EARLY RECOVERY & LIVELIHOOD CLUSTER MEETING Tuesday, 4 February 2014, 6:00pm OSOCC, Grandstand, Tacloban Meeting Minutes ______________________________________________________________________________ In Attendance: IEDA, UNDP, ICLOUD, SAVE THE CHILDREN, WORLD VISION, ACF, SOLIDARITES, PLAN, CRS, UNHCR ______________________________________________________________________________ 1. Introduction - Transition from relief to Development. The recovery of Sustainable Livelihoods will be supported by a combination of: a) Repair and reconstruction of productive infrastructures and community assets, environmental rehabilitation and improvement works; b) Assessment of alternative livelihoods opportunities and skills training to facilitate people to move out of vulnerable employment; and c) Re-establishment and strengthening of micro-and small/medium-size enterprises, anchored by local government’s plan for early recovery. - The Final report of the Framing Workshops on transitioning strategy (immediate 0-3 months) and (short-term 6 – 12 months) for Early Recovery and Livelihoods in all coordination Hubs (Taliban, Ormoc, Roxas and Guiuan) are sent out to cluster partners Beau Henry Merto, the Cluster coordinator has requested a meeting with the provincial governor to see how ER&L activities can support the provincial recovery and development plans. 2. Updates a) Technical Working Group on Coconut Lumber - Mobile Circular Sawing Machine There are 8 units for cutting fallen coconut logs that are operating in the field and another 10 units are coming. This is in addition to the power chain saws that OXFAM are providing. Organizations are encouraged to coordinate with UNDP if they will be doing any clearing operations. UNDP also has a coconut expert who can be consulted. UNHCR mentioned that they are bringing in 500 chainsaws. They are in the process of getting them registered with the DENR. It was recommended to them to coordinate with the PCA and the Provincial Government to find out how to best deploy the chainsaws. 1 It is recommended that anyone who buys chainsaws to contact the manufacturer and verify if the saws are genuine. Some organizations were sold counterfeit chainsaws that were of very poor quality. The chainsaw manufacturer Stihl is providing training for chainsaw operators. Round-the-table updates - UNHCR be working to deploy 500 chainsaws - Food for the Hungry investigating potential for fisheries, agriculture interventions, cash crops, and weaving in Basey and Marabut - ACF Working on fisheries and also providing unconditional cash - SOLIDARITES Stressed a need to coordinate, especially in cash interventions Working with 1,800 households in La Paz and Pastrana - World Vision Finalized their strategy for Leyte and Panay, covering 8 municipalities Involves cash for work fisheries in Dulag Intercropping in coconut areas The next meeting will take place on Tuesday 11 February, at 6pm at the OSOCC, Grandstand. _________________________________________________________________________ 2
