Senior Executive Committee Member, Deputy Vice Chancellor, Executive Director, Finance and Executive Director, Human Resources Executive Director, Human Resources Vice Chancellor Responsibilities of the Delegated Officer: Delegated Officer will approve: initial recruitment action, including method of recruitment; membership of the selection committee as per Recruitment Procedure final recommendation for appointment, the offer letter and the terms and conditions of appointment, ensuring all requirements for recruitment have been satisfied and any requirements for travel, removal and accommodation expenses for the new employee have been considered for academic staff and for general staff at Level 6 and above; replacement of a selection committee member, if the need arises at short notice and if practicable the course of action required if the selection committee cannot reach consensus, in conjunction with the Presiding Officer and HR Selection Committee User Guide Page 1 Presiding Officer Who is the Presiding Officer? The Presiding Officer is usually the person to whom the advertised position directly reports. Presiding Officer Responsibilities The Presiding Officer is responsible for: attending CSU’s Recruitment and Selection training; ensuring information pertaining to the position and selection criteria is current, ie duty statement/ position description; ensuring candidates’ needs have been considered, ie candidates are given every opportunity to learn about the position, the department and CSU, and selection is viewed as a mutual assessment process, ie candidate care; ensuring the selection committee is properly constituted; checking that any Panel Member does/does not have a conflict of interest with any applicant ensuring all Panel Members have an understanding of the position and requirements and expectations of the incumbent ensuring all Panel Members understand what is required of them as a Panel Member ensuring the HR Service Centre (hr@csu.edu.au) is notified of the candidates selected for interview after the shortlisting process so they can coordinate the interviews ensuring selection processes are merit- and evidence based and conducted in accordance with CSU principles, policies and procedures; completing the Recommendation for Appointment Form and returning it to HR; completing the Selection Committee Report and returning it to HR; the course of action required if the selection committee cannot reach consensus, in conjunction with the Delegated Officer and HR ensuring that reference checks have been completed; coordinating feedback to all internal candidates and to external candidates on request, following the shortlisting process and appointment process; and managing any complaints processes arising from a recruitment action, in consultation with the Division of Human Resources and the Delegated Officer. It is recommended the Presiding Officer utilise the Presiding Officer Responsibilities and Checklist, which provides greater detail of the above summary Selection Committee User Guide Page 2 All Selection Committee Member Responsibilities All members of a selection committee will ensure that: they have a sound knowledge of the conduct of selection committees; they have examined in detail the credentials of each applicant; they have disclosed to the Presiding Officer any personal relationships with any applicants or possible conflict of interest; that the person constituting the selection committee has sought gender representation and diversity of membership with sufficient expertise in the discipline area, and ensured that the committee consists of persons who are equal or senior in rank to that of the expected appointment; they have shortlisted, interviewed and recommended applicants for employment; they have ensured that selection has been based on merit, which is determined through an assessment of an applicant's qualifications, experience, standard of work performance and personal qualities relevant to the requirements for the position and relative to the credentials and attributes of other applicants; and they are bound by a confidentiality requirement, ie the deliberations of the selection committee and the views of its individual members are not to be disclosed to any person outside the recruitment process and must remain confidential. This principle applies to applications, referee names and reports or comments, shortlisting, interviews, discussions and deliberations.
