DUAL ENROLLMENT AGREEMENT
State Fair Community College (SFCC) and (School District) have entered into an agreement
whereby high school juniors and seniors may enroll in post-secondary courses offered by the
college, receive both high school and college credit, and be counted in attendance at the high
school for state aid in accordance with provisions of SB 740.
The following conditions will apply:
1.
Courses considered eligible for dual enrollment credit will be determined by the
individual school district considering its curricular offerings. The Missouri Department
of Elementary and Secondary Education interprets “post secondary” courses to mean
advanced academic and vocational courses not available in the high school, the content of
which is clearly at the collegiate level.
Students may enroll in a maximum of six (6) college credit hours per semester (Fall or
Spring) at SFCC, excluding developmental courses and those for which necessary
prerequisites have not been met. Enrollment in more than six (6) credit hours will require
special approval of the high school counselor and a SFCC counselor.

All credits earned will apply to the appropriate degree at SFCC and transfer to other
public colleges and universities in the state of Missouri according to the guidelines
established by the Coordinating Board for Higher Education and applicable to the
receiving institution’s transfer policy.
3.
Grades, GPA, and credit earned will be transcripted by SFCC. At the end of a semester,
a copy of the student’s transcript will be sent to the high school counselor. Students will
receive a grade report in the mail.
A general guide to equating college semester credit hours to the high school standard is to
recognize one unit of high school credit for a 5.0 semester hour college course, one-half
unit of high school credit for a 3.0 semester hour college course, and one-quarter unit of
high school credit for a 2.0 semester hour college course.

Grading standards of SFCC for college-level classes will apply to dual enrollment
students. Separate standards of progress have been established for these students.
Students must maintain a minimum of a “C” average in their college-credit courses. If
any grade falls below a “C”, the student may be required to repeat the course as a
condition of dual enrollment the following semester.

Students attending dual credit classes on the campus of State Fair Community College
are responsible for having weekly attendance reports signed by college instructors. The
student will submit the completed report to the high school counselor.

6.
Dually enrolled high school students are not eligible to receive any forms of state or
federal financial aid (e.g., Pell Grant, Student Loans).
7.
Regular fees for a SFCC course are applicable when a student enrolls on an individual
basis. The fees could be paid by the student or the school district, depending upon the
school district’s policy.
8.
Program Structure and Administration
1) Only classes approved for dual credit by the appropriate department are eligible to be
delivered.
2) Classes will use the course syllabus and textbook used by on-campus classes.
3) Comparable standards of evaluation to on-campus classes will be used. Examples of
evaluation include:
a) Final exam furnished by department.
b) Final exam reviewed and approved by department.
c) All students enrolled in class whether for college credits or not must meet completion
requirements.
d) Students must adhere to college specified dates for registration and withdrawal.
e) Dual credit instructors must provide for time outside of class for student access.
f) Students in dual credit classes must have access to library resources.
g) Tuition, fees and book prices will be identical to regular college classes.
9. Faculty Qualifications and Support
a) Faculty teaching transfer credit courses or general education shall have a master’s
degree with 18 graduate hours of study in field they are teaching or in some instances,
a professional development plan that leads to these qualifications.
b) Approval by the department and Vice President of Educational Services (CAO).
c) Faculty shall meet with the Department Chair or Lead Instructor from appropriate
department.
d) New dual credit instructors will receive orientation provided by SFCC.
e) Dual credit instructors will participate in student evaluation of instruction.
10. Students eligible for dual enrollment must meet the following criteria established by SFCC:
a) Be a high school junior or senior and rank in the upper 50 percent of their class, or
have a “B” grade the first semester of their area school program.
b) Be recommended for dual enrollment by the high school counselor or principal. The
written recommendation and a copy of the student’s transcript will be sent to SFCC.
c) Take the ACT test and have scores on file at SFCC for enrollment in English and
Math courses.
11. Additional interpretations of provisions of SB 740 as received from the Departments of
Elementary and Secondary Education and Higher Education will be applicable and may
necessitate revisions of the conditions of this agreement.
