Opening
The meeting was officially called to order at 1:15 PM by President George Harris
with a silent prayer. He then thanked the officers and members of Potomac Valley
for being such an outstanding association.
Roll Call
The following officers were absent at roll call: Men's LDR Chair George Banker
and Masters' Track & Field Chair Thomas Jones.
Minutes
As attendees entered the meeting, they signed in and were given copies of the
September 19, 2013 Annual Meeting minutes and allotted time to read them. Two
corrections were made: 1) to change Episcopal High School to Edison High School
in the Racewalk Report and 2) to omit the statement under the Masters Report "and
the USATF asked PVA to host for the next five years". It was moved and seconded
that the minutes be accepted as read. The motion carried.
Treasurer’s Report
As attendees entered the meeting, they were given copies of the yearly Treasurer’s
Report from Barbara Smith, Treasurer. Barbara presented the report for each
month. The following is a summary:

Tim Baker moved and Margo Matthews seconded that the Treasurer’s Report be
accepted as read. The motion carried.
Youth Report
Quentin Wilson, Youth Chair, reported that PVA had over 5,000 youth athletes.
The PVA youth competed well at the Regional Championships and the National
Meet. The Indoor Championships, hosted by PVA, boasted the most athletes who
ever have participated with the USATF Indoors. The National Office talked about
the possibility of PVA hosting the National Championships for the next five years.
Officials Report
Dr. Bill Price, Officials Chair, reported PVA has over 210 Certified Officials and
40 are Masters. At the September 14, 2014 PVA Officials meeting at Walter
Johnson High School, five PVA Officials were recognized for outstanding service
to PVA during 2014. Those awarded were Allen Naylor, Orretta Johnson, Herbert
Nicholls, Tawanda Howe and Adrian Dixon. In addition, he also reported that three
officials will be nominated for awards at the National Convention in December. They are Adrian Dixon,
Sandra Lovelace and Morton Diamond (deceased). They are in competition with nominees from all
over the U.S. and the winners will be announced at the USATF Convention in December in Anaheim,
CA.
Racewalk Report
Sharon Good, Racewalk Chair, reported that the PVA Championship 5K Racewalk was held at the
Potomac Valley Games at TC Williams High School. Racewalk clinics for beginners are conducted
before PVTC All-Comers Meets held at Edison High School. Some clinics are also held at other AllComers such as TJ Center. Racewalk judges were furnished for other non-PVA meets such as Maryland
Senior Olympics, DC Golden Olympics, Eastern Regional Masters, and the Youth Indoor Nationals.
The Hour Walk for the Postal will be held on September 28, 2014 at TC Williams High School.
Women’s Report
Tiombé Hurd, Women’s Chair, reported that she is planning another Track Clinic in March, 2015.
Dwight Phillips has agreed to come. She is also actively working to get other athletes to join PVA.
Deborah Green, PVA member and athlete, reported that she is featured and profiled in the September,
2014 Competitor Magazine on page 54. The article will be put on the website. Deborah was given a
round of applause.
Masters Report
Margo Matthews, PVA member and athlete, reported that the Masters Championships went well but
they ran out of medals.
Lacey O'Neal was thanked for being our Washington, D.C. agent. George explained that we are now
incorporated in Washington, DC and MD and have 501(c)3 status in both areas.
Long Distance Report
George Harris reported that the 2K National Championship will be held on November 16, 2014. At the
LDR meet last year, the first 3 women across the finish line set an American record. He wants to get
more LDR athletes to become members of PVA. There is a 1 mile run coming up on Saturday morning.
There was some mis-communication with the National Office last year concerning the Long Distance
Run. Several PVA Board members met with the USATF CEO and CFO and hopefully those issues are
ironed out. Dr. Bill Price reported that he had not yet been contacted by the National Office concerning
the officials for the upcoming meet.
Convention Update
George reported that PVA has over 5,000 members, so our Association is allotted 17 delegates to the
National Convention, which is being held in Anaheim, CA on December 1-5, 2014. He recognized the
PVA members who also serve on National Committees.
By-Laws Change
Prior to elections, we voted on the following amendment to the By-Laws. The change would eliminate
the term limit ((with a three (3) term limit equal to six years)) on officers.
Proposal to Amend the Bylaws of PVA-USATF
to Eliminate Term Limits for Officers
1 - Action requested:
To amend the Bylaws of the Potomac Valley Association to eliminate the term limit on Officers.
2- Proposed amendment:
ARTICLE 9
Elections:
A. Elections of Officers: Elections for all officers of the Association shall be conducted by secret
ballot every two years coinciding with the Summer and Winter Olympiad at the Annual Meeting
which shall be held in September. Each elected officer will serve a term of two (2) years ((with a
three (3) term limit equal to six years)). Each Officer-Elect will commence his/her term of office
the following October 1st.
3- Rationale:
If the majority of the members want to change the person serving in a position, they can vote for
a different person. If they think that the person is doing a good job, that person should not be
forced to step down.
4- Constituencies affected:
All

None
The amendment passed.
Bill Platt moved that the Association should have a minimum of five (5) members on the Law &
Legislation Committee at all times and their meetings should be public. Tim Baker seconded. The
motion did not carry.
Elections
George conducted the elections. Nominations had been received and accepted for the following
positions:
President - Phillip Barrett, Sr. (voted by acclamation after no nominations were received from the floor)
Vice President - Jan Price, Elenora Battle, Adrian McDaniels and Tim Baker
Secretary - Faye Howell (voted by acclamation after no nominations were received from the floor)
Treasurer - Barbara Smith (voted by acclamation after no nominations were received from the floor)
Women's Track & Field Chair - Tiombe Hurd (voted by acclamation after no nominations were received
from the floor)
Master's Track & Field Chair - Tom Jones - (voted by acclamation after no nominations were received
from the floor)
Women's LDR Chair - Nancy Betress - (voted by acclamation after no nominations were received from
the floor)
Youth Chair - Quentin Wilson (voted by acclamation after no nominations were received from the floor)
Officials Certification Chair - Dr. Bill Price (voted by acclamation after no nominations were received
from the floor)
The office of Vice President was voted on to determine who would be the 1st Vice President.
Elenora Battle was voted First Vice President and the other Vice Presidents are Jan Price, Adrian
McDaniels and Tim Baker.
For Racewalk Chair, Sharon Good had been nominated and accepted the nomination. Art Klein had also
been nominated but had not accepted the nomination prior to the meeting. Art Klein declined his
nomination. Becky Klein was nominated from the floor. A vote was taken and the majority voted for
Becky Klein as Chair.
For Men's Track & Field Chair, no nominations had been received. David Barmer was nominated from
the floor (voted by acclamation after no more nominations were received from the floor)
For Men's LDR Chair, no nominations had been received. Bob Platt was nominated from the floor
(voted by acclamation after no more nominations were received from the floor)
For Master's LDR Chair, no nominations had been received. Alisa Harvey was nominated from the
floor (voted by acclamation after no more nominations were received from the floor)
A motion was made to destroy all ballots and the elections were closed with the following results:

Dr. Bill Price requested that anyone who wanted to become certified or upgraded should sign up because

A motion was made to adjourn the meeting and the meeting was adjourned at 3:00 pm.
