INTRODUCTION TO CAREER PATH MANUAL
Police Officers employed by this agency have deservedly established a strong reputation of
providing professional police services to this community. This is an indicator of quality officers
who naturally desire supervisory positions and to serve in specialty assignments.
The purpose of the career path packet is to identify all of the specialty positions that exist within
the department and provide a list of suggested training courses to all members interested in
pursuing those specialized positions.
It is the policy of the Maryland Heights Police Department to offer a variety of career
opportunities to sworn officers. Officers should be aware that some positions i.e. Academy
Instructor require a four-year degree. Positions as a supervisor will require either an Associate
degree or a four-year degree from an accredited college.
An officer may assume a supervisory position based on vacancies within the command structure
and compete for that position through the existing promotional process.
Appointment to a specialized position will be based in part on experience and training. Eligibility
for positions will also be determined in part by reviewing the applicant's evaluation performance,
as well as the suitability for the position being sought.
There may be a stipulation requiring a minimum of several years with the BFO before eligibility
consideration be given for certain positions. Officers interested in positions may be tested for the
specific job aptitude; i.e. accident reconstruction requires a specific degree of mathematical
comprehension. The position such as the School Resource Officer (SRO) requires the ability to
develop and relate well with high school students.

ACADEMY INSTRUCTOR
The position of instructor at the Greater St. Louis County and Municipal Police Academy is
available to officers of this department based upon the following criteria:


A four year degree from a certified college.
At least three years of practical police experience.
The actual process of selecting officers for this position is that of the supervisory staff of the St.
Louis County and Municipal Police Academy. The officer selected for this position will work
directly for the Academy director and supervisors and subject to all of the rules and regulations
of the Academy. This position is normally filled for a three year time period. The officer
assigned to the Academy will be trained in several different law enforcement disciplines as
deemed appropriate by the Academy supervisors.

ADMINISTRATIVE AIDE
The administrative aide works directly under the command of the Chief of Police. The
administrative aide must have training and an understanding of the state and federal grant
application process.
This position requires familiarity with at least the following computer programs: Microsoft Word
Microsoft Excel, Microsoft Access
The administrative aide is required to maintain and update the police department manual of
operation, he is also responsible for creating a monthly and a yearly crime analysis as well as a
monthly crime report.
This position will also require special research to be accomplished as well as other special
requests from the Chief of Police and other police administrators of the department.
The administrative aide will also be responsible for formulating all of the statistical information
necessary to complete the UCR forwarded yearly to the FBI for statistical purposes.

ARMORER
The armorer position requires the applicant to be proficient in the use of all of firearms unique to
this police agency. The armorer must be school qualified to repair the S&W models 5903 and the
6906. In addition the armorer must be well versed in the repair of the shotgun, and the
nomenclature of the AR -15 and other weapons in the arsenal.
The armorer position requires the expertise necessary to examine and certify a wide variety of
handguns as viable for use by off duty police officers.
The armorer position also requires assistance to be rendered to the range supervisor at the pistol
range. The armorer position requires knowledge and training in the area of stress shooting and
marksmanship instructions. The armorer will be an integral part of the shooting training
scenarios and serve as range safety range instructors.

BIKE PATROL OFFICER
The bike patrol officer must maintain an excellent standard of physical conditioning. The bike
patrol officer(s) are to be used at the discretion of the platoon supervisors as well as the Chief of
Police or his designee.
Bike patrol officers are to be used to enhance the police presence and to provide a professional
police service to all public contacts.
The manner and locations of their assignments will be dictated by the need for bicycles on site,
the particular kind of crime pattern discernible, and other factors that will vary from time to time.

CRIME SCENE TECH LEVEL 1
The position of Evidence Technician 1 will require some technical ability to operate camera
equipment as well as other electronic equipment available to process crime scenes. The position
of evidence technician also requires an understanding of the principals associated with criminal
investigations. Evidence technicians will be responsible for identifying, locating, preserving,
photographing, and the packaging of any and all evidentiary material associated with the
commission of a crime.
Evidence technicians must become proficient in the mechanical process of identifying liquid,
solid and minute pieces of matter that may be important in determining the person(s) responsible
for the commission of the crime. The ability to locate and remove latent fingerprints will be one
of the primary duties of the evidence technician.

