A permitted facility must be within the City limits, must have been inspected, and must possess a current permit issued to site owner which must be shown to discharger when serviced.

Establishments which are solely for use as a domicile, with no activity associated with commercial or industrial uses at the homeowner's site.

Septic tank which has defective leach lines or other deficiency which causes tanks to fill and require pumping at six month or lessor intervals ; has waste characteristics more akin to holding tank than a septic tank.

Septic Tank Tank used to treat wastes, with most solids decaying into water and inert substance, and water escaping tank through leach lines into a drain field, unlike a holding tank. Usually has a BOD of about 5,400 mg/L and a SS of about 12,000 mg/L.

SS Suspended solids, a measurement which indicates how much a sludge will be generated by this waste; the higher the SS, the more sludge the City must pay to pump, process, and ultimately dispose. Expressed in mg/L.

Verified Holding Tank Holding tank which City has verified as being solely domestic waste, either from residential, commercial, or industrial source.

Verified Holding Tank List List of verified holding tanks, regularly updated by City staff, which qualify for lower disposal fee.

Waste Material hauled and discharged into City facilities, which meets the conditions set forth for wastes in the City’s Sewer Ordinance.

II. WASTEWATER DISCHARGE LIMITATION AND REQUIREMENTS

Only the following wastes will be accepted for disposal by the City of Vacaville:

No other form of waste will be allowed under any circumstances. (Specifically excluded is the disposal of either non-domestic waste from outside City or non-permitted waste from inside or outside City.) Wastes will be accepted everyday from one half-hour after sunrise to one half-hour after sunset, except as discussed in the next section. Truck loads of Grease Trap Waste shall be limited to no more than 1500 gallons per truck off-loaded within an 8 hour period.

B. DISCUSSION REGARDING ALLOWABLE CLASSES:

1. Residential Septic Tank Waste from within the County

As a service to the City’s neighbors, the City at this time is willing to accept domestic waste from homeowners within Solano County. Wastes disposed at City facilities must meet all provisions of the definitions of both residential and domestic waste.

2. Verified Holding Tank Waste from within the County

Through recent analysis of many samples, holding tanks were found to have an average SS of 844 mg/L and BOD of 565 mg/L. As an upper limit, we are identifying holding tanks as wastes with values of 1,100 mg/L BOD, or

2,400 mg/L SS, or a septic tank which has not been pumped within the last six months.

Any waste exceeding these limits is not holding tank waste.

City will compile a list of verified holding tanks. If the holding tank is on the list, discharger does not have to have plant personnel examine the waste to obtain the lower disposal fee. The waste must be logged as a holding tank or septic/holding tank, whichever is applicable, and discharged as directed by City.

3. Non-Verified Holding Tank Waste from within the County

All holding tanks not on the City’s list must be verified. Waste from a nonverified holding tank will initially be charged the lower disposal fee, only if the plant staff is notified prior to dumping . A sample will be taken and analyzed. Because of this requirement, discharges of non-verified holding tanks will only be allowed between the hours of 8:00 a.m. to 4:30 p.m.,

Monday through Friday, except for Thanksgiving, Christmas, and New

Year's Day, when no discharges are allowed.

4. Grease Trap Waste from Restaurants connected to the City Sewer

Grease traps from restaurants not connected to the City collection system, or from establishments other than restaurants (even if connected to the City collection system) will not be accepted for disposal under this category unless by prior agreement as approved by the Water Quality Pretreatment Section.

C. PROCEDURES FOR DISCHARGING:

1. Driver must turn in a completed manifest for each load prior to discharging.

The information on the manifest shall include the following:

• Date and time of disposal

• Discharger's company name, vehicle ID #, rated capacity of vehicle

• Site address including name and volume of generated waste

• Disposal method

• Class of waste for billing purposes (septic tank, holding tanks, septic/holding tanks, grease trap, or permitted waste)

• Waste sample taken

• Generator's certification

• Wastehauler's certification

2. Driver must notify plant staff if load: a. is from a non-verified holding tank, or b. contains greater than average concentrations of dirt, rock, grease, oil, or other atypical substances.

Non-verified holding tanks may only be discharged between the hours of

8:00 a.m. to 4:30 p.m., Monday through Friday, except for Thanksgiving,

Christmas, and New Year's Day, when no such discharges are allowed. c. Driver must wash down area after discharge is completed. d. Driver must follow all instructions issued by City staff while at City facility. e. Discharging septic or holding tank waste at City of Vacaville facilities is a privilege and not a right. Dischargers abusing this privilege will have their permit suspended and not be allowed to dispose of waste at City facilities.

III. POINT OF COMPLIANCE

Point of Compliance shall be from discharge line of vehicle. Sample will be collected as load is discharged into influent structure.

IV. MONITOR FREQUENCY

Monthly

 Trucks shall be sampled on a monthly basis.

 Sampling date will be posted in the wastehauler's building by laboratory staff. Drivers are to notify laboratory personnel prior to discharge of a load on sample day so that a representative sample may be obtained.

V. RATES OF DISPOSAL OF AUTHORIZED WASTES :

A. The City’s disposal fees are set by resolution by the City Council. As of March 1, 2006 these rates are as follows:

B. Because the City is required by the State and EPA to recover the costs of this program, annual permitting fees are $336.59. The fee will be charged to all permitted dischargers in addition to disposal fees.

C. By resolution, a 9% pretreatment fee is charged with each monthly billing.

D. Billing Procedures:

City will bill discharger according to information provided by the manifests. Billings will be once per month, and will normally be issued within ten working days of the end of the month.
