Each person or group wanting to use the facility has to write a proposal for an experiment, stating the motivation and interest of the experiment, its feasibility, the equipment required and whether EU support is requested. These proposals are submitted to the Programme Advisory Committee (PAC), which classifies them in several categories of priority, according to scientific merits only. This committee advises the KVI Director on the scientific priorities of the submitted papers. For the accepted proposals in which EU support is requested, the PAC (acting as USP) evaluates the time and the amount of travel requested for setting up and executing the experiment and decides on the person-days and travel to be allocated to the proposal in question. In case a proposal is rejected the proposers receive a letter with detailed information on the scientific-technical or formal (eligibility) reasoning for not accepting the proposal. Often the proposers are invited to resubmit a revised proposal. Please find in Annex 2 (Database) the list of the Selection Panel members for the reporting period. There have been no changes in the composition of the Users Selection Panel during the reporting period. 1.4.7.2.2 Selection Panel meetings One meeting of the Selection-Panel, on 25 November 2005. 89 RII3-CT-2004-506065 / EURONS / Activity Report 2005/ TA07: RUG-KVI 1.4.7.2.3 Selection criteria The Users Selection Panel bases its selection on scientific merit, following the prescriptions of Annex III of the contract, Article III.6.6. 1.4.7.3 TRANSNATIONAL ACCESS ACTIVITY DURING THE REPORTING PERIOD In total five projects have been supported during the reporting period: i. P1: Precision measurement of the Gamow-Teller branching ratio in 21Na decay; ii. S43: Investigation of isovector giant resonances in 12C, 90Zr and 208Pb nuclei with the (t,3He) reaction at 43 MeV/A; iii. S49: Structure of electric dipole strength below the particle threshold; iv. S51: Study of the GT transitions to intermediate states in double-beta decay: 64 Zn(d,2He)64Cu; v. F16: Study of three-nucleon force effects in the proton-deuteron break-up reaction. The experiments of projects i.-iv. were performed in 2005; for project v. only preparational activities have been done. During the reporting period, in total 624 experimental hours were delivered; 27 individual users have visited the facility and spent 292 person-days at the KVI. Please find in Annex 3 (Database) the list of user-projects for which costs has been incurred in the reporting period. Please find in Annex 4 (Database) the list of users in the reporting period. 1.4.7.4 SIGNIFICANT ACHIEVEMENTS OBTAINED BY THE USERS DURING THE REPORTING PERIOD AND THEIR IMPACT Please find in Annex 5 the list of publications that have appeared in peer-reviewed journals during the reporting period (or peer-reviewed conference proceedings) and resulting from work carried out under the TA activity. Obviously no publications can be expected from such complex experiments within less than one year.