DARE / PUBLIC RELATIONS & CRIME PREVENTION
Candidates for the position of Community Service/Dare Officer should possess the ability to
speak in the public to groups of various sizes. This position will also require good writing skills
and to be computer literate.
This position requires the ability to review and conduct statistical crime analysis is areas as
diverse as apartment complex and shopping areas, and to be able to make verbal presentations on
topics as diverse as personal safety issues as well as crime prevention techniques through
environmental design.
The candidate for this position should have a work history that indicates they are highly
motivated, self-initiated police officers who need little or a minimal amount of police
supervision, perform at a high rate of self-initiated police

DETECTIVE LIEUTENANT/CAPTAIN
The Detective/Lieutenant/Captain is the commander of the Bureau of Investigation. His duties
also include the supervision of both sworn and civilian personnel, reviewing cases and reports
handled by detectives, providing direction and feedback to detectives and coordinating and
directing major crime scenes. In addition, the Detective Lieutenant/Captain is responsible for
submitting budget proposals and purchasing, managing and allocating resources.

DETECTIVE
Detectives are plain-clothes police officers that conduct follow-up investigations on criminal
cases that have been assigned to them by a Bureau of Investigations supervisor. This
investigation may include the identification and arrest of suspects, the preparation of arrest and
search warrants, the recovery of stolen property, and the gathering of intelligence information. In
addition to investigating most felony crimes, detectives may also conduct vice and undercover
investigations such as prostitution, gambling, liquor and narcotics etc.

DRUG TASK FORCE DETECTIVE (MEG)
Candidates chosen for this position will be assigned to the St. Louis County Police Department
Drug Enforcement Unit. Involved drug detective will be under the direct supervision of St. Louis
County Police Department supervisors.
Candidates for this position should possess qualities unique to the detective position. Candidates
should have the ability to work an erratic work schedule; long hours that are subject to change on
short notice.

EVIDENCE MANAGER
The candidate for the position of evidence manager will be under the direct supervision of the
detective bureau commander. This position requires specialized training in a wide variety of
police subjects ranging from evidence management to crime scene analysis. This position
requires a strong background in criminal law and current statutory regulations that govern the
destruction of evidence.
The candidate should possess a strong background in computer technology; this position requires
the use of computers to reconstruct by scale various crime scenes and the tracking by computer
of every piece of evidence entered into the evidence system.
The evidence manager should complete level One (1) through level two (2) Crime Scene
Technician Training. This position will require at least six (6) years of experience in this
specialty.
The position requires a candidate who is self-motivated, one who will daily review all
evidentiary material and identify those special pieces of evidence that need to be forwarded to
the county or federal laboratory for additional testing.

The position of field training officer requires that the candidate have at least five (5) years of

JUVENILE OFFICER / DETECTIVE
The Juvenile Officer/Detective is a detective that specializes in the investigation of crimes
involving children, both as victims and perpetrators. These cases may include child sexual abuse,
physical abuse and neglect, runaway and missing children. In addition, this detective will
maintain records of juvenile offenders, maintain a liaison with the family court, schools and
other related agencies, and be a counselor/facilitator to juveniles and families.
The position of Juvenile Detective should receive all of the basic courses outlined in the
"Detective" job description.
In addition, this position requires the applicant to have a proven skill in the ability to interview
witnesses, victims and suspects.
This position will require the ability to offer appropriate counseling to abused children, develop
and maintain a rapport with the juvenile court system as well as all of the schools principals.
The specific job requires a wide range of skills as diverse as identifying and interviewing gang
members, giving presentations in a variety of subject matter associated with juvenile crime and
prevention.
This position will also require the applicant for this position to represent this department at
meetings several times a year with the judge of the juvenile division and identify problems
encountered and possible solutions.

