Meeting Summary

I.
Welcome and Introduction
David Plassman, Brad Long, Matt Calvillo, Frances Berman, Iesha Howard, Lydia Johnson, Lauri
Moore and Fred Hurt attended this day’s Self Evaluation Team meeting.
On August 6, 2008, the Fresno Family to Family Self Evaluation Task Force held its sixth meeting
of 2008. David Plassman, Task Force Co-Chair, opened the meeting.
The minutes from June 4th were reviewed and approved.
There was one action being tracked due by this meeting which was updating the Self Evaluation
Internet page which was accomplished.

II.
RDS (OHC Utilization Review)
Two places to focus on 1) Children who are in placement (placement need) and Foster Homes who
have placements or placement beds available (placement resource.) The report on the children
would include placement type, age, gender, ethnicity, language, special needs and siblings in
placement. Placement resources will need to be cleaned up due to duplicate listings of homes. A
preliminary list can be made available from which the focus for the clean up can be identified. For
the FFA's they can provide a list that we can compare to the system list and correct and update the
system as necessary. When both lists are relatively clean need can be compared to resources to
determine the focus for additional resource development as directed by the identified need.

Placement Type History

Disproportionality
The first three each have a section link that would then display the current and previous quarterly
reports. The referral and placement history and disproportionality charts add the most recent time
period and contains history so that any updates replaces the previous edition.
Lastly, links to outside web sites were identified that fit with the work of self evaluation:

Child Welfare Acronyms which lists acronyms, their translation and where possible the translation is
an actual link to a site related to that acronym. For example "SWERT" is Social Welfare Evaluation,
Research and Training Center (SWERT) and the SWERT site is the link.

Outcomes and Accountability Quarterly Data

The CWS Outcomes and Accountability Data Summary summarizes in two pages the CWS
Outcomes & Accountability data from the identified State (County specific) quarterly report. This
document provides numbers, rates, progress from the prior years and the rates for the state as a
whole. The quarterly documents are available starting from July 2007 to present (July 2008). At some
future date, in order to eliminate excessive visual impact, they will be grouped by years with only the
current year directly available and prior years available by a link to that year

The F2F Outcome Data Summary summarizes in four pages the Family to Family data for the
identified quarter around the Nine Family to Family Outcomes. Much of the data in this
document is a reorganized presentation of the CWS Outcomes & Accountability report with the
additions of Outcome 2 (Increasing the number and rate of children coming into foster care who are
placed in their own neighborhoods or communities) and Outcome 9 (Reducing any disparities
associated with race/ethnicity, gender or age in each of these outcomes.) The quarterly documents
are available starting from January 2008 to present (July 2008). Again, at some future date, in order
to eliminate excessive visual impact, they will be grouped by years with only the current year directly
available and prior years available by a link to that year.

Outcomes Quarterly Data Charts

The CWS Outcomes and Accountability Charts provide a longitudinal view (using the same
quarterly time frames) of the CWS Outcomes & Accountability data sets. The bottom right of each
page on this document identifies the CWS Outcomes & Accountability category and when
applicable the bottom left identifies the Family to Family outcome. The quarterly documents are
available starting from January 2008 to present (July 2008).
The data for a few of the charts were reviewed. In 2007 removals and removal rates increased.
Improvement was significant in the area of initial placement with relatives. There has been a steady
increase for siblings being placed together both with all siblings and all or some siblings together.
VII. Outcomes Disproportionality Data

Year by Year comparisons (using "stacked bars") of the representation of each ethnic group in the 1)
Population 2) Referrals alleging abuse or neglect 3) Substantiation of those allegations 4) Entry into
Foster Care for 8 days or more 5) In Care totals on July 1st are illustrated on the charts.
Using the same data as for the preceding "stacked bar" charts, but displaying it in line charts for
multiple years for each ethnic group, another document illustrates the progress for that group over
time.
While the rate of exit might be relatively similar for the children of each ethnic group, a third
document identifies disproportionality in the types of exits that different groups experience

VIII. Outcomes Court Specialist Database Challenges
There were some issues to be ironed out in the database developed to record the activity in ER
where decisions related to removal are made. There was some lack of clarity when it came to
identifying the hold status of a child. Some wording and options on the database will hopefully
remedy this problem. There also was not an option to select for a child who went to VFM as a
sibling of a child who had a hold (usually a positive tox hospital hold) so an option for that dynamic
was added.
