Completely Absent - in order to fully assess the impacts MoTI requires a commitment to following the MoTI Guidelines and Conditions Document. Completely Absent – MoTI is not mentioned as a permitting authority under the Transportation Act. We are also not identified in the list of acronyms. Completely Absent – Impacts to transportation infrastructure; Highway safety; Infrastructure operations, maintenance and expansion. Completely Absent – Potential residual adverse affects to transportation. Outstanding Concerns: MoTI must be identified as a permitting authority under the Transportation Act. Quarries, Pits and Crossings: We would like a commitment to following the MoTI Guidelines and Conditions Document We would like a list of major and minor crossings and affected MoTI infrastructure (i.e. pits and quarries or section 16 reserves, etc). We would like a typical cross section for crossings, both boring and trenching options. Locations of all camps, lay-down sites, wash-down areas, fuel storage, off load sites for rail sidings, etc. so that we can confirm that they do not impact MoTI infrastructure. We would like a commitment to completing access management plans, traffic management plans and traffic impact studies where MoTI deems necessary. We would like more information on alternate routes that would not parallel Hwy 113 through the Lava Bed Park to reduce impacts of construction on the highway and potential impacts to the safety of the travelling public, and/or cause highway closures. Potential Residual Adverse Affects to Transportation: Limiting future highway expansion; Increasing geotechnical & hydrological risks to transportation infrastructure; Delay in emergency response to events in close proximity to the pipeline; Increased cost or restrictions to maintaining infrastructure maintenance activities; Sterilization of aggregate resources where pipelines are in close proximity to aggregate reserves; Limitations / restrictions to future road access to lands beyond/ subdivisions. We would like more information on the roads that will be used and any impacts that could require mitigation options if heavy vehicles damage MOTI roads and any cost sharing for maintenance costs directly resulting from construction.
