Dean’s Directives no. 3/2006 Public access to Bachelor’s and Master’s diploma theses, doctoral dissertations and state doctoral theses On the basis of § 47b of Law no. 552/2005 Coll., which amends Law no. 111/1998 Coll. on Higher Education, as well as some other laws, the following paragraphs apply: 2. Dissertations, diploma, bachelor’s and state doctoral theses submitted by an applicant for defence have to be accessible to the public not later than five working days prior to the defence. They will be available at a place designated by the internal regulations of the university or, if not otherwise specified, in the workplace of the university where the defence will take place. Any person can make extracts, transcripts or copies of the presented works at one’s expense. 3. By submitting his or her work an author agrees to the public viewing of his/her work in accordance with this law, regardless of the results of the defence. Based on these facts: a. In accordance with the above-mentioned amendment I entrust the Directors of the institutes of the Faculty with making Bachelor’s and Master’s diploma theses accessible to the public at the individual workplaces of the institute. A Director’s notice will govern this process. The notice will contain the first and last names of the employees entrusted with securing the accessibility at individual workplaces, as well as the rooms where the theses will be available. The notice will be posted at a visible place at the department or institute, and its copy will be sent to the Student Services Office of UK FSV. b. Dissertation theses (Ph.D.) will be accessible to the public during office hours at the Office for Doctoral Studies and Lifelong Learning (Mrs Jarmila Hlaváčková, Hollar 205). c. Works submitted for the state doctoral examination (PhDr.) will be accessible to the public during office hours at the Office for Doctoral Studies and Lifelong Learning (Mrs Jana Bohuslavová, Hollar 205). d. A competent employee will record each individual viewing of Bachelor’s and Master’s diploma theses, dissertations, and state doctoral theses, and any extracts, transcripts or copies that have been made; as well as the identity of the individuals who viewed the theses and/or who made extracts, transcripts or copies. A corresponding directive of the Dean governs expenses related to making copies. e. Bachelor’s and Master’s diploma theses, dissertations and state doctoral theses containing data which, according to Law no. 101/2000 Coll. on the Protection of Personal Data (esp. § 4, 9 and 10), can be considered as “sensitive data”, are not available for public viewing in accordance with this notice. The Director of the corresponding institute decides whether this should be the case, on the basis of a written and justified request submitted by the author of the work. Such a decision must be available in written form to anybody requesting to see the work. It must also be available at corresponding workplaces in accordance with paragraphs a-c of this directive.
