Vice Provost for Academic Fiscal Strategies and Planning
Office of Academic Affairs
The Vice Provost for Academic Fiscal Strategies and Planning is a full-time, 12-month, unclassified,
excluded position reporting to the Provost and Vice President for Academic Affairs in the Office of
Academic Affairs (OAA).
OAA is the central academic administrative office, with responsibility for the institutional academic
mission, programming and policy implementation, support programs for academic personnel and
students, academic fiscal management, and collective bargaining with the American Association of
University Professors and the American Federation of Teachers Union.
Position description
Vice Provost for Academic Fiscal Strategies and Planning (VPAFSP) is a member of the Provost’s
OAA Executive Committee and the Council of Academic Deans. The Vice Provost is responsible
for providing leadership and a vision for ensuring effective and strategic academic resource
development and allocation.
The work of the VPAFSP is supported by the following direct reports within the OAA suite: the
Assistant to the VPAFSP, the Fiscal Officer and Special Assistant to the VPAFSP, and the Fiscal &
Operations Manager. These support positions have shared duties with other OAA members.
Fiscal coordination and planning responsibilities include, but are not limited to, the
following:






Advise and assist the Provost on academic fiscal matters, including the management and
planning of the OAA budget and academic investments.
Provide leadership for the planning, development and implementation of a budget model
that recognizes the campus mission, vision, and strategic priorities as well as the institution’s
tuition-driven nature.
Provide leadership in the overall fiscal success of the institution through the development of
fiscal strategies that address academic priorities in alignment with the recommendations of
the Long-term Institutional Fiscal Strategies Committee.
- Participate in enrollment management planning discussions, bringing fiscal
perspective to the determination of the appropriate mix of students.
- Participate in curricular efficiency and effectiveness planning discussions, bringing
fiscal perspectives to the determination of the appropriate mix of faculty, class sizes,
teaching assistants, delivery technologies and other resources.
- Participate in student retention/completion planning discussions, bringing fiscal
perspective to the determination of targets, policies and practices.
Work with the Provost, the Vice Provost for Academic Personnel and deans on hiring
decisions and practices that contribute to the increased proportion of tenure-related and fulltime faculty.
Work with the Director of the Office of Institutional Research and Planning to research,
analyze, interpret and apply data to decisions regarding fiscal and academic planning.
Serve as liaison to the University Budget Office and as member of the University Budget
Team (Provost, Vice President for Finance and Administration, and Budget Director), the

Financial Futures Committee, and as an ex-officio member of the Faculty Senate Budget
Committee.
Participate in special projects as assigned by the Provost.
Academic planning responsibilities include, but are not limited to, the following:

Lead the academic unit planning process to develop, monitor, and report on academic unit
plans that align fiscal, human, and physical resources with strategic academic priorities.
- Work closely with the Provost, the OAA Executive Committee, the deans, and
faculty leadership to determine strategic academic priorities and develop an overall
plan to align resources with those priorities.
- Provide consultation to academic departments on appropriate outcomes that align
with planning goals and are consistent with University priorities.
- Work with the Vice Provost for Academic Programs and Instruction to align the
unit planning process, curricular development, and program review and
accreditation processes.

Coordinate and collaborate with the Director of the Office of Institutional Research and
Planning to identify, interpret, and apply data required for setting targets and assessing
progress.
Review and develop fiscal and academic policies in conjunction with other OAA staff.
Lead planning for academic space requirements and work with deans to accommodate
academic space requirements for faculty, staff, and instructional needs; represent OAA as a
member of the University Space Committee to resolve space needs; and implement space
plans.
Work with the University’s Chief Information Officer to ensure that academic instructional
technology needs are met. Serve as the chair of the PSU Advisory Committee on Academic
Information Technologies (ACAIT).
Participate in special projects as assigned by the Provost.




Qualifications
The successful candidate will be a Portland State faculty member. Selection preference will be given
to those who have achieved tenure and terminal rank. Candidates should demonstrate a strong
interest in supporting the work of Academic Affairs, especially in areas related to fiscal and academic
planning, as well as academic administrative experience at the level of chair/director or above in an
academic unit. Demonstrated experience and potential for providing leadership in the following
areas also should be evident in the application materials:



Fostering innovation, creating and driving a vision, managing and executing, and leading
through influence and trust (PSU organizational competencies).
Management and strategic planning of academic and service programs.
Developing, managing and communicating a complex budget process.

selected. The starting date for this position will be July 1, 2010, or as soon as possible, depending
upon the availability of the selected individual.
