Executive Summary
Background
Sarasota County is located on the southwest Florida coast approximately 1 hour south of
Tampa. The County has a population base of 334,00, which increases to over 380,000
during the months of January, February and March. There are four municipalities located
with the county, the Cities of North Port, Sarasota and Venice along with the Town of
Longboat Key.
Sarasota County operates an integrated solid waste management system. Countywide
programs include, collection of garbage, yard waste and recyclables from single family,
multi-family and commercial customers coupled with separate collection programs for
household and business generated hazardous waste.
Electronics Products Collection And Recycling Grant
The following is a summary of tasks that have been completed under the grant program:

A procurement process for the collection, transportation and disposal of electronic
equipment was initiated in March 2002. The bid was awarded to Secure
Environmental Electronics Recycling (SEER) on April 4, 2002. A copy of the bid
document including the successful bidder submittals is located in Section 1.

A media campaign has been developed to advise residents and businesses on how to
properly manage and dispose of their unwanted electronics. The campaign included
making of a thirty-second commercial that was aired on a on the local ABC network
station and the County’s government cable channel, newspaper advertisements, press
releases, and utility bill inserts. See Section 2.

Five mobile electronic collection events were conducted from May 29 through June
1, 2002. The collection events were held in separate areas located throughout the
county. The events were staffed using county and contractor employees. County
staffs were responsible for completing participant surveys and on-site traffic control.
The contractor staff unloaded vehicles and packaged the electronics for
transportation. A summary report for the five events, a survey form, survey results
and photographs of the collection events are located in Section 3.

Residents continue to bring electronics to the household chemical collection centers.
The amount of electronics processed by staff has increased significantly since the
media campaign started in May 2002. See Section 4.

On April 25, 2002 a meeting with representatives attending from the four
municipalities located in Sarasota County was held. The purpose of the meeting was
to discuss the collection and disposal of residentially generated electronics. Sarasota
County has agreed to pay for disposal fees associated with the collection of

residentially generated electronics from the municipalities if they participate in a
curbside collection program and bring the electronics they collect to a designated
collection site. To date the City of North Port and the City of Venice area collecting
electronics curbside from their residents. The City of North Port does not charge a
special pick-up fee for this service, while the City of Venice does. Both
municipalities require pick-ups to be called in and scheduled in advance. The County
requires each municipality to complete an inventory form for the electronics that they
want to bring to the County’s collection site. Prior approval from the County must
also be granted before a load can be brought to the collection site. Curbside
collection summary reports for both municipalities, an inventory form, and a pick-up
request form for the City of North Port are included in Section 5.

Construction of the collection area for curbside electronics has been completed. The
collection area is located at the Central County Landfill in Nokomis and consists of a
gravel area equipped with multiple plastic pallets where the collection contractors can
place the electronics they have gathered off residential routes. Solid Waste staff then
loads the electronics into a forty-yard container (supplied by the electronics vendor).
There is also a small area for the landfill operator, Onyx Waste Services, Inc. to place
any electronics that they have diverted from landfill disposal. Future plans are to
pave the site. See Section 6.

Curbside collection of electronics from residents residing in the unincorporated area
of Sarasota County started on September 9, 2002. The curbside program serves over
82,000 single-family households and is offered at no additional cost.
Electronics that are picked up include computers, televisions, printers, scanners, fax
machines, and copiers. A resident must call and request a special pick-up for the
above items. If a resident places one of the above items at the curb for pick-up and
has not requested a special pick-up, the garbage hauler will tag the item and leave it at
the curb. The tag indicates that a call must be made to request a special pick-up.
When the curbside program first started, electronics were scheduled for pick-up on
whitegood routes. However, due to the volume of requests for electronic pick-ups,
additional routes were added on October 14, 2002. The new routes are exclusive to
electronics. Currently electronic routes are ran six-days a week in the north county
area, and three-days a week in the south county area.
The garbage collection contractor does not receive any additional compensation for
providing the curbside service. The service was added as a condition to an existing
contract in which the contractor did not meet a submittal deadline for price indexing.
The county allowed the contractor to submit the price indexing if they provided the
curbside service for electronics under their existing rates.

An E-Scrap Training Program was developed for businesses and non-profit agencies.
The training program focuses on regulatory issues, best management practices and
disposal/recycling options for electronic equipment. See section 8.

During the month of August over two hundred invitations were distributed to
Electronic Repair Shops and Non-Profit Agencies inviting their respective
organizations to attend a one-hour workshop on electronic equipment management.
Twenty-five organizations attended the workshops and were offered the opportunity
to dispose of their unwanted electronics free of charge at a collection event held on
September 6, 2002. Over 12,000 pounds of electronics were collected from ten
organizations that participated in the event. See Section 9.

Language was added to the Release of Liability Form and now informs all recipients
of county generated electronics what their future responsibilities are concerning the
proper disposal of the electronics they have received from the county. This was done
as a result of recipients complaining that the county was giving them broken or nonuseable equipment and the county wouldn’t take it back and pay for the disposal of
the items. See Section 10.

