The purpose of this Project Plan
The purpose of this project plan template is to help councils present a strong case for a
project that is being submitted for funding under the Royalties for the Regions program.
A detailed project plan outlines the project details, scope of works, costs and budget, key
personnel, project delivery, constraints, management methodology, project risks and
outcomes. A detailed project plan is required for all funded projects under the Royalties
for the Regions program and will form part of the sub-agreement, if the application is
successful.

Tips for completing this template
Each section of the template contains a guidance box which provides instructions and
considerations on how to complete a particular section of the template.
All sections of the template must be addressed. If a section is considered not relevant to
the project, type ‘not applicable’ and insert the reason why. This enables the template to
be tailored to the needs of the project whilst ensuring all essential elements of project
management have been considered and are being presented.
Whilst the guidance boxes should be deleted for the final version of the Project Plan
document, it may be useful to save a working draft with all guidance intact. This allows
you to review the guidance again if any changes are required.
Information should be presented in the tables embedded in the document and/or
attached in the Appendices where it is more efficient and effective to do so. Applicants
should also use the templates provided that support the document and attach these also.

3. Project scope
3.1.
Project site
Please describe the current state of the project site and advise if the project site is ready
for construction. If the project site is not ready for construction, please outline what site
preparation works are required before construction can commence and how long council
expects this work to take place. Supporting documentation, such as photos, plans and
maps and other evidence should be referenced and included as appendices.

3.2.
Land ownership
Councils are responsible for advising the department of any land issues pertaining to the
project. If Council does not own the land, council must advise the department of the land
owner and have approval to use the land.
If the project is on Queensland Government owned land and/or facilities, the project must
be supported by the relevant Queensland Government agency and evidence of this
provided. Supporting documents should be referenced and included as appendices.
Please note that state controlled roads and works constructed on non-council or nongovernment owned land or controlled land are not eligible for funding under the Royalties
for the Regions program. Please refer to program guidelines for more information.

3.3.
Scope of works
Please outline and describe all works associated with this project, including work that is
in scope and out of scope. This will help define the project boundaries and help facilitate
effective management of the project and project deliverables. The scope of the project
outlined in the application should be confirmed here.
All project works in scope that will be funded under the Royalties for the Regions should
be listed and described in section 3.3.1.
It is important to specify work and items that are out of project scope also. This may
include works that are associated with the project but not funded by Royalties for the
Regions, and which may be carried out later or further on the project site. Such work
may pose significant risks to the project if they are not carried out or completed and such
risks need to be recognised and managed. This also assists in managing and avoiding
scope creep.
All project works that are out of scope and not funded under Royalties for the Regions
should be listed and described in section 3.3.2.

Local governments are responsible for complying with relevant legislative requirements,
and securing the necessary approvals with the appropriate regulatory agencies.

4.6.
Project risk management
Risks include major factors which could significantly influence the timing, cost or scope of
the project and associated work. At a minimum, risks must be rated as high, medium or
low. Councils must specify the likelihood of those risks occurring and ensure that
adequate and suitable risk mitigation strategies are in place.

5. Local government infrastructure
charges
The State Planning Regulatory Provision (adopted charges) 2012 (SRSP) sets the
maximum infrastructure charges that may be levied for development in Queensland local
government areas.
The level of infrastructure charges enables development and is a key priority for the
Queensland Government, and as a result a fair value schedule of charges has been
produced.
Compared to the maximum regulated charges, the fair value charges are generally:

10 per cent lower for residential development; and

15 per cent lower for non-residential development.
Councils are required to provide a statement on whether their infrastructure
charges are set at or below the level of the Queensland Government’s fair value
schedule of charges. Applicants are also required to attach a copy of their
infrastructure charges schedule as evidence.
Priority will be given to proposed projects that are at/or below the fair value charges.

7. Cost benefit analysis
A cost benefit analysis (CBA) is to be attached that provides an economic evaluation of
all the costs and benefits for the project.
A CBA spreadsheet has been provided to assist Councils to estimate the net economic
benefits of the project. It is a partial CBA that incorporates the economic, social, health and
environmental benefits and costs.
Explanatory notes are available to provide guidance on the use of the CBA spreadsheet.
