CONSULTANT IN PAEDIATRIC DENTISTRY (10 PA Substantive)
1. Outline of the post
This 10PA Consultant post offers an opportunity for the appointee to join the established
team of Consultants and Specialists leading the comprehensive Paediatric Dental Service
within NHS Lothian. In the early stages of development, this integrated service provides an
exciting, and unique opportunity for the provision of a child-centred approach to the delivery
of care across the primary, secondary and tertiary dental services in line with NHS
Scotland’s Core Values. The post is based at the Edinburgh Dental Institute with sessions
in the Royal Hospital for Sick Children and/or Public Dental Service clinics as agreed at job
planning.
The appointee will be involved in the further development of a comprehensive service for the
management of dental anxiety in Children and Adolescents. There is also the opportunity to
be involved in the Multidisciplinary Hypodontia Team.
Please note that the post holder may be required to work across NHS Lothian with the
potential of a monthly commitment to the Multidisciplinary Orthodontic/Paediatric Dental
Clinic in Fife.

NHS Lothian
NHS Lothian is an integrated NHS Board in Scotland providing primary, community, mental
health and hospital services. Mr Tim Davidson is Chief Executive and Dr David
Farquharson is Medical Director.
The NHS Board determines strategy, allocates resources and provides governance across
the health system. Secondary care services are delivered by Lothian University Hospitals
Division. The majority of Edinburgh based mental health services are delivered by Royal
Edinburgh Hospital and Associated Services (REAS) a division of City of Edinburgh
Community Health (and Social Care) Partnership. Other CH(C)Ps include West Lothian,
East Lothian and Midlothian, and a Public Health Directorate.
NHS Lothian serves a population of 850,000.
2.1
University Hospitals Services
The University Hospitals Division provides a full range of secondary and tertiary clinical
services to the populations of Edinburgh, Midlothian, East Lothian and West Lothian. The
Division is one of the major teaching centres in the United Kingdom.

The Princess Alexandra Eye Pavilion
The Royal Infirmary (RIE) is a major teaching hospital on a green field site in the South
East of the city of Edinburgh built in 2003. It comprises 25 wards, 869 beds, and 24
operating theatres, and is equipped with modern theatre and critical care equipment and
monitoring. Within the main building is a dedicated, multidisciplinary, 5 theatre day surgery
complex. The hospital provides for most specialities and is the centre for:












Hepato-biliary and Transplant medicine and surgery

There is a Combined Assessment Unit which takes unselected GP or direct emergency
referals, and from A&E. CAU includes the Department of Liaison Psychiatry and the Scottish
Poisons Bureau and Treatment Centre. There are full supporting Laboratory and Diagnostic
Radiology Services (including CT, MR, Ultrasound and NM and PET scanning will be
available in 2008). There is a full range of lecture theatres, a library and AV facilities. The
RIE holds the South East Scotland Comprehensive Care Haemophilia Centre.
The Western General Hospital (WGH) has 600 beds and 5 operating theatres and is
equipped with modern theatre and critical care equipment and monitoring. The Anne
Ferguson building was completed in 2001. The hospital provides for most specialties and is
the centre for:

There is an Acute Receiving Unit, which accepts GP referrals and 999 ambulance medical
cases on a zoned basis within the city, and a nurse led Minor Injuries Unit. There is no
trauma unit at this hospital. There are full supporting Laboratory and Diagnostic Radiology
Services (including CT, MR, Ultrasound and NM).There is a full range of lecture theatres, a
library and AV facilities.

St John’s Hospital (SJH) opened in 1989 and is located in the centre of Livingston, a new
town about 30 minutes drive from Edinburgh. the hospital provides for most common
specialities but does not have emergency general surgery or orthopaedic trauma operating.
The hospital has a paediatric ward and is the centre for:
 General Medicine with specialists in Cardiology, Diabetes & Endocrinology,
Gastroenterology, Respiratory Medicine and Care of the Elderly

