1) Overview of the support requirement
This document outlines the commitment of the NHS Leadership Academy, Local Delivery Partners and placement organisations dedicated to
learning and development in relation to the hosting of Scheme participants. This commitment, which all parties are asked to sign up to, will
help ensure that each participant has the best possible opportunities for a high quality learning experience with support during, and after, their
time on the Scheme. In turn, this will help the NHS Leadership Academy ensure it is providing the NHS with high quality leadership talent, both
now and in the future.
This document outlines the commitment an organisation must demonstrate in supporting and developing an NHS Graduate Management
Trainee and also the support offered by the NHS Leadership Academy.
In order to host a NHS Graduate Management Scheme trainee, organisations must demonstrate the following criteria:



An organisations commitment to leadership development; including previous placements hosted by the organisation, employment of
Alumni in the organisation, support of the Graduate Scheme and commitment to leadership development.
Identification of a Programme and Placement Manager and what contingency plans are in place if these individuals leave or change
role. It is important that these individuals support the recruitment process and a commitment to providing the trainee with an
orientation plan and job description.
A commitment to honor the timescales provided and to provide the trainee with all appropriate information when required.
Please note – any prospective Programme & Placement Managers identified in this document must attend the GMTS Manager training on 2nd
or 7th July 2015 for a trainee’s placement to be confirmed.
A trainee placement may be agreed in principle, however if the timescales and requirements are not met prior to commencement, the
placement may be cancelled.
Orientation – this is a 20 day introduction to the NHS as part of the induction organised by the first placement organisation. Further details will be issued if
your organisation secures a Graduate.
First placement – This placement is the host organisation to which a trainee is allocated for their first placement by the LDP (Local Delivery Partner). This
placement should have a focus on operational activities.
Flexi-Placement – this placement takes place in a non-NHS organisation, is organised by the trainee and approved by the LDP
Second/Final placement – it is recommended that this placement has a focus on strategic activities. This placement takes places in a second NHS
organisation. This placement should be split between management and strategic activities. Trainees express preferences for the location of this second
placement from a list of organisations ’accredited’ by the LDP. The final allocation of trainees is made by the LDP.

Insurance and Liability
The NHS Business Services Authority (NHSBSA) hosts the employment of all NHS Graduate Management
Trainees.
The NHS Litigation Authority provides and underwrites third party liability (employer’s liability) insurance to
the NHSBSA under the Liabilities to Third Parties Scheme (LTPS). LTPS provides comprehensive non clinical
negligence cover against third party claims.
As such the NHS Litigation Authority will bear the liability for claims made against the NHSBSA subject to set
excess levels.
Host organisations must ensure that Management Trainees attend their Trust Induction, and participate in
all mandatory training, such as Fire and Health & Safety training.
It is the responsibility of host organisations to ensure that all appropriate training is provided to the
Management Trainees to enable them to fully participate during Orientation and in their placement such as
Agenda for Change training for HR trainees or Excel Training for Finance Trainees. Trainees should not be
asked to get involved in activities if the necessary training has not been provided by the host organisation
and trainees should not rely on training they may have received in previous roles.
Some host organisations may wish to issue an Honorary Contract to their NHS Management Trainees. If this is
the case, it is requested that a copy of the Honorary Contract is uploaded onto GENI.

4) Programme Manager Role Profile
Outline
The Programme Manager has overarching responsibility for the support, training, learning and
development of a GMTS trainee for the duration of his/her 2/2.5 year training programme, and the
identification the very best Placement Managers within organisations, thus enabling an excellent
leadership development experience.
Key
Responsibilities

Overall responsibility for the trainee’s 2 / 2.5 year experience

With extensive networking across their locality, and in partnership with other Programme
Managers, the Programme Manager will prepare a quality orientation programme for
trainees. This will facilitate experiential learning about the cultures, values and challenges
within the NHS, across a broad range of staffing groups and specialisms.

Work within their organisation, and closely with the Local Delivery Partner and across the
locality to identify the very best Placement Managers who can offer robust placements, in
line with Scheme and trainee guidelines.

Work closely with each Placement Manager in keeping an overarching view of the
Performance Management process of the trainee, providing feedback as necessary.

Update the online performance management tool where necessary and, in the absence of
a Placement Manager, authorise trainee Leave Requests and Sickness forms.

Working with reference to Scheme framework and competencies to manage the quality
assurance of all placements undertaken by their trainee, monitoring the Placement
Manager performance within each organisation.

With reference to the national flexi placement guidance, support the trainee in identifying
and assist with developing a suitable flexi placement and signing off final proposal

Support the trainee to identify a suitable second placement, with reference to national
guidance and local leadership and steering group’s objectives. Work with the trainee to
agree learning and placement objectives.

Proactively seek local development opportunities for the trainee.

Act as main link between their organisation and regional leadership community and Local
Delivery Partner.

Work to ensure the trainee receives the best possible work and development experience
throughout the Scheme.

Using network of contacts and colleague, including the local Leadership Community
support the trainee to find an appropriate Mentor.

Work with trainee in scoping out potential employment opportunities post-scheme to
enable retention of talent in the NHS.

Keep up to date with national Scheme guidance and the local leadership community

5) Placement Manager Role Profile
Outline
As an expert in developing fast-track learners, the Placement Manager has the day to day management
responsibility for the trainee – the most crucial aspect of a successful placement. In partnership with
the Programme Manager, the Placement Manager will design, develop and coordinate the trainees
work experience and performance-manage the trainees against the Schemes Competence framework
and high standards to ensure challenging work objectives.
