The Stars and Stripes Drill Meet will be hosted by Socorro NJROTC Unit and conducted by

Socorro High School NJROTC on October 16-17, 2015. The meet has been designated an Area 9

NJROTC Qualifying Meet by the Area 9 Manager. The conduct of the Meet will be governed by this Letter of Instruction (LOI) and reference (a), The Cadet Field Manual. Any drill item not covered by either of these two sources will be governed by reference (b), the Marine Corps Drill and Ceremonies Manual. All units are expected to follow these directives.

Although discipline problems are not expected, the Meet Director/Coordinator, Michael Morales,

CWO3, USN (Ret) reserves the right to remove any individual, group or competition unit from any event or facility for disruptive or profane conduct, cheating or any other actions unbecoming military personnel, or conduct detrimental to the NJROTC. SNSI/NSI’s are expected to maintain close control of all cadets in their units at all times and brief all cadets and team followers about the above conduct requirements.

Academic Exam. The Academic Test (Enclosure 4) will be held on Friday October 16, 2015 between the hours of 0800-1800 at Socorro H.S. NJROTC classrooms or other assigned classrooms. This will allow more time for judging Saturday events. If participating units cannot present themselves on this date the hosting unit will make arrangements to accommodate those units on Saturday.

Uniforms. Cadet uniforms for the meet will be the Navy Service Uniform. Female cadets must wear slacks unless religious belief requires the wearing of the skirt. All cadets will wear the black garrison cap. Cadets are authorized to wear athletic gear for the academic exam and all athletic events. Instructors do not have to wear the military uniform.

In Brief. The drill meet will begin with a required in-brief for all Naval Science Instructors on

Saturday, October 17, 2015 at 0715, in the Socorro NJROTC classroom. At least one instructor from each unit should be in attendance. The drill meet events will begin at 0730 and will end with the awards presentation about 1600.

All instructors and cadets of participating units are expected to thoroughly understand and comply with all guidance, instructions, rules and regulations provided. SNSI’s from each unit should ensure the following:

Familiarize instructors and cadets with the General Information provided in enclosure (1).

Ensure the Entry Form enclosure (2) with team entry fee is turned in by October 2, 2015.

Enclosure (3) will be filled out and signed by all competitors and their parents or guardians; it must also be signed by the SNSI from the school. The form will be turned in at the in-brief on

October 17, 2015.

Ensure that the unit Pre-Mishap Plan is up-to-date.

Ensure that all cadets participating are currently enrolled in NJROTC.

Ensure that all cadets participating in Athletic events have a completed sports physical stating they are medically fit to participate.

The Awards Ceremony will take place in gym “B” after the last event is completed. Cadets may wear uniform or athletic gear.

GENERAL INFORMATION

Purpose. The Stars and Stripes Drill Meet is conducted to give the Area Nine NJROTC units the opportunity to compete for the top three spots which in turn will advance to Area NINE WEST Drill Championship held 20

Feb 2016.

Qualifications

1. All team members must be NJROTC Cadets currently enrolled in the school’s NJROTC program.

2. All cadets participating in the Drill Meet are required to participate in the personal inspection; otherwise a cadet cannot participate as a team member in any event.

3. Cadets performing in the athletic team events must have the NJROTC HRSQ and a satisfactory sports physical exam within one year of the drill meet date.

4. All units must maintain the NJROTC Standard Release Form (NJROTC Health Risk Screening

Questionnaire — NSTC form 1533/10 G) for all participating cadets. Units must have completed and have these forms on- site for each cadet. All cadets competing within the athletic portion of the competition must complete their participation sports physicals and risk screening questions prior to attendance at the Drill

Meet.

Schedule of Events

1. The Schedule of events will be formalized upon receipt of units declaring their intent to participate.

2. The type and number of competitive events scheduled precludes an ironclad foul weather plan, but every attempt will be made to complete all events. If weather prevents completion of a competitive event by one or more NJROTC Units, the event will not be counted for any NJROTC Unit. Decisions regarding continuation of events due to weather are the responsibility of the Drill Meet Director. Lightning in the vicinity is cause for the immediate suspension of all outdoor activities. One or both of the schools gyms will be available in the event of inclement weather.

3. All competitors should be in place and ready to compete when scheduled, without having to be called.

Penalty points will be assessed for teams reporting late if events are on schedule (5 points per minute).

4. Every effort will be made to stay on schedule and complete the meet as quickly as possible. Instructors are cautioned however, that events may run behind schedule and transportation arrangements must be sufficiently flexible to allow the unit to remain until all awards are awarded.

Uniforms

1. Uniforms: Must be JUMS procured and all uniforms articles approved by the U.S. Navy. Uniforms should be cleaned and pressed appropriately. Accessories must be clean. Brass should be highly polished with no scratches. Shoes should be highly shined (NO PATENT LEATHER OR CORFAM SHOES ARE

AUTHORIZED).

2. All NJROTC cadets will wear the military uniform prescribed for the drill meet during the inspection, drill and color guard competition. Wearing of the uniform for the academic exam is optional. Cadets participating in athletic events should wear unit PT gear for the events. Down grading the uniform or wearing of a partial uniform is not appropriate therefore not authorized.

Judges

1. NJROTC instructors and cadets will not interfere in any manner with an official, inspector or judge during the competition. Any violation will result in disqualification of the team for that particular event.

2. If an event judge must depart the area prior to completion of the event by units, all scores of that judge will be thrown out and results recompiled for all units.

Protest

1. Judges shall make every attempt to notify units concerned whenever penalties are imposed. Protest will only be made by the Unit’s SNSI. The SNSI should register the protest with the Chief Judge of the event. All discussions will be conducted calmly, quietly, and professionally. If the SNSI protests a score, the protest must be made within thirty minutes after competition, of the event for accuracy of the sheet, to ensure all grading areas of the sheet are complete. A team may only protest its own score and not the score of another team. The

Chief Judge will address protests with the assigned judge(s) for the particular event. Overall Drill Meet

Director will have final authority on all protest.

2. There will be NO discussion between judges and performing Unit’s instructors. Unless an official protest is being lodged, there will be NO discussion or contact between judges and unit instructors concerning his/her team’s performance. The Chief Judge will address protests with the assigned judge(s) for the particular event.

Scores

1. All score sheets, exams, and exam answer sheets will be delivered to the Drill Meet Director after completion of the Meet for further delivery to all SNSI.

Safety

1. Safety of cadets, judges and spectators is paramount. Blind rifle and guidon tosses are not allowed. A blind toss is one in which the thrower does not see the receiver when the rifle is released. For it NOT to be classified as a blind toss, the receiver must see the release and the thrower DOES have to see the receiving cadets. Not part of the definition, but for safety reasons, the toss will not cross over other cadets. There is no limitation on the height of the toss. Cadets will not stand on rifles, poles, or other cadets. Any routines that look unsafe will be stopped immediately and the competing team will receive no points for that event.

Sportsmanship

1. The highest level of sportsmanship is required of everyone at the competition. The SNSI of the competing teams is responsible for the behavior of his participating cadets, spectator cadets, chaperones, and spectator adults from the Unit. Unsportsmanlike behavior by anyone from a competing Unit is grounds for disqualification from the entire meet. Any Unit disqualified forfeits all trophies and medals and the right to be a representative of the Area NINE WEST Drill Championship. The SNSI/NSI is responsible for briefing all attendees on the required standards of behavior.
