Eastwood Elementary School Title IA: School Level Parent Involvement Policy 1. Eastwood Elementary School will take the following actions to involve parents in the joint development of its parental involvement plan: Include parent representation from the onset of the development through membership on Eastwood’s Site Council. Include parent input by soliciting feedback from parents on the Title I planning committee. Take the parent involvement policy draft to Eastwood’s PTA for input. Share the parent involvement policy draft with all Eastwood’s parents by sending it home at the beginning of the school year, along with an informal survey. 2. Eastwood Elementary School will take the following actions to involve parents in the process of school review and improvement: 3. Parents will be involved in reviewing and updating Title I Targeted Assistance program plans Parents will be involved in the development of School Improvement plans At the fall Title I and ESL curriculum nights, new Title I/ESL staff will actively recruit parents to serve as members of Eastwood’s Site Council and PTA. Parents will be selected to represent the demographics of the school. Provide assistance and training to parents to prepare them for meaningful participation Eastwood Elementary School will provide the following necessary coordination, technical assistance, and other support to assist in planning and implementing effective parental involvement activities to improve student academic achievement and school performance: A classified staff member will be paid to facilitate Parental Involvement activities under the direction of the new Title I teacher. Pay reasonable and necessary expenses associated with parental involvement activities, including transportation and child care costs, to enable parents to participate in school-related meetings and training sessions Adopt a model for approaches to improve parent involvement at the school level Allocate resources to parent involvement activities, beyond minimum requirements 4. Eastwood Elementary School will coordinate and integrate effective parental involvement strategies and program. Programs offered at this school include Campfire, Safe Schools Healthy Student Grant, BLAST, HIPPY (Home Instruction Program for Preschool Youngsters). Coordinate written materials to parents regarding these programs. Flyers will be placed in the schools’ Parent Resource Center. February 2007 Coordinate or share parent involvement activities. Activities will be included in the Principals’ monthly newsletter and flyers sent home to students. 5. Eastwood Elementary School will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of the quality of the school’s/district’s educational program. Eastwood Elementary will use the findings of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement policies. In the fall use an informal evaluation tool to assess parent and student needs pertaining to literacy. The informal evaluation will be conducted by Title I staff, with support from the Principal Parent input will be considered in program evaluation and revision. Parents will evaluate the content and effectiveness of the parent involvement policy as members of the Site Plan team and Site Council during spring, 2007. In the spring a formal evaluation tool will be sent to parents to determine the effectiveness of Eastwood’s Title I program Input from spring evaluation will be used to in writing of the Title I Site Plan for the following school year and design more effective strategies for parental involvement based on the results obtained by the evaluation. 6. Eastwood Elementary School will build the school’s, district’s and parent’s capacity for strong parental involvement. This will ensure effective involvement of parents and support a partnership among the school, parents, and the community to improve student academic achievement, through the following activities described below: The school/district will provide assistance to parents in understanding topics such as: ● ● ● ● Oregon’s academic content standards and student achievement standards Oregon and local academic assessments, including alternate assessments The requirements of applicable federal Title programs How to monitor their child’s progress, and how to work with educators The activities to assist parents are described below: Eastwood’s administrator and staff will communicate with parents by providing information in the fall regarding teacher availability, contact information, classroom helper sign ups and newsletters in English and Spanish. Eastwood will borrow the translation system from the Office of Hispanic Outreach to provide translation at all events. Bilingual staff is available on a daily basis to assist parents and ensure ongoing communication. 7. Eastwood Elementary School will provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training, and using technology, as appropriate, to foster parental involvement, by: February 2007 Title I staff will provide two parent activities during the school year that will engage parents and help them learn to work with their children to improve their children’s reading. Title I staff will provide on-going communication to parents regarding their children’s reading needs and offer resources for the parents to use to help their children at home Title I staff will provide phone calls and Title I progress reports in English and Spanish to engage and inform parents of their student’s progress.. The Reading Coach and the Title I staff will work in collaboration with classroom teachers to provide resource materials to send home for parents to assist their children. 8. Eastwood Elementary School and Hillsboro School District Title I Staff will, with the assistance of its parents, educate its teachers, pupil services personnel, principals and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools, by: Parents will attend District sponsored staff development training designed to equip parent leaders using the training model provided for Hillsboro’s School District’s Migrant PAC (Parent Advisory Committee). Parents who attend the District sponsored staff development training will have resources they will need to engage other parents in making decisions about training for teachers to ensure desired student outcomes based on performance results. 9. Eastwood Elementary School to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with Head Start, Home Instruction Programs for Preschool Youngsters, and public preschool and other programs, and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children, by: Coordinating written materials to parents regarding these programs Coordinate or sharing parent involvement activities. Establish a parent resource center at Eastwood Elementary near the front office. 10. Eastwood Elementary School will take the following actions to ensure that information related to the school and parent- programs, meetings, and other activities, is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand: Translated printed materials Written materials in understandable language Parent involvement bulletin boards located where parents pick up their children To maximize parental involvement and participation in their children’s education, arrange school meetings at a variety of times, or conducting in-home conferences between teachers or other educators, who work directly with participating children, with parents who are unable to attend those conferences at school. Teachers will do follow up phone calls to reschedule meetings. February 2007 Use translation equipment to provide translation during an event. ADOPTION OF THE PARENTAL INVOLVEMENT POLICY This Parental Involvement Policy has been developed jointly with, and agreed on by parents of children of Eastwood Elementary School. Parents of children participating in Title IA and/or Title IC and/or Title III were included in the development of this policy, as evidenced by the three meetings conducted during the spring 2006 and listed in Eastwood’s Title I plan. Further meetings were held in August and September 2006 to complete work on this policy with new staff members and parent leaders. This policy was adopted by the Eastwood Elementary School on 12/15/06 and is to be in effect for the period of December 2006-June 2007. The school will distribute this policy to all parents no later than February 9, 2007. Eastwood became a Title I School beginning in September 2006.
