PART 2:
BUSINESS PLANNING DEVELOPMENT CAPACITY ASSESSMENT
In order to assist the municipalities in the development of business plans for Water Conservation
and Demand Management, it is necessary that an assessment of their general knowledge and
capacity to deal with these concepts be undertaken. This document serves as an assessment
instrument covering four main areas that are in line with the National Capacity Building
Framework. These areas are:
(i)
(ii)
(iii)
(iv)

5.1
Institutional capacity
Human resource capacity
Skills Capacity
Systems capacity

The institution is better
placed to develop a
WC/WDM Business Plan.

Yes (explain)
No (explain)
If all resources were available,
we should have a water audit
team, but for now yes.
There are definitely no integrated systems. Many municipalities’
technical teams cannot timeously or at all get access to domestic
water consumption which makes it impossible to manage water.
HUMAN RESOURCE CAPACITY ASSESSMENT
Has the institution ever compiled a
WC/WDM Business?
Who is responsible for compiling
WC/WDM Business Plan?
Yes
Do you think there is enough
personnel/staff to compile WC/WDM
Business Plan?
Yes (state
why)
WRP
No (state why)
Rustenburg Local Municipality
Not yet. Although the municipality is
providing human resources. (Skills must
be attained).

7.
Do you think there should be an
increase in the number of people
involved in the development of
WC/WDM Business Plans?
COMMENTS
Yes (state why
and how)
We would appreciate dedicated water
audit team.
No (state why
and how)
This area really lets the municipalities down, as not even
preventative maintenance can be done by many
municipalities, let alone attempt to balance water.
SKILLS ASSESSMENT
7.1
What are the core skills needed to compile
WC/DM Business Plan?
Understanding of the whole water accounting
process, systems, management of deficiency in
the systems.
7.2
In your institution are there adequate skills
to compile WC/WDM Business Plan?
Not yet!
7.3
If no, what can be done to acquire those
skills?
Rigorous training must be engaged.
7.4
In your opinion, are the Business Plan
Development skills crucial to the success
of WC/WDM strategy?
Explain:
Yes, we need to know our access of deficiencies
and approach their amendment in a business
like manner. It may not be necessary to spend
R20 Million to save R200 000 in 20 years.
7.5
No. Training is provided as you work.
Does the municipality have a structured
skills transfer programme for new officials
to adequately understand and manage the
WC/WDM concepts in the future

COMMENTS
More could be done to increase the level of knowledge of the Concepts. However, that the
attitude is positive is encouraging and should be embraced as it present a conducive
platform for the introduction of appropriate skills development interventions.
Although not able to demonstrate knowledge through distinguishing the concepts, it is
encouraging to note that the perception held is extremely correct.
There is dependence on service providers to assist with the development of Business Plans
s the municipality does not have the necessary skills and competencies to coordinate issues
relating to WC/WDM. Further, there seem to be shortage of human resources.
There are no systems in place to guide the development of business plans.
