INVITATION FOR EXPRESSION OF INTEREST
FOR
Consultancy Services for Covered Drainage System in Noida Town
NOIDA is Composite Township of urban area comprising Industrial, Institutional, Commercial, Residential
& villages. New Okhla Industrial Development Authority responsible for pollution free disposal of
wastewater. In order to maintain ecological balance NOIDA is striving to improve the existing
environmental conditions in its drainage system. The existing drainage system needs remodeling in
shape/sizes and gradient after detailed survey. NOIDA intends to obtain the services of a reputed
Consultant, having requisite experience in the field of planning, designing & management of covered
drainage systems.
OBJECTIVE
NOIDA is situated between the banks of river Yamuna & Hindon. There are two major drains namely
Shahdara drain & Irrigation drain which are open and passing through NOIDA City & finally out falling
into the river Yamuna. Both drains are carrying waste water of Delhi area which is highly polluted. NOIDA
does not have any outfall in Shadara drain. All the sub major drains are out falling into the Irrigation drain
which finally outfalls into the river Yamuna. Although NOIDA including villages are being developed with
combined sewerage system and existing Irrigation drain and all sub major drains are suppose to cater only
storm water & treated waste water of Industrial area but it’s not becoming possible because of connectivity
of village area drains, where there are unauthorized small scale industrial units discharging waste water &
also because of village civic style, as most of the houses are discharging their waste water into the drains
too beside their sewerage connection. NOIDA intends to cover all major sub drains & Irrigation drain after
remodeling in shape/sizes and gradient as recommended on the basis of detailed survey with the provisions
of accessible cleaning of the drains & preventive arrangements for screening out solid waste and settling
down the sediments/grit from wastewater before entering into the sub major drains & Irrigation drain.
APPROACH
The Consultant shall





Carry out field studies (detailed survey for sections, water levels & flows) and specific
characteristics of irrigation drains.
Study and analyse available data on the flows characteristics, conveyance infrastructure laid and
proposed.
Detailed project report & design of most preferred covering of drains.
Landscaping & beautification plan.
O&M related issues & cost estimations.
Recommend the technical feasibility of strengthening of the existing Irrigation drain. Thereafter, the
Consultant shall assist the implementing agency in preparation of tender documents and their evaluation
upto award of work and in the execution and commissioning of the chosen option. The Consultant shall
also act as an Independent auditor, for the Implementing agency, to over see the progress and the quality of
work to ensure that it achieves the objectives in a time bound manner.
SCOPE OF WORK
Review the available data, reports and recommendations.









Carry out field study and determine discharge/characteristics of flow in the drains, out falling into
the Irrigation drain which is finally out falling into the river Yamuna.
Review the drainage area of the drain and the existing conveyance infrastructure to determine
possibility of required remodeling.
Optimal utilization of the existing drains.
Suggest the mode/manner/technology for covering the drains in such a way that the question of
blockage/choking etc doesn’t arise.
Recommend the technical feasibility of strengthening of the existing Irrigation drain & sub major
drains.
Landscaping & beautification plan of nearby area.
O&M related issues & cost estimations.
Assisting the implementing agency in preparation of tender documents and their evaluation upto
award of work and in the execution and commissioning of the chosen option.
To work as an Independent auditor, for the Implementing agency, to over see the progress and the
quality of work to ensure that it achieves the objectives in a time bound manner.
The Consultant shall make a detailed presentation before the Noida Authority, discuss the pros & cons and
finalize the projects.

The Consultancy firm should have experience in

Designing, Implementation and management of covered drainage system of a town.
MANNER OF SUBMISSION
The interested consultants and firms shall be required to make submissions in the following manner:




Technical bid that would indicate the team and detailed experience in the field, qualifications.
Other team members with their qualifications and the relevant experience in the field of
conducting such studies.
A brief technical account of similar studies conducted earlier.
Time required for conducting such studies, analysis and submission of final report.
International Consultants can submit their offer as a joint venture with local firms having adequate
experience and resources to offer consultancy of such an extent. Proposal containing all the relevant
information and documents shall be submitted at the address stated here below by 15.30 hours on or before
16.12.2008
The expression of interest shall be submitted in a sealed cover and the cover shall carry out “Expression of
Interest for Consultancy Services for Covered Drainage System in Noida Town”
Noida Authority shall Endeavour to complete it examination and evaluation for short listing the consultants
within 30 days of the offers. The short listed consultants would, thereafter, invited to give detailed
proposals, presentation and their financial offers.
The responsibility of ensuring that all the proposals are received before the time & dates specified shall rest
with the consultant making offer and no responsibility in this regard shall bear up on NOIDA for late
entries.
NOIDA reserves the right to accept or reject any or all the proposals without assigning any reason
whatsoever.
NOIDA shall not accept any explanation for any delay in transit or any reasons in receiving any proposal
beyond the last date and time as mentioned in the invitation notice.