Since 2005 general surgery and orthopaedics have been reconfigured in NHS Lothian with
SJH being developed as a major elective centre for the region. Lothian’s ENT service was
relocated to SJH to create an integrated head and neck unit with OMFS and Plastic Surgery.
Recent developments at SJH include a new endoscopy suite, an Intensive Psychiatric Care
Unit, a digital mammography unit, an oncology (cancer care) day centre, a satellite renal
dialysis unit and a £2.75m reprovision of A&E. There are full supporting Laboratory and
Diagnostic Radiology Services (including CT, Ultrasound and NM).
The hospital has been accredited full teaching hospital status by the University of
Edinburgh. There is a full range of lecture theatres, a library and AV facilities.
The Royal Hospital for Sick Children (RHSC) is a 141 bedded hospital providing general
and specialist services for children. The hospital is situated in a residential area close to the
centre of Edinburgh and is approximately 3 miles from the site of the New Royal Infirmary
and the co-located University of Edinburgh Medical School and 3 miles from the Western
General Hospital. The RHSC is a 151-bedded Hospital, and is the main paediatric teaching
hospital for the South-East of Scotland providing general and specialised services on a
local, regional and national basis. It acts as the local paediatric referral centre for the
children of Edinburgh and surrounding areas, and as a tertiary referral centre for intensive
care patients; gastroenterology, hepatology & nutrition; respiratory medicine; cardiology;
nephrology; neurology; oncology; haematology; neonatal surgery; plastic surgery;
orthopaedic surgery; urological surgery and aspects of general surgery.
Hospital accommodation encompasses five theatres, a critical care unit comprising a 6/8
bedded Paediatric Intensive Care Unit, 4/6 bedded High Dependency Unit and a 3 bedded
Neonatal Intensive Care Unit. There is an excellent library facility and a modern lecture
theatre with a full range of audio-visual equipment.
All services are supported by comprehensive radiology, neurophysiology, laboratory and
therapy services. The local radiology department provides on site Magnetic Resonance
Imaging, CT Scanning, nuclear scanning and ultrasound. On site laboratories provide
biochemistry, haematology, pathology and neuropathology services.
The Dental Unit in RHSC was refurbished in 2003 and houses two dental chairs in addition
to facilities for taking intra-oral radiographs and providing treatment under inhalation
sedation. The Dental Office is situated across the corridor from the Unit. In addition to outpatient dental clinics and in-patient oral health support, three-four weekly theatre lists

operate for the provision of comprehensive paediatric dental care under general
anaesthesia. Secretarial support is provided.
Plans are well underway to relocate the RHSC to a purpose-built site next to the Royal
Infirmary of Edinburgh. In this state-of-the-art building, the Dental Department will house
four dental surgeries and will be fully equipped to deliver all modalities of sedation.
2.2 Community Healthcare Partnerships

population of Edinburgh, Midlothian, East Lothian and West Lothian.

The four CH(C)Ps are coterminous with Edinburgh, Midlothian, East Lothian and West
Lothian Councils bringing together those responsible for planning, managing and providing
community-based health services for the population of Edinburgh and the Lothians.
There are 7,500 members of staff. In addition, there are approximately 1,000 independent
contractors in General Medical and Dental Practice, as well as pharmacists and opticians. A
population of 850,000 people is served across the health board area. The range of services
includes comprehensive mental health, learning disabilities, care of the elderly, medical
rehabilitation, district nursing and health visiting, family planning, well woman, breast
screening, comprehensive dental care and those provided by Professions Allied to
Medicine, such as physiotherapy. Specialist services provided include brain injury
rehabilitation, bio-engineering and prosthetics, drugs and alcohol misuse and harm
reduction, AIDS/HIV, Children and Family Psychiatric Services and the dental specialities.
2.3
Royal Edinburgh Hospital and Associated Services
The Royal Edinburgh Hospital and Associated Services provides a range of mental health
services to the population of Lothian and other Boards within Scotland.
The Royal Edinburgh Hospital is located on the south side of the City of Edinburgh. It
comprises some 20 wards, 420 beds, day hospitals and outpatient facilities. The hospital

