Senate President Sonja Franeta called the meeting to order at 12:06pm.

Minutes reviewed at 12:07pm. Senate President Franeta requested for a motion to approve the May 18, 2010 minutes; motion moved and seconded at 12:08pm .

S R EPORT & D ISCUSSION
Senate President Franeta provided a handout of information “Some Useful Statistics,” dated 10/4/2010 and approved by the districts’ VC of Finance at the last BOT meeting. Illustrations of the district’s current budget allocations for 2010-
2011: District - $39.6 million 32.7%, COA – 16.3 million 13.4%, BCC 14.4 million 11.8%, Laney 32.7 million 27%, and Merritt 18.1 million 14.9%. Further reporting on district-wide “FT/ PT Faculty numbers for fall 2010: Part-time
680 = 64.9%, Full-time 323 = 30.85%, and Retirees 44 (also part-time) = 4.2%. Also, data regarding “Section Counts for Fall 2008 – Fall 2010” and “Section Count Change from Fall 2009 – Fall 2010 = Loss of 303 sections” were provided for the Senate’s review

Senator Coaston shared information from the GAF meeting regarding benefits for campuses vs. the district; meaning the cost for benefits per college will no longer be a part of the district’s budget, effective now. Past Senate President van Putten added that budget alignments will be applicable to each campus’ budget where it’s being spent.
Senate President Franeta announced that the Laney Budget Advisory Committee has invited Ron Gerhard, Vice
Chancellor of Finance to answer questions on Wednesday, October 13, 2010 at 3:00pm in T450.
“Laney College Wins Excelencia Award in Education,” on Sept. 29th in Washington DC’s Capitol Building, Laney’s
Carpinteria Fina program was recognized and given an Excelencia in Education Award. The program was praised by
Sarita Brown, president of Excelencia, who stated that our program stood out during the screening because it’s “so practical in its bundling of classes.”
Announcement of a student event “No Cuts” this week on Thursday, October 7, 2010 in the campus quad. The next
College Council meeting on 10/20/10 in T450 from 2 – 4pm.
Senate President Franeta announced that there will be a live stream in the Eagle Village the first-ever White House
Summit on Community Colleges on Tuesday, October 5, 2010. The Summit is an opportunity to bring together community colleges; Dr. Jill Biden will highlight the critical role that community colleges play in developing America’s workforce and reaching our educational goals. “Skills for American Future,” the Bill Gates Foundation has committed 5 million to increasing the number Community Colleges graduates

Senate Treasurer Quindlen reported $8,267 as the balance for the FS Scholarship fund and approximately $206.00 per/mo is contributed to the fund from payroll deductions. Faculty members are encouraged to increase and/or initiate the payroll deduction process; the Payroll Reduction form will be emailed to all faculty members with guidelines for making one-time only donations, as well as, distributed at the next meeting. Further discussion highlighted that annually there is a distribution of 2 - $1,000 scholarships awarded to transfer students and 2 - $500 scholarships for continuing, per FS Parliamentarian Lord.

Announcement of Laney College’s Fusion Theater Company has had the honor of being invited to participate in the
International Collegiate Theater Festival (in conjunction with the Edinburgh Festival Fringe) in Edinburgh, Scotland for
August of 2011 and they’re asking for support. Under the direction of Michael Torres (Chair and Director of the
Theater Department) expressed that we are committed to take our voice to Scotland with a refined and mastered production of “Polaroid Stories!” Deadline 10/15/10 for payments and a total of $7,500 per student is required. (More contributions may be added after that date).
DAS R EPORT
DAS Representative Petrilli distributed the 9/21/10 DAS report and reported discussion on determining equivalencies regarding practice and policy, which revisions are required. Much discussion and concern regarding the district’s plan of action under contingency planning that list “replacements for only one of every three vacancies for all categories,” with continuous hiring for district level positions when much needed full-time faculty replacements are needed and there are additional concerns regarding the statement “eliminate the least effective programs/ functions as identified by the program review process.”
A presentation of the district’s recovery plan is in draft form and will be available on the website. Further discussion regarding the impact regarding less funding for Laney for professional development training and FS sponsored events for FY2010-2011. Faculty concerns were expressed regarding the new drop policy and the impact on enrollment; faculty members are encouraged to sustain 35 students per class.
C URRICULUM C OMMITTEE R EPORT
Guest: Amy Bohorquez provided updates from the 10/4/10 CIPD meeting, there is a push for fee-based course curriculum by spring 2011 and it must be developed by Laney faculty and not assigned or added to the current course loads.
There is a district-wide requirement for establishing consultation, for instance, courses with difference in course titles and departments; Amy will keep an eye on this. Also, textbooks must be updated previously Eleanor Liu has coordinate this effort with the bookstore and should be the responsibility of the CIPD.
Updates regarding SLOs, if your courses are already in “Task Stream,” please contact Amy for assistance with expediting your process.
In an effort to reduce pressure should there be any changes required for fall 2011 courses, please contact the CIPD before the December 2010 meeting. Also, keep in mind that their agenda is required one week prior to the meeting, per the Brown Act (review page 2 on the website).
Announced that “Curricunet” will be used for the development of the new LC catalog and when you have a course(s) identified in “Curricunet,” you will be able to see them in “Task Stream” at any time. Faculty expressed concerns regarding increased work loads with more responsibilities; Amy responded, that these tools allow for things that need to be done and “Curricunet” does equip us to meet deadlines one month ahead supporting advanced planning.
Senate Parliamentarian Lord recommended a motion to extend the meeting; Senate President Franeta requested a motion to extend, motion approved at 12:57pm .
P ART -T IME S TATE C AUCUS P LENARY A NNOUNCEMENT
Senator Cera announced the upcoming Academic Senate Conference on November 11-13, 2010 and the scheduled Parttime State Caucus Plenary session. There is a request for at least 10 part-time faculty members to attend the conference and a meeting prior to identify needs and strategies for increasing part-time faculty involvement in shared governance, as well as, representation at the Part-time State Caucus Plenary session.
A NNOUNCEMENTS
Senate President Franeta announced her participation at the Student Success Conference in Costa Mesa 10/6/10; she will be presenting on Contextualized Learning and instructional support for ESL students, State recognition as a model program . Other faculty will also be attending.
Announcement of an upcoming conference for CSU/CC “Making of General Education Relevant,” January 26-29, 2011 at the SF Hyatt Regency Hotel.
