GOVERNMENT OF THE RUSSIAN FEDERATION DECREE No. 1488 of December 30, 2012 On APPROVAL OF REGULATIONS ON SPECIFIC FEATURES OF ENSURING UNIFORMITY OF MEASUREMENTS WHILE CARRYING OUT ACTIVITIES IN THE FIELD OF ATOMIC ENERGY USE Pursuant to Part 7 of Article 1 of the Federal Law "On Ensuring the Uniformity of Measurements", the Government of the Russian Federation decrees: 1. To approve the attached Regulations on the specific features of ensuring the uniformity of measurements while executing activities in the field of atomic energy use. 2. The present Regulations come into effect since December 1, 2013. Chairman of the Government of the Russian Federation D.Medvedev Approved by Decree of the Government of the Russian Federation No. 1488 of Sunday, December 30, 2012 REGULATIONS ON SPECIFIC FEATURES OF ENSURING THE UNIFORMITY OF MEASUREMENTS WHILE CARRYING OUT ACTIVITIES IN THE FIELD OF ATOMIC ENERGY USE 1. The present Regulations set forth the specific features of ensuring the uniformity of measurements while executing activities in the field of atomic energy use for the purpose of achieving the required accuracy, credibility and compatibility of measurement results in the process of production, designing, construction, operation and disposal of nuclear facilities, ensuring highest priorities for nuclear and radiation safety of nuclear facilities, compliance with the non-proliferation regime in respect of nuclear weapons, nuclear materials and technologies. 2. The activities related to ensuring the uniformity of measurements in the field of atomic energy use are carried out by the federal executive authorities performing the functions of the state policy and regulatory and legal regulations' making , and rendering of governmental services in the field of ensuring the uniformity of measurements, as well as by the State Atomic Energy Corporation "Rosatom", authorized body for atomic energy use control (hereinafter referred to as the authorized body) and organizations carrying out activities in the field of atomic energy use for peaceful purposes as well as organizations conducting activities in the field of atomic energy use related to development, manufacture, testing, operation and utilization of nuclear weapons and military-oriented nuclear power installations. 3. The authorized body provides for interdepartmental interfaces in the field of ensuring the uniformity of measurements in the field of atomic energy use. 4. The Federal Agency for Technical Regulation and Metrology provides for interdepartmental methodical coordination in the field of ensuring the uniformity of measurements in the field of atomic energy use. 5. The authorized body upon agreement with the Ministry of the Russian Federation for Industry and Trade establishes the procedure for certification of the standards of units in the field of atomic energy use. 6. The procedure of testing standard specimens or measurement facilities in the field of atomic energy use in order to approve the type and rate the engineered features as measurement facilities is to be established by the authorized body upon agreement with the Ministry of the Russian Federation for Industry and Trade. 7. The metrological requirements for measurements, standards of units, standard specimens, measurement facilities, their component parts, software, and measurement procedures (methods) applied in the field of atomic energy use are to be established by the authorized body upon agreement with the Federal Agency for Technical Regulation and Metrology. 8. The procedure of conducting the obligatory metrological review in the field of atomic energy use is to be established by the Ministry of the Russian Federation for Industry and Trade upon agreement with the authorized body. 9. The procedure of arrangement and maintenance of the sections of the Federal Information Fund for Ensuring the Uniformity of Measurements in the Field of Atomic Energy Use is to be established by the Ministry of the Russian Federation for Industry and Trade upon agreement with the authorized body.
