Introduction 1.1 Purpose This specification describes PDO's minimum requirements for preventing and managing accidental releases to land and water and for managing soil and groundwater protection, which result from PDO and PDO contractors’ activities products or services. This specification addresses accidental releases to land and water (i.e. leaks and spills of hydrocarbons and chemicals), through focusing on minimising the effect of these on soil, groundwater and the marine environment. 1.2 Scope This specification covers accidental releases generated by PDO’s activities, products and services. 1.3 Related Documents Environmental incidents that result in leaks or spills on land and water shall be managed in accordance with the following PDO Documents: SP 1007Accidental Releases Specification Emergency Response suite of Documents (Emergency Response Policy PL 38, Emergency Response Code of Practice Part I CP 123, Emergency Response Procedures Part II PR 1065, Emergency Response Documents – Contingency Plans Part III and Emergency Response Part IV Guideline GU 288) and PR 1418 Incident Notification, Analysis, Reporting and Follow-Up Procedure. 1.4 Deliverables 1.4.1 Records A record shall be kept and yearly updated for all sites with equipment, processes and pipelines containing material harmful to the environment (e.g. hydrocarbons, chemicals). The record shall contain the following minimum information: History of any past leaks, spills or releases Visual inspection of the site for evidence of past leaks, spills or releases Proximity to sensitive groundwater, surface water or land uses Potential for soil and/or groundwater contamination to occur from an off-site source Potential for environmental liability resulting from soil and/or groundwater contamination. For industrial sites, the record shall consider the following additional elements: Equipment type, age and condition Potential for spillage or leakage during product handling or transfer Potential for equipment corrosion Availability and effectiveness of any leak detection monitoring devices in place Use of secondary containment SP-1007 REVISION 2.0 Page 1 HSE – SPECIFICATION Setting Clear Requirements 1.4.2 Reports All environmental incidents, leaks and spillage’s shall be notified in accordance with the PR 1418 Incident Notification, Investigation, Reporting and Follow-up Procedure, through its Environmental Incident/Leak/ Spillage Notification Form. Monthly summary reports shall be prepared and reported to CSM/2. Monthly summary reports containing site contamination, remediation and spills data shall be prepared in the format specified in Section 1.8 and reported to CSM/2. Major environmental incidents, including major leaks and spills, are required to be reported in writing to the MRMEWR within 48 hours (refer to PR 1418 Incident Notification, Investigation, Reporting and Follow-up Procedure). Any non-compliance with this Specification shall be notified, investigated and reported per the ‘Non Compliance Report Form’ in CP 122 HSE Management System Manual, Part 2 Chapter 6. Please note that all loss of containment shall be notified. In the case of loss of containment of oil/water, only those losses that result in a release into the environment resulting in soil and/or groundwater contamination, shall be recorded as a spill. 1.5 Responsibility Asset Managers Asset Managers are responsible for the prevention of accidental releases to land and water and for ensuring that soil and groundwater protection within their area of responsibility (including soil and groundwater protection in contractor activities), are managed in accordance with the requirements of this Specification. Accidental releases to land and water and contamination of soil and groundwater addressed in this Specification shall be: identified quantified (either by direct measurement or using appropriate methods of estimation) investigated recorded, as appropriate (refer to Section 1.4.1) reported, as appropriate (refer to Section 1.4.2) Corporate Functional Discipline Heads Corporate Functional Discipline Heads are responsible for ensuring that the requirements of this specification are reflected in the documents for which they are responsible. Contractors Contractors are responsible for ensuring that accidental releases to land and water, and managing soil and groundwater protection in the course of carrying out their contractual requirements, are managed in accordance with the requirements of this Specification and reported, when applicable, to the contract holder. SP-1007 REVISION 2.0 Page 2 HSE – SPECIFICATION Setting Clear Requirements In the event that circumstances prevent compliance with this Specification, Asset Managers shall seek step-out approval (refer to CP 122 HSE Management System Manual, Part 2 Chapter 3). 1.6 Performance Monitoring A soil and groundwater management programme, plus a leak/spill prevention programme shall be developed, implemented and maintained to demonstrate compliance with this Specification. The monitoring programme shall supply the necessary data to prepare required reports (see Section 1.4.2). 1.7 Review and Improvement Any user of this document who encounters a mistake or confusing entry is requested to immediately notify CSM using the ‘User Feedback Form’ provided in CP 122 HSE Management System Manual, Part 2 Chapter 3. This Specification shall be reviewed every 4 years. However changes to the current version may be made in less than four years as the need arises depending upon the issue of new and relevant environmental legislation and or major organisational changes in PDO. In case of loss of containment to the environment, the contamination shall be assessed and the soil and groundwater shall be cleaned to a level compatible with the environmental quality standard of the receiving environment (Section 2.2). A soil and groundwater monitoring programme shall be in place for all sites identified as being impacted by contamination by 2001. A response/remedial action plan shall be developed and implemented at facilities where comparison of soil and/or groundwater contamination with legal requirements and/or the Environmental Quality Standards (EQS) established by this Specification, indicates that a response/remedial action is required. Site abandonment, restoration and/or divestment shall consider legal requirements and/or the Environmental Quality Standards established by this Specification, and the requirements of SP 1012 Site Preparation, Abandonment and Restoration. 2.2 Soil and Groundwater Quality Standards (S&G QS) S&G QS focus on protecting human health. These are derived from an assessment of information on mammalian toxicology, the behavior and fate of substances in soil and groundwater, and potential human exposure to contaminants. Environmental Quality Standards (EQS) for groundwater are generally determined in relation to specific Environmental Quality Objectives (refer to SP 1006 Specification for Aqueous Effluent). EQS for soils are more problematic to develop because it is difficult to assess the practical health hazards associated with contaminated soil. The Environmental Quality Standards for soils for Oman have not been defined. In the absence of these, the Environmental Quality Standards for the state of Louisiana (Chapter 4.2 EP 95–0385) shall apply. Where the receiving environment is of a poorer quality, the background levels shall be adopted. PDO’s EQS for soil and groundwater, consider the following factors in the Sultanate of Oman: Land use and climate Potential for contamination of groundwater (depth of groundwater and soil type) Use of groundwater. Individual licences and permits may establish EQS that are more stringent than those required by this Specification. In this case, the more stringent requirements shall apply. SP-1007 REVISION 2.0 Page 5 HSE – SPECIFICATION Setting Clear Requirements 2.3 The use of EQS for soil and groundwater The use of EQS for soil and groundwater is illustrated as follows: SP-1007 Exceedance of EQS with movement of contaminants beyond the boundary fence shall be considered as a non-compliance with this Specification. Action shall be taken in these situations to reduce exposure concentrations in the event that an EQS is exceeded. Exceedance of EQS within the boundary fence, but with no movement off site and no occupational health risks on site, shall be managed to ensure that risks are as low as reasonably practicable (ALARP). Ongoing monitoring of soil and groundwater quality shall be carried out in these situations. Concentrations of contaminants below the EQS, both within and beyond the boundary fence, indicate negligible risks. No action shall be required, although periodic monitoring may be required.