There are an additional 46 bed and 1 day hospitals for Psychiatry of Old Age in the north of
the city at the Royal Victoria Hospital.
The hospital is currently housed in a mix of accommodation ranging from 19th century to
present. There is a major project now in place to take forward a reprovisioning programme in
line with the strategic vision with the “Delivery for Mental Health” Scottish Executive 2006.
2.4
Department of Public Health Medicine
The aim is to improve the health of the people of Lothian in collaboration with many other
partners. Using our range of knowledge, experience and networking capability, our
distinctive contributions are:
 the promotion of specific measures to monitor and improve health;
 the collation and interpretation of health related information.
The following objectives have been agreed as the basis for the Department’s work plans:
1. To monitor the health status and health needs of people in Lothian;
1. To promote improvements in the health of Lothian people directly, and by providing
information and advice to the public on health matters;
2. To assist Lothian NHS Board to fulfil its statutory obligations;
3. To contribute to strategic changes within the NHS in Lothian by providing information
on clinical effectiveness;
4. To facilitate improvements in health and health care services directly, and through
‘managed clinical networks’ and wider alliances;
5. To contribute on a 24 hour basis to the control and prevention of communicable
diseases and environmental hazards;
6. To maintain commitments to teaching, training, professional development, audit and
research.
7. To enable efficient management of the Department. There are at present four
groups in the Directorate. These are; Healthy Communities, Healthcare; Health
Protection and Health Information.

The academic disciplines within Medicine are largely concentrated in the two teaching
hospital campuses in Edinburgh, the New Royal Infirmary at Little France and the Western
General Hospital. Both have extensive new infrastructure with major new research institutes
and state of the art research facilities on clinical sites. Edinburgh hosts a number of
prestigious MRC and BHF Research Centres. The approach is interdisciplinary, with basic
and clinical researchers working together at the laboratory bench and in our clinical research
facilities to address major themes in basic, clinical and translational medicine.
In RAE 2008, the College was placed first of 28 submissions in the UK, in Hospital-Based
Clinical Subjects. Of all those submitted at the international level, 80% of the submission
were judged world-leading (4-star, 40%) or internationally excellent (3-star, 40%) levels.
The College was placed fourth in Agriculture, Veterinary and Food Science, but was the
first-placed veterinary school (by 4*) and delivered the largest volume of 4* research in the

The School of Clinical Sciences and Community Health (Head, Professor Hilary
Critchley) has an international reputation in clinical- and community-based research through
the combination of basic, clinical and translational science and epidemiological studies, and
as a part of the College of Medicine and Veterinary Medicine, offers unparalleled
opportunities for groundbreaking interdisciplinary research in the bio-medical sciences.
The School comprises five interdisciplinary Research Centres: the University of
Edinburgh/BHF Centre for Cardiovascular Sciences, the MRC Centre for Inflammation
Research, the MRC Centre for Regenerative Medicine, the Centre for Population Health
Sciences, the MRC Centre for Reproductive Health; plus a Division of Health Sciences
incorporating seven clinical specialties and the Edinburgh Dental Institute.
Clinical Sciences and Community Health employs around 600 members of academic and

and research. The School is a major contributor to the undergraduate MBChB curriculum

4.
The Edinburgh Dental Institute
The Dental Institute opened in November 1997. Located in excellent premises on the
second, third and fourth floors of the Lauriston Building, Lauriston Place, its central location
within Edinburgh is readily accessible by train, bus and car, being 15 minutes walk from
Princes Street and ten minutes walk from RHSC.
It provides all aspects of specialist dental treatment in an environment of postgraduate
education and research for NHS Lothian and the University. Within NHS Lothian, it is sited
in the West Lothian Community Health and Care Partnership.
Within the University, the Institute is part of the College of Medicine and Veterinary Medicine
of the University of Edinburgh. Postgraduate programmes at masters level are currently
available in Orthodontics, Paediatric Dentistry, Prosthodontics and Oral Surgery, alongside
an innovative MSc in Dental Primary Care (by distance learning). An MSc in Dental
Implantology will be available from October 2015. In addition, the Institute offers
opportunities for research and education for all members of the Dental Team and there are
unrivalled opportunities for development of the clinical service, research and teaching
across a wide range of areas and interests.
Working in partnership with NHS Education for Scotland (NES), the Institute provides
Longitudinal Dental Foundation Training and Continuing Professional Development for all
members of the dental team in South East Scotland through the Edinburgh Dental
Education Centre (EDEC) which is also located in the Lauriston Building.
The Institute hosts a Dental Care Professionals School which provides training for Dental
Therapists (as a 4-year BSc Hons in Oral Health Science through the University of
Edinburgh), Clinical Dental Technicians, Dental Nurses and Orthodontic Nurses and
Orthodontic Therapists.
The Institute has excellent, modern facilities including:
 58 fully equipped open-plan treatment cubicles and enclosed surgeries with facilities for
both inhalation and IV sedation in some.
 An in-house Dental Laboratory, which provides all technical work necessary for
specialist patient care.

