1. The NJROTC Unit Neshoba Central High will sponsor a Drill and Field Meet to be held
on 12 December 2015. The NJROTC field meet will be conducted at Neshoba Central
High, and teams will be assigned a room to utilize in the school for changing to/from
uniforms. Uniform will be Navy Service Uniform (Black pants/Khaki shirt). Buses will
be directed to a parking area near the school.
2.
In Brief: The field meet will begin with an in briefing for instructors at 0730 in Room
102. An instructor from each school is encouraged to be at this meeting to receive final
specific event information. It is optional for those units traveling long distances. For
those schools that do not attend the in brief it is requested that an instructor see CDR
Rowell upon arrival to get specific updated meet information.
3. Senior Instructors from each unit will be responsible for the following:
a. Enclosure (1) must be completed for each cadet participating in the competition. These
are to be turned-in at the in brief, or upon arrival.
b. Standard Release forms, reference (a) must be completed for each participating NJROTC
cadet. Units must have these Standard Release Forms on-site at the meet, in the event of
cadet injury or illness.
c.
Send the entry fee of $125.00 (checks payable to “Neshoba Central High School
NJROTC”).
d. Verify that all competitors are JROTC cadets fully eligible for interscholastic
competition in accordance with all applicable, school, district, state, and military
regulations; including completion of applicable physical and health documentation.
e.
Bring a baton for the relay races.
f. Ensure that all cadets comply with uniform requirements and behavior standards.
4. Regulations:
The meet will be based on the current rules for the Navy Nationals SOP, reference (b). These
rules and score sheets may be viewed/downloaded from www.thenationals.net. Specific details
not covered within this S.O.P. or reference (b) will be governed by references (c) and (d). The
following modifications will be made to the nationals' rules and procedures:
a. Any Instructor and or Cadet who directly challenges a judge's decision or score may be
penalized. The host unit SNSI CDR Rowell is the POC for challenges/disputes. Disputed
“judgment” calls will not be considered. Judge(s) will remain at their assigned event all
meet. Any procedural error not in compliance with Navy National standards will not be
corrected mid-meet. All will be judged by the same standard, procedurally correct or not.
Judges are hard to come by, respect their volunteerism. Standard Rule: Don’t initiate a
conversation with judges concerning event scoring.
b. Academic exam will be 100 questions from current Cadet Field Manual, NS-2 and NS-3
books. 10 Current events will be included if provided by Area 8 manager.
c. Platoon Basic Drill (Armed and Unarmed) team must consist of a cadet commander, one
guide-on, and a minimum of 9 cadets (and a maximum of 12 cadets) in ranks. There will
be a 25 point penalty per missing cadet.
d. Platoon Exhibition Drill (Armed and Unarmed) team must consist of a platoon
commander plus a minimum of 9 cadets in ranks. No maximum. There will be a 25
point penalty per missing cadet.
e. Cadets are to wear Navy Service Uniform, black pants/ khaki shirt (or equivalent for
USMC units).
f. Trophies/medals will be awarded to the top 3 teams/individuals for each event.
g. Drill and athletic events will be held outside on the football field in fair weather. Drill
areas will be sized and have entry/exit points in accordance with the nationals rules.
h. In inclement weather, the meet may be limited. We have access to 3 gymnasiums and
additional indoor facilities. In the past we have been able to accomplish all events except
the running events indoors. We will not substitute the standing long jump nor basketball
throw for running events in case of bad weather.
i. The 8x220 yd relay will be conducted in a “down-and-back” format on the football field
rather than an oval format.
j. A tandem exhibition drill competition will be included, but will not count toward the
overall meet winner.
k. Protests are to be filed with CDR Rowell.
1. Hotels: A list of local hotels is available, provided as an attachment. There are additional
hotels in Meridian MS, a 35 mile drive.
m. A team can consist of a maximum of 48 participating JROTC cadets.
Schedule of Events:
a.
The field meet will consist of the following events, conducted in the order listed:

3. Armed Platoon Basic Drill
4. Unarmed Platoon Exhibition Drill
5. Armed Platoon Exhibition Drill
6. Color Guard
7. Push-ups
8. Curl-ups
9. 16x100yd Relay Race
10. 8x 220yd Relay Race
b. The first team in the line-up will begin personnel inspection at 0800. Academic test will
be started at 0800 beginning with the midpoint of the number of schools participating
(example -10 schools in the meet, numbers 6-10 will do academic exam at 0800).
c. The Order of Battle for participating teams will be published by e-mail to entrants by 01
December 2015. Schools who will travel the morning of the meet should request late
start times along with the completed entry form. Even so, the latest start time in a 12
team field is 0930 (8 team field, 0900)
d. In the event of inclement weather, events will be cancelled, or modified based on the
weather conditions. At a minimum, the following events will be conducted in-doors.

e. All competitors are expected to be in place and ready to compete when scheduled.
f. Every effort will be made to stay on schedule and complete the meet as quickly as
possible. At the discretion of event judges, teams may be allowed to complete events
earlier than scheduled if they are standing-by and ready to go and the scheduled team is
late.
g. Score Board: Scores will be posted on a scoreboard placed in a visible area for
instructors and to review. No instructors or cadets will be allowed to enter the scoring
tabulation area.
h. Protests: Judges will notify units when penalties are imposed. Protests will only be made
by the unit's senior instructor. Protests are to be made to CDR Rowell. Protests must be
made within 15 minutes after the event is completed. A team may only protest its own
score and not the score of another team.
i. Awards: Trophies and medals will be awarded per enclosure (2). The awards ceremony
follows the athletic events, and cadets will not be required to be in uniform.
j. Safety: Safety of cadets, judges and spectators is paramount. Blind, over the back, and
no look rifle or guide-on tosses are not allowed. Cadets will not stand on rifles, poles, or
other cadets. Any routines that look unsafe will be stopped immediately and the
competing team will receive no points for that event.
k. Sportsmanship: The highest level of sportsmanship is required of everyone at the
competition. The senior instructor of the competing team is responsible for the behavior
of the junior instructors, participating cadets, spectator cadets, chaperones, and spectator
adults from the unit. Unsportsmanlike behavior by anyone from a unit is grounds for
disqualification of the unit from the entire meet. Any unit disqualified forfeits all
trophies and medals. The senior instructor is responsible for briefing all attendees on the
required standards of behavior.

District, hereinafter called Indemnities, have agreed to sponsor the Naval Junior Reserve
Officer's Training Corps Field Meet to be held 12 December 2015 at Philadelphia, Mississippi
and to permit

To participate in said Field Meet and to use various buildings, messing facilities, transportation
equipment, athletic fields, gymnasiums, health and physical fitness facilities, and training
devices, etc., at Neshoba Central High School.

Indemnities free from any and all claims whatsoever arising out of the use of the above detailed
facilities or any other facilities at Neshoba Central High School.
NOW, THEREFORE, in consideration of the aforementioned action by Indemnities, the above
named Parent or Guardian indemnifies indemnities and holds them, their agents, and
instrumentalities, employees and successors harmless from any and all torts, claims, loss,
damage, injury or other casualty, whatsoever to the above named cadet or to any other party,
person or property, caused or occasioned by the use of any such facilities or equipment or in
transporting any persons to or from the said facilities, whether due to imperfection in said
facilities or equipment, negligence of Indemnity, or other person or party, or for any other cause.
The action of the Indemnities is allowing the above named cadet to participate in the NJROTC
Field Meet and to use the facilities shall signify acceptance of this offer of indemnity.
It is also certified that the above named cadet is fully covered by valid school or personal
insurance program for any and all injuries that could result from the activities and events of this
Field Meet.
