“Live Newark” Program Outline
Dear Sir/Madam:
Thank you for your interest in the City of Newark’s “Live Newark Program(s)”. If you are
interested in applying, carefully Read the Program Outline and complete the attached
application.
Description:
“Live Newark Program(s)” consist of various incentives for *Newark Municipal Working
Professionals and Newark Public School Teachers to live in Model Neighborhood Initiative,
*MNI areas (See Map Attached). The” Live Newark” loans 1 and 2 are incentives for first
time home buyers to use for closing costs and/ or rehabilitation associated with the
purchase of an owner-occupied residential property located within the MNI areas.
Live Newark Loan 1:
 $5,000 forgivable loan for closing costs for any home purchased in MNI areas.
 Purchaser(s) must live in the home for 5 years, with 10% forgiven each year.
 Lien will be attached to first mortgage; which will be discharge after 5 years
Live Newark Loan 2:
 $25,000 forgivable loan for home rehabilitation on homes that have NOT already
benefited from other home construction and/or rehab programs.
 Purchaser(s) must live in the home for10 years, with 10% forgiven each year.
 Lien will be attached to first mortgage; which will be discharged after 10 years
Eligibility Criteria (Live Newark Loan 1 and Loan 2):
 Applicant MUST occupy the home that is purchased and the home must serve as
their primary residence. (Vacation homes, second homes are NOT permitted).
 All prospective buyers are required to participate in a homeownership counseling
session. Below is a list of Approved Homeownership Counseling Agencies:



New Jersey Citizen Action
Neighborhood Assistance Corporation of America
New Community Federal Credit Union
Urban League of Essex County
La Casa De Don Pedro
Tri-City Peoples Corporation
Only one grant per household for each loan.
Loan 1 and loan 2 can be combined bringing the loan term to 15 years
Program funds are provided on First-Come, First-Serve basis after all required
documentation has been submitted and funds are still available
Home Eligibility Requirements (Live Newark Loan 1 and Loan 2):
 Home must be located with the MNI area (see the attached map).
 The home must be a 1-4 family dwelling, Townhouses and Condominiums are
permitted
 If existing homes require rehabilitation are purchased (foreclosure homes, etc.)
sums must be set aside at the loan closing in amounts sufficient to complete those
renovations necessary in order to meet code requirements. Renovation must be
completed within 3 months (Consideration for extension will be determined case
by case)
 The purchase price of the home must not exceed the fair market value of the
property.
 The employee must be in possession of a signed Sales Contract/Purchase
Agreement upon returning application for review.

Live Newark Loan 1:

Live Newark Loan 2:
o Up to $25,000 forgivable loan for home rehabilitation on homes purchased within

In order for the Division of Housing and Real Estate to process your application and to
participate in the City of Newark’s “Live Newark” Program(s), the following documents
must be provided, as this will expedite the processing of your application. Incomplete
applications will be returned.

3. Loan Application (1003), Good Faith Estimate (GFE) ( Documents from Lender)

SECTION IV – LIVE NEWARK 2- REHABILIATION
Description:
Live Newark Rehabilitation program is geared for first time homebuyers employed by the
City of Newark and Newark Public School Teachers associated with the purchase of an
owner-occupied residential property located with the MNI areas (Maps Attached) to make
improvements to their homes which will help to beautify the community and satisfy
potential health and safety code violations. Funding is available on first come, first served
basis.
The maximum amount of assistance per household is $25,000.
Eligible Repairs include but not limited to:
Electrical, plumbing, heating, Exterior (Windows, roofing, siding, Structural Problems),
And any Health and Safety related items.
Requirements:
o Must be a first time home buyer
o Home must be 1-4 family dwelling
o Home must be within MNI areas
o All work must be performed by a licensed and insured contractor taken from the
City Of Newark Contractor Pool; contractor’s must obtain all necessary building
permits from the City of Newark;
o Inspection must be performed by a Division of Housing and Real Estate Inspector
o After completion of inspection, applicant must provide copy of Certificate of Code
Compliance C.C.C.