The clinical areas are based on the 2nd and 3rd floors of the Lauriston Building.

phantom heads across two teaching rooms that can become 1 large teaching room. Recent
audio visual upgrade has provided users with the latest microscopic and camera functions at
individual work-stations.
There are hospitality areas on both the 2nd and 4th floors of the Institute as well as study
areas for both Postgraduate (PhD and Masters) and Undergraduate students.

Accommodation
Centrally located on the third floor of the Lauriston Building, the Department has 14 openplan chairs and 3 closed surgeries. Administrative accommodation is within an open plan
office area on the fourth floor where secretarial and administrative support is also provided.
Clinical Services
The Department of Paediatric Dentistry is one of the major clinical groups in the Institute. It
provides a consultant-led secondary care service for the population of Edinburgh, the
Lothians, Borders and parts of Fife. Referrals are received from local dental and medical
practitioners, the Public Dental Service as well as tertiary referrals from other hospital
specialities in both dentistry and medicine. The Department has close working relationships
with the Departments of Oral Surgery and Oral Medicine, Orthodontics and Restorative
Dentistry: inter-disciplinary work within the Institute has a high priority.
There are links with the Oral and Maxillofacial Surgery service based at St. John’s Hospital,
Livingston whilst one current member of the Paediatric Consultant staff provides an adviceonly outreach service at the Royal Victoria Hospital, Kirkcaldy.
The Department has a total of approximately 10,000 patient attendances annually within
which are about 3,000 new patient referrals each year. A major responsibility of the
Consultant staff is the provision of advice for referring general dental practitioners, as well
as treatment for all children requiring Specialist Services. The post holder will be
encouraged to develop their particular interests within the broad area of Paediatric Dentistry.
6.
Details of the Post
Excellent clinical skills are required as well as a commitment to teaching and research.
The appointee to this Consultant post will carry responsibility for developing a
comprehensive service for the management of dental anxiety in Children and Adolescents
and will also be involved in the Multidisciplinary Hypodontia Team. Involvement in the full
activities of the Department is expected including teaching and training of junior hospital
staff and postgraduate dental students. The Institute is recognised across the United
Kingdom for its teaching and training in Paediatric Dentistry.

It is essential that the appointee:
 is on the Specialist List in Paediatric Dentistry, held by the UK General Dental Council
 has successfully completed a period of 2-years post CCST training in a recognised
training post or equivalent and/or is an existing consultant within the NHS in the UK
There is an effective clinical network involving the primary care dental and medical services,
and secondary and tertiary providers. Over the past 15 years, the service has undergone
significant redesign. There has been an increase in inter-disciplinary dental working and an
model of integrated training between DCP students and dental trainees has been introduced
to enhance team working. The Department is embarking on a further period of significant
change to develop integration with the Children’s services in the Public Dental Service. This
is an exciting development with the aim of providing one robust Paediatric Dental service
across both providers, thus facilitating patient care and enhancing training opportunities.
Please note this is an Exposure Prone post and satisfactory pre-employment health
screening is essential.

The post-holder will be expected to undertake research. The individual will be able to
contribute to the existing research activity at RHSC and develop his/her own areas of
interest. In addition, the Paediatric Dentistry Department is active in research within the
Institute.
Some of the research is undertaken by postgraduates as part of their Masters Degree
studies. The post holder will be expected to initiate and supervise research contributing to
the development of high quality research programmes.
Teaching
The Department has a strong teaching commitment to Specialty Registrars in Paediatric
Dentistry, postgraduates studying for the 2-year full-time Masters in Clinical Dentistry
Degree in Paediatric Dentistry of the University of Edinburgh, other postgraduate students,
Senior House Officers, Longitudinal Dental Foundation Trainees and Dental Care
Professionals. The Department contributes extensively to Continuing Professional
Development for dentists and all members of the dental team through Section 63 and other
courses. The Institute is the home of the CPD and Vocational Training activities of NES
through the Edinburgh Dental Education Centre.
The post holder will contribute to teaching of staff and students, will be expected to the
experience, personal engagement and enthusiasm for teaching and training. Previous
experience formal postgraduate teaching is therefore important. The possession of a taught
clinical Masters degree would be advantageous
In addition, the postholder will also be expected to participate in issues relating to clinical
effectiveness, share in the administrative tasks in the Department and Institute as a whole,
and provide consultant cover as required.