An electronics update flyer was created and distributed to all solid waste staff
explaining what residents and businesses can do with their unwanted electronics. See
Section11.
Results
Electronic collection results through the month of November 2002 are located in Section
12.

* Electronic Disposal Information: - As of January 1, 2000 electronic items such as
televisions, computers, printers and peripheral components cannot be disposed of in the
garbage. By the signing of this form you have assumed all responsibility and liability for
the items you have received from Sarasota County Government. This includes the
responsibility to properly dispose of all electronic equipment once it has been deemed to
be non-unusable by yourself or the organization you represent. Sarasota County will take
no responsibility or will the county compensate you or your organization in any means
for costs incurred for the disposal of such items. Current disposal costs for electronic
equipment can range from $1.50 to $15.00 per item.

Electronics Update
Can residents dispose of electronic equipment in the garbage?
Residents should not place electronic equipment in the garbage for disposal. Electronic
waste should be managed and disposed of in the same manner as household
hazardous waste.
What can residents do with electronic equipment? If the electronic
equipment has been generated through someone’s own personal use they can bring
their electronic equipment to one of Sarasota County’s Household Chemical Collection
Centers when the centers are open. For the collection center operating schedule call
861-1530.
What types of electronic equipment can be taken to the collection
centers? Televisions, Computer Systems, Monitors, Printers, Scanners/Fax
Machines, Power Supplies, Keyboards and Copiers.
What types of electronic equipment can still be placed in the garbage
for disposal by a resident? Vacuum Cleaners, Stereos/Speakers, Telephones
(remove the battery first), VCRs, DVDs and Microwaves. NOTE: for WMI residential
customers, microwaves are considered a whitegood. Have residents call WMI and
request a special pick up.
Are there other collection programs available for residents? Yes.

WMI Residential Customers:
Starting Monday, September 9, 2002, curbside pick up of electronics will be
offered to residents that place their own garbage to the curb for pick up (Class I).
A resident must call WMI at 493-4100 and make a request in order for this
service to be provided to them. Electronics will be picked up on regularly
scheduled whitegood routes. WMI will only pick up the same items that can be
brought to the collection centers.
After September 9, 2002, if a resident places electronic equipment at the curb for
pick up and they have not called and requested a special pick up from WMI, the
electronic equipment will no longer be picked up and put into the garbage truck
for disposal. WMI will place a sticker on the electronic equipment indicating that
the resident must call WMI and request a special pick up.

City of North Port Residential Customers:
A resident may place their electronic equipment at the curb for pick up on
Thursdays. A resident must call the City’s Solid Waste Department at 429-1718
to schedule the special pick up prior to placing their electronic equipment at the
curb.

City of Venice Residential Customers:
If a resident has electronic equipment to dispose of, the City of Venice can make
arrangements to pick up the equipment. The City of Venice will impose a
separate fee for this service. Fees start at $15.60. For further information call
486-2683.
A resident may also take their electronic equipment to one of Sarasota County’s
Household Chemical Collection Centers when the centers are open if they do not
want to pay a separate pick up fee.

City of Sarasota & Town of Longboat Key
Currently no alternative programs are offered.
What can businesses do with electronic equipment? First of all, let’s
clarify that businesses include all non-profit and not-for-profit organizations, churches,
schools, apartment and/or condominium management groups, commercial property
owners, landlords and government agencies.
With that in mind, businesses are not allowed to dispose of electronic equipment into the
garbage. A business can either sell or donate their unwanted electronic equipment to
someone that can use it or dispose of it through an electronics recycler. If a business
asks you for a name of a recycling company, you may provide them with the list below

Dear Business Owner/Director:
Do you have old electronics such as TVs and computer systems
lying around your facility taking up valuable space? Are you not
sure how to get rid of them? Well, here’s your chance. Sarasota
County Environmental Services is offering a brief training
program that will provide education on hazardous waste
regulations and best management practices relevant to the
operation of your organization. Applying such practices can
reduce the volume of waste electronics your organization
generates. Less waste means less disposal costs!
For many, it may come as a surprise that commercial entities, including non-profit and
not-for-profit organizations, are required by Federal and State law to properly dispose of
electronics. This means electronics may not be disposed of in the garbage. Some
electronics have shown to contain significant amounts of lead and other heavy metals that
if improperly disposed of, may contaminate our ground water. In an effort to avoid fines
from environmental regulators, and even more importantly, to avoid contaminating our
environment, it is necessary to properly dispose of your old electronics.
Training program participants will be eligible to participate in a County-sponsored
electronics collection event. Discounts and other incentives may be available to help pay
for some or all of the disposal fees associated with the disposal of old, unwanted
electronic equipment.
Attached is an inventory form that each organization must complete and bring to the
scheduled training program. The inventory must indicate the type and quantity of
electronics you currently need to dispose of. Only the items listed on the inventory form
will be considered for the assistance program.
Pre-registration for the training program is required. If you are
interested in participating, you must register for one of the
training programs listed on the attached flyer by Wednesday,
August 21, 2002. We look forward to working with you and your
