This document serves as an assessment instrument covering four main areas that are in line with the National Capacity Building Framework. There are definitely no integrated systems. Many municipalities’ technical teams cannot timeously or at all get access to domestic water consumption which makes it impossible to manage water. No (state why and how) This area really lets the municipalities down, as not even preventative maintenance can be done by many municipalities, let alone attempt to balance water. Understanding of the whole water accounting process, systems, management of deficiency in the systems. 7.2 In your institution are there adequate skills to compile WC/WDM Business Plan? Not yet! 7.3 If no, what can be done to acquire those skills? Rigorous training must be engaged. 7.4 In your opinion, are the Business Plan Development skills crucial to the success of WC/WDM strategy? Explain: Yes, we need to know our access of deficiencies and approach their amendment in a business like manner. However, that the attitude is positive is encouraging and should be embraced as it present a conducive platform for the introduction of appropriate skills development interventions. Although not able to demonstrate knowledge through distinguishing the concepts, it is encouraging to note that the perception held is extremely correct. There is dependence on service providers to assist with the development of Business Plans s the municipality does not have the necessary skills and competencies to coordinate issues relating to WC/WDM.
