Illinois Emergency Medical Services for Children
Program Update – April 2007

Pediatric Facility Recognition Task Force
Two hospitals have been newly recognized at the Pediatric Critical Care Center (PCCC) level.
Children’s Medical Center at Rockford Health System – a recognition ceremony was held at their
facility on 2/27/2007. St. John’s Hospital, Springfield - received recent recognition at the PCCC
level and is pending scheduling of a recognition ceremony.

Regions 2 & 8 will undergo renewal in 2007. Region 2 hospitals submitted their renewal applications in February
and site surveys have been scheduled in May/June. A Region 8 application/renewal process educational
session was held on March 26th at LaGrange Memorial Hospital. Their applications are due in July, with site
surveys planned in November/December.

Since 2004, the pediatric facility recognition site surveys have included a review of the hospital/emergency
department disaster manual to assess for pediatric components. Several areas of need are consistently seen
during surveys: addressing the special needs of children during decontamination procedures; developing an
identification process and holding area for unaccompanied children; developing a plan to reunite children with
their parents/designated caretakers; incorporating infants/young children into disaster drills; identifying
capabilities to address children with chronic conditions or special healthcare needs during a disaster.

CE Tracker – EMSC has developed a Windows-based application to assist hospitals in tracking credentials and
continuing education for physicians, nurses and mid-level practitioners. In March, this CD-ROM and an
instructional booklet will be mailed out to the CQI Liaisons of hospitals participating in the pediatric facility
recognition program and to all trauma coordinators.
EMSC Prehospital Committee

EMSC Pediatric Prehospital protocols originally developed in 1997 are undergoing revision by the EMSC
Prehospital Committee. Once final drafts of these protocols are completed, they are then undergoing a review by
the State EMS Protocols Committee. Protocols are in an algorithm format and when completed, can be used to
meet the required pediatric SMOs outlined in Section 515.Appendix D, Illinois Adm Code. Each protocol will
address ALS, ILS, BLS and Emergency Medical Responder levels. SEE ATTACHED TABLE OF CONTENTS
FOR A STATUS REPORT ON THE COMMITTEE PROGRESS.
ITTF Pediatric Bioterrorism Workgroup

IMERT is currently seeking volunteers for the IMERT Pediatric Specialty Team. Position descriptions for the
team and application information can be accessed on the IMERT website at www.imert.org.

Disaster Preparedness Exercises Addressing the Pediatric Population - This document addresses the need to
include pediatric patients in disaster drills/table top exercises and provides resources. Hard copies were mailed
out statewide in January 2007 and it is available on the EMSC website at www.luhs.org/emsc.
 Ciprofloxacin and Doxycycline Parent/Caregiver Instructional brochures/video - These materials will walk
parents thru the steps to crush adult tablets and properly dose their children in the event that mass antibiotic
prophylaxis is needed. The brochures are finalized and undergoing review by IDPH administration. The video is
nearing production completion by IDPH Training and Development office.
 DRAFT Children with Special Healthcare Needs reference guide - A one-page reference guide developed by
New York EMSC is being revised for Illinois use/distribution.
 DRAFT Emergency Preparedness Planning Guide for Child Care Centers is under development to assist day
care centers with emergency/disaster preparedness and will contain templates and other resources.
 Copies of the Pediatric Disaster Preparedness Guidelines booklet are still available. This booklet outlines the
specific needs of children in disasters as well as strategies and a checklist for addressing those needs. Contact
EMSC office for copies or download at http://www.luhs.org/depts/emsc/peddisasterguide.pdf.
Data Initiatives
 Twelve data fact sheets utilizing the IDOT Crash database have been developed by the EMSC program and
provide information/statistics related to motor vehicle incidents. They are available on the EMSC and IDOT
websites at www.luhs.org/depts/emsc/crash_info.htm and www.dot.state.il.us/trafficsafety/quickfacts.html
 The 2006 Annual EMSC Report & Profile of EMS Regions provides pediatric information and statistics related to
hospitalizations, illness and injury within each region and statewide. Available on the EMSC website.
 The EMS Reporting System is a web-based system with data elements from five statewide databases supporting
injury, illness, hospitalization trending. Access the system at http://app.idph.state.il.us/emsrpt