LIEUTENANT/CAPTAIN
The position of police Lieutenant/Captain requires a variety of complex duties in the supervision
of the police department. Primarily this position is designed to supervise police officers in the
patrol division involved in all law enforcement activities.
The Lieutenant/Captain position requires immediate supervision over police sergeants and other
subordinate officers as well as civilian support staff. This position will require supervision in
criminal investigations, overseeing the collection of evidence, as well as ensuring that the paper
work and reports adhere to a very high standard.
This position also requires a strong understanding of all laws of the United States, the State of
Missouri and all ordinances of the City of Maryland Heights. The lieutenant/captain position
requires monitoring of all patrol activities in order to ensure that the performance of the
subordinates meets department standards.
Oversees and assists, as needed, in the city streets, parks, residential and commercial areas to
preserve the peace and enforce the law, control vehicular traffic or detect and investigate
misconduct. Coordinates and oversees the exchange of information with other law enforcement
agencies, recommend training and ways of improving police efficiency, recommends
improvement to existing police equipment.
This position requires the ability to communicate effectively both orally and in writing and the
ability to establish effective working relationships with subordinates, peers and supervisors.

MOBILE RESPONSE TEAM OFFICER (MRT)
This department fills three positions with the MRT. One uniform officer from each of the three
platoons is assigned to the MRT. Candidates for this position must be able to maintain a high
level of physical agility as well as the physical conditioning necessary to pass a very rigid
physical agility test.
Candidates chosen for this position must be able to respond to a request for MRT assistance in a
moment notice.
Proficiency in various firearms is a necessity; there is a strong training element associated with
this position often involving long and difficult fieldwork.

RANGE OFFICER/INSTRUCTOR
The range officer/instructor position requires the candidate to have a better than average ability
to shoot well a variety of handguns and long guns. The candidate for this position should have a
strong desire to participate in firearm training where innovative stress scenarios will be utilized.
The range officer/instructor will also be required to teach to members of the department newer
and improved shooting techniques with an array of weaponry and to improve the shooting
efficiency of officers of this department.

SCHOOL RESOURCE OFFICER (SRO)
The School Resource Officer (SRO) candidate should possess a variety of positive
characteristics. One of the most essential considerations for this position is the ability to
communicate on a level that is appropriate for young impressionable teenagers in high school.
The SRO position also requires the ability to teach several law enforcement courses, make other
classroom presentation, and assist with many extra curriculum activities.
This position will require the candidate on certain occasions to be available during the evening
hours in order to attend and monitor student activities during various athletic and social events.
A strong understanding of all current legislation concerning criminal acts on school property as
well as a better than average working knowledge of the. Juvenile Code is required.

To be eligible for the position of Sergeant a candidate must have at least an Associate Degree
from an accredited college. The candidate for this position will be responsible for supervising a
wide variety of police related function as diverse as traffic control, crime scene analysis, and the
preservation of crime scenes as well as conducting criminal investigations.
The Sergeant position requires a strong background in report writing and the ability to review
and correct police reports. The candidate should possess strong communication skills,

TRAFFIC SERGEANT
The traffic sergeant should possess all of the qualities noted in the description furnished for the
Sergeant position. In addition, the traffic sergeant should have a strong background in motor
vehicle crash investigations, the ability to conduct analysis of traffic accident sites in order to
determine contributing factors.
The traffic sergeant position also requires the ability to coordinate with other police agencies
traffic management abilities as well as a strong background in criminal investigation techniques
as the traffic unit has a second component, that being the suppression of crime within the city.

TRAFFIC UNIT / MOTORCYCLE/ACCIDENT INVESTIGATIONS /
RECONSTRUCTIONIST
Candidates for the position within the traffic unit should possess a basic skill level in
mathematics. Exposure to proper algebraic formulas will be needed in order to determine
minimum speeds at impact for investigative purposes.
Traffic officers will be required to investigate a myriad of traffic accidents including
pedestrian/motorcycle collision investigations, railroad crossing crashes. DWI enforcement using
field sobriety techniques will be used. Proficiency in the use of radar, laser timing devices as
well as the ability to successfully pass a basic forty- hour motorcycle course may also be
required.
