Box 6100 100 Veterans Highway Hauppauge, NY 11788 JOANNE MINIERI, DEPUTY COUNTY EXECUTIVE & COMMISSIONER STEVEN BELLONE, COUNTY EXECUTIVE 1 Fund 192 - Suffolk County 2015 Community Arts & Film Grant Guidelines PROGRAM DESCRIPTION The Suffolk County Community Arts & Film Grant supports community art organizations, including collectives, that embody artistic excellence and foster cultural participation in order to build vibrant communities, amplify the voice of underrepresented communities, and celebrate the diversity of Suffolk County. Grant funds are to be used for the execution and promotion of cultural arts programs open to the public. For purposes of this grant, cultural arts means any and all cultural disciplines, which include, but are not limited to: music, dance, drama, theatre programs, creative writing, literature, architecture, painting, sculpture, folk arts, photography, video and film, public media, history, museums; and the execution and promotion of other allied major cultural forms. Community Arts & Film Grant Program Goals 1. Promote affordable and accessible spectator and participatory arts experiences and cultural events for community members. 2. Increase opportunities for professional Suffolk County performing, visual, literary, and media artists to engage with the community. 3. Encourage presentations of minority artists and arts reflecting ethnic traditions. 4. Increase visitation to downtown locations for arts, heritage and cultural events. There are three (3) types of grants available: 1. Community ReGrant Program: Grant awards from $1,000-$4,999 2. Cultural Arts Competitive Grant Program: Grant awards of $5,000+ 3. Emerging Film Festival Grant Program: Grant awards available for film exhibition programs that provide opportunities for local, national, and international filmmakers, to screen their films and offer the opportunity to promote Suffolk County as a film-friendly region Eligibility Organizations and Collectives must… 1. Have the arts as the center of its mission. 2. Be in operation for at least one year. 3. Provide proof of 501(c)3 tax-exempt status OR secure a fiscal sponsor that meets the regulations of a 501(c)3 tax-exempt organization and meets eligibility requirements 1 and 2. 2 Fund 192 - Suffolk County 2015 Community Arts & Film Grant Guidelines Application Process Download the WORD DOCUMENT files: 2015 Community Arts Grant Guidelines; and 2015 Community Arts Application.doc from the website www.suffolkartsandfilm.com Complete the application and attachments and create one pdf file with all information. For Supplemental Work Samples that are not easily made into pdf format provide 4 copies with the application. Name the pdf file as follows: OrganizationName2015.pdf (Example: HAC2015.doc) Application Deadline: Applications and supplemental materials and work samples must be postmarked or hand-delivered by February 6, 2015. Box 6100 100 Veterans Highway Hauppauge, NY 11788 Attn: Grants Grant Scoring Criteria The following criteria, in correspondence with the application you will complete and submit, is utilized by the Arts Advisory Board to rate the grant submissions. A grant application may receive a total of 100 points; those 100 points are broken down as follows: 1. Program Quality (40) 2. Addresses funding program goals (30) 3. Demonstrated community support and community need (30) 3 Fund 192 - Suffolk County 2015 Community Arts & Film Grant Guidelines INELIGIBLE EXPENSES Expenses incurred or obligated prior to or after the grant period - January 1, 2015 through December 31, 2015. Capital construction or real property. Management and General Expenses (administration salaries, office, utilities, insurance, etc.). Outside Professional (legal, accounting, public relations, fundraiser). Arts programs of Social Service agencies where the programs are essentially recreational, rehabilitative, or therapeutic. Any interest, reductions, deficits, loans, fines, penalties or cost of litigation. Prize money, scholarships, awards, plaques, certificates, or contributions. Benefits and projects planned primarily for fundraising purposes. Entertainment and promotions including related expenses such as reception, food, beverages, flowers, and T-shirts. Projects or organizations whose primary purpose are not secular and programs where the primary effect of funding would be to support a religion. Arts programs of public school districts, libraries, or universities, or performing activities for/by students. Affiliates or components of such public institutions providing services not presently available and/or programs of broad community impact in Suffolk may be considered at the discretion of the Legislative Committee for Economic Development, Higher Education, and Energy. Projects that are restricted to private participation, including those programs which would restrict public access on the basis of race, gender, creed, national origin, age, disability or habitat. CONTRACTUAL REQUIREMENTS Successful applicants will enter into an agreement with one of the eight arts councils in Suffolk County that administer the community grant on behalf of Suffolk County. Credit must be given to Suffolk County in any printed material, programs, press releases, etc. for all funded programs as follows: 1) The statement “Public funding provided by Suffolk County”; and Logo. 2) A high resolution vector file CARLogo.eps can be found on www.suffolkartsandfilm.com Project Evaluation The Program Director or a member of the Citizen's Arts Advisory Board may do the evaluation. 4 Fund 192 - Suffolk County 2015 Community Arts & Film Grant Guidelines FINAL REPORT REQUIREMENTS An organization must submit a final report to their arts council administrator within 60 days after the funded program is completed. Expenses, programs, and services performed are reviewed to ascertain an organization’s compliance with the contract terms. Please note that if a final report is not filed within the allotted time the organization may not be eligible for future funding. Please include the following items in your final report: Invoices for expenses incurred and charged to the funded project. Cancelled Checks (copies) OR Bank Statement - proof that expenses were incurred as per agreement. A Narrative that includes: a. Results/Outcomes i. What difference did this grant make in your community or neighborhood and for the population you are serving? Please discuss evidence of effect (e.g., numbers served, demographic information, client satisfaction survey results, pre- and post-test results, community indicators, outcomes, etc.) ii.
