TITLE Enhanced DECD Improvement and Accountability framework (eDIAf) Standards Procedure 2. PURPOSE Standards form a basis of the eDIAf improvement cycle and provide the direction and focus for improvement. Staff are required to establish and implement improvement priorities and targets to achieve the standards and review performance against the standards as part of the annual self review process. Transparency and community confidence in DECD sites and services is achieved through regular processes to report on performance and growth. 3. SCOPE The eDIAf standards are described in the areas of: • learner achievement and growth as well as engagement and wellbeing • quality staff and leadership practices • client satisfaction and partnership engagement, and • the quality of services and practices including curriculum and site management. Standards are identified at sufficiently challenging levels to promote excellence, whilst at the same time recognising that each individual and context has a differing starting point. PROCEDURE DETAIL 5.1 Determination of standards The determinations of standards will be under the four domains of the eDIAf: Learn, Lead, Connect and Improve. Development of these standards will be undertaken as follows. Review of performance against the standards is undertaken by staff as part of annual self review processes in schools and preschools. ROLES AND RESPONSIBILITIES Party / Parties Roles and responsibilities Executive Director, Preschool and School Improvement The Executive Director, Preschool and School Improvement is responsible for: • the maintenance and review of this policy and associated procedures • working with DECD Units to identify and provide standards in the 4 eDIAf Domains. Director, Review Improvement and Accountability The Director, Review Improvement and Accountability is responsible for the management and publication of educational standards and resources to support site leaders implement the eDIAf Education Director The Education Director ensures that performance is reviewed against the standards as part of the self review process of all sites in their partnership each year The DECD Review Officers are responsible for including review against standards in their review processes. Site leaders are responsible for developing site priorities and targets in relation to the standards review of performance against the standards as part of annual self review processes reporting performance in relation to standards in the Annual Report DECD Review Officers Site Leaders 7. MONITORING, EVALUATION AND REVIEW The Standards within the eDIAf will be reviewed and updated by the individual DECD Units responsible for their development and copies provided to the Director, Review Improvement and Accountability to distribute to sites and services. It is suggested that annual processes to evaluate and review the effectiveness and adequacy of standards are undertaken by DECD Units. 8. (DECD, DES, 2013) Educational achievement standards Standards of achievement are stated expectations designed to establish and ensure quality learning entitlement and progress. (DECD, DES, 2013) Educational provision standards Standards of provision are stated expectations designed to establish and ensure evidence of quality service provision. (DECD, DES, 2013) Related Terminology Achievement Standards (Australian Curriculum) (F – 10) achievement standards describe what students are typically able to understand and able to do … and the ability to apply essential knowledge expected of students. (ACARA, 2012: 22) The senior secondary achievement standards … are … written as five levels of achievement. (ACARA, 2012: 24) Performance Standards (SACE) Performance standards refer to descriptions of attainment of students in each subject. They describe five levels of achievement that are reported with the grades A to E at the student’s completion of study of a subject (SACE, 2013: 15,17) Performance Indicators Performance indicators refer to examples of attainment towards achieving a standard at particular developmental levels. (Watt, n.d:48) Performance Measures A performance measure is a number or quantity that describes performance derived from an assessment tool, agreed indicator or data set. (DECD, QIEU, 2012) Pre-school Progress Indicators Pre-school progress indicators are broad descriptions of behaviours typical of children within the three to six age range. When identified through teacher observation they can be used to determine a child’s knowledge, skills, attitudes and dispositions.
