UNICEF Mongolia TERMS OF REFERENCE (ToR) for Individual Consultant Analysis of WASH Topics and Reference Materials in Primary School and Kindergarten Curriculums 1. Objectives and target 1.1. Background In the 2012-2016 Country Programme UNICEF is focusing on two target areas, Khuvsgul aimag and Nalaikh district. For the WASH programme, UNICEF believes interventions that combine the provision of improved sanitation and hand washing facilities in schools with hygiene education can dramatically improve the health and education of children. The UNICEF WASH programme is in the process of making an inventory of the WASH Behavior Change Communication (BCC) materials being produced by NGOs, UN agencies and Government agencies for schools in Mongolia. The aim of this process is to perform a gap analysis to determine what topics are missing from the materials currently available. In this TOR, UNICEF is proposing to conduct an analysis of the water, sanitation and hygiene (WASH), environment related topics in the Mongolian primary school curriculum (grades 1 to 5), and the materials being used by teachers implementing this curriculum. The objective of this analysis is to identify the requirements of missing or inadequate WASH reference materials for primary school classroom teaching. UNICEF may also use this analysis to lobby for changes or additions to the primary school curriculum if important WASH topics are found to be not well represented. The main sources of information for this analysis will include the Ministry of Education and Science (MES), the Ministry of Health (MOH), UNICEF staff, a selection of primary schools in Khuvsgul aimag and Nalaikh district, and other key stakeholders as required. Fieldtrips with a team including local Department of Education and Department of Health counterparts will be required to get an understanding of what is being implemented in schools. Combined with the BCC materials inventory, these two analyses will help the UNICEF WASH team to focus its future hygiene promotion planning and production. 1.2. Link to implementation of Multi-Year Work Plan or office workplan This activity links to planned activities related to the WASH in Schools project. 2. Specific activities to be completed to achieve the objectives 2.1. Work assignments i. ii. iii. Review and analyze the official primary school (grades 1-5) and kindergarten curriculums and determine the topics related to water, sanitation, and hygiene (WASH), the environment and waste management. Refer to Annex 1 for the reporting format. Collect a list of reference materials available for supporting the teachers for teaching WASH, the environment and waste management topics in schools by visiting MES, MOH and key stakeholders in Ulaanbaatar. Refer to Annex 2 for the reporting format. Visit selected 2 schools and 2 kindergartens in Nalaikh and 2 schools and 2 kindergartens in Khuvsgul and interview school teachers and doctors to find out the available reference materials to the curriculum topics, and determine what is actually used in the classroom. Refer to Annex 3 for list of schools and kindergartens. Information from school teachers and doctors regarding the usefulness and user-friendliness of the existing materials, plus suggestions for 1 UNICEF Mongolia new and improved materials should be collected on these visits. iv. Prepare a report in English and Mongolian, including recommendations of the curriculum gaps and reference material gaps. The final report should include an annex with the raw data collected from the school visits. 3. Tangible and measurable outputs of the work assignment Analysis of the primary school and kindergarten curriculum completed and WASH, the environment and waste management topics identified List of WASH, the environment and waste management related reference materials collected, including case studies from the selected schools and kindergartens. 4. Realistic delivery dates and details as to how the work must be delivered 03 – 07 Dec: 07 – 21 Dec: 21 – 28 Dec: 28 Dec – 25 Jan’13: - Review and analyze primary school (grade 1-5) and kindergarten curriculums, collect list of reference materials. Meet and liaise with MES, MOH and key stakeholders. - Visit selected schools and kindergartens in Nalaikh and Khuvsgul and conduct interviews (see Annex 3). - Draft report in English submitted to UNICEF by 28 December 2012. - Incorporate UNICEF and MES comments and prepare final report to submit to UNICEF by 25 January 2013. 5. Qualifications/or specialized knowledge/experience required Relevant university or higher degree At least 3 years’ working experience in Mongolian education sector (specially on curriculum development and its implementation) Good Mongolian language skills Good English writing skills 6. Performance indicators for evaluation of results Maintain regular communication with UNICEF staff, and liaise with MES, MOH, schools and kindergartens and key stakeholders. Timely submission of documents and reports. 7. UNICEF recourse in the case the performance is unsatisfactory UNICEF Mongolia uses the standard clause: “UNICEF reserves the right to withhold up to 30% of the total fee in the case that the deliverables are not submitted on schedule or do not meet the required standard.” Note any additional measure that will apply to this contract. 8. Definition of supervision arrangements 8.1. Direct supervisors: Bishnu Pokhrel and Batnasan N. The consultant will work closely with the UNICEF WASH team, plus other UNICEF staff if needed. 8.2. Counterparts: The consultant should work with the district and aimag level Department of Education and Department of Health. 2 UNICEF Mongolia 8.3. Official travel involved The consultant may need to travel to the Government counterpart offices in Ulaanbaatar. Fieldtrips to primary schools and kindergartens in Khuvsgul and Nalaikh will be required. The fieldtrips should be conducted in a team with the local Department of Education and Department of Health counterparts. Related travel costs or transports and DSA will be provided by UNICEF. However, travel arrangements will be under responsibility of the consultant. 10. Estimated cost and amount budgeted, chargeable budget code Terms of payment / link of payments to deliverables: 30% upon submission of baseline data entry 70% upon submission of final approved baseline survey report Budget codes : SC/2011/0100 (AusAID funded Project)- 50% of the total consultancy fee SC/ 2011/0400 – 50% of the total consultancy fee 11.
