the paved area. However, we plan to conduct a comprehensive facility assessment in the near future and prefer to avoid spending significant sums now for something that may be completely redone in the not-too-distant future.
