SOUTHBROOK TOUCH MODULE PLAYING RULES - SENIOR & JUNIOR GRADES AS SET AT SPECIAL GENERAL MEETING 27th AUGUST 2015 1.0 GENERAL 1.1 The New Zealand Touch Association playing rules (8th edition) will apply and the TNZ Judicial Procedures. 1.2 No players may be added, or changes made to the registration forms after the last game before the Christmas break unless a letter is written to the committee and this registration will be at the committees discretion. 1.3 All persons not involved in the game must stay clear of the field of play, and in games where the field is closed off, must stay behind the barrier. 1.4 Team officials may issue verbal instructions to on field players from the areas of the substitution box; however, if they leave the area of the substitution box, they can only observe the game and must remain mute. 2.0 GAME RULES 2.1 Wednesday nights each game will consist of two periods of twenty (20) minutes with an immediate turnaround at half time and no break. 2.2 Friday nights each game will consist of two periods of twenty (20) minutes with an immediate turnaround at half time and no break. 2.3 Junior touch each game will consist of two periods of fifteen (15) minutes with an immediate turnaround at half time and no break. 2.4 A horn will indicate the start, the end of the first half, and full time for each round. 2.5 Senior teams may register a maximum of fourteen (14) players. 2.6 Junior teams may register a maximum of twelve (12) players. 3.0 SUBSCRIPTIONS 3.1 If full discounted amount of subs is not paid by the due date then the full amount is to be paid, regardless of part payment. This includes fundraising. 3.2 Late payment will result in the team being asked to leave the competition at the discretion of the committee. 4.0 DEFAULT GAMES 4.1 Wednesday Nights: 4.1.1. If a Wednesday team defaults before 9am the Thursday prior to playing they will receive sportsmanship points only. 4.1.2. If default before 5pm on night of play lose all points. 4.1.3. If default on night and do not play lose all points. 4.1.4. If default on night and play retain sportsmanship points only. 4.2 Friday Nights: 4.2.1. If Friday team defaults before 9am Monday prior to playing they will receive sportsmanship points. 4.2.2. If default before 5pm on night of play lose all points. 4.2.3. If default on night and do not play lose all points. 4.2.4. If default on night and play retain sportsmanship points only. 4.3 Junior Competition: 4.3.1. If Junior team default before 9am the Thursday prior to playing they will receive sportsmanship points 4.3.2. If default before 5pm on night of play lose all points. 4.3.3. If default on night and do not play lose all points. 4.3.4. If default on night and play retain uniform points only. 4.4. If a team defaults, bye points will be allocated to the team scheduled to be their opposition, according to the posted draw. 5.0 BYE GAMES 5.1 In the instance of uneven draws, bye games will be allocated to teams on a rotational basis (for points associated with Bye Games see 6.1 & 6.2) 6.0 POINTS 6.1 Game points will be allocated as follows for Senior Grades; Win Draw Loss Forfeit or default Uniform Sportsmanship/Conduct Game night referee supplied Bye 10 points 5 points 0 points (see 6.5) see 4.1 and 4.2 5 points maximum (see 6.6) 10 points maximum (see 6.7) 10 points Full points 6.2 Game points will be allocated as follows for Junior Grades; Win Draw Loss Forfeit or default Uniform Sportsmanship/Conduct Bye 10 points 5 points 0 points (see 6.5) see 4.3 5 points maximum (see 6.6) 10 points maximum (see 6.7) Full points 6.3 Draws will count in the qualifying round robins. Extra time as set out in rule 4.8 will be used in the semi finals and finals only. 6.4 If a team plays an unregistered player, they lose all points for that night. If the player also plays for another team, the other team loses all points for that night. (Note: see rule (9.2) for loss of points for non compliance with referee). 6.5 A losing team will still receive Uniform, Sportsmanship/Conduct & Game night referee supplied points (25 points maximum for Senior, 15 points maximum for Junior). 6.6 Uniform points will be deducted for each noncompliant player (see 8.0 Uniform). Once all five (5) available points are deducted, no further points will deducted from the combined points total. 6.7 Sportsmanship/Conduct points will be deducted at the sole discretion of the match referee(s) (see 10.0 Disciplinary Procedures). 7.0 ELIGIBILITY 7.1 If player’s age and/or eligibility is challenged, the onus is on the player to produce proof of such. The minimum proof required is photo identification or a copy of a birth certificate. Senior players must be no younger than 12 years of age as at the 30th September 2015. 7.2 The penalty for a team playing unregistered or ineligible players is forfeiture of all points scored in the games in which the offence took place. The non-offending team will be awarded the game 5-0, or retain the points scored, whichever is the greater. 7.3 No player can play for more than one team on any one competition night. In cases of non-compliance, the player will be considered ineligible for the team they are not registered with. Penalties for playing ineligible players will be applied to both teams. (Note: see points (6.4) for “If a player also plays for another team…”). 8.0 UNIFORM All team members must wear the same uniform and the shirts must be clearly numbered prior to the third week of competition. The penalty for non-compliance is forfeiture of two (2) uniform points for t-shirts and one (1) uniform point for shorts per person, per game, in which the dress standards are not complied with. 8.1 T Shirts: 8.1.1 Must be numbered from 1-20 inclusive only (i.e. no 69, 88, etc, symbols or characters). Exceptions to this rule are at the sole discretion of the committee. 8.1.2 T Shirts – all same colour, number 16cm on the back of shirt. 8.1.3 Junior team members must wear the same shirts. Numbered shirts or bibs are compulsory. 8.2 Footwear: 8.2.1 Shoes must be worn – no metal sprigs or tips. 8.2.2 Socks must be worn – can be any colour. 8.3 Shorts: 8.3.1 Above the knee, no cargo shorts, no zips, pockets etc. 8.3.2 Each pair of shorts must be 90% of allocated team colour (Note: rules pertaining to shorts in relation to uniform points do not apply for all Junior Grades). 8.4 General: 8.4.1 8.4.2 8.4.3 8.4.4 No jewellery or body piercing to be worn No sunglasses Short nails. Uniform points start 4th playing week. Note: If you do not comply with the above rules in particular footwear, please note you may not be able to apply for ACC should any injury occur. 9.0 REFEREES 9.1 Each team must supply a referee to be eligible to compete. The referee can either be a nominated member of your own team, or a willing nominated member from another team, or a non-playing person. Senior referees will be expected to referee a game alternate to the one that their team is playing. Junior Referees will be expected to referee their own game and therefore cannot be a playing member of the team. 9.2 If a nominated referee (or replacement referee) does not show up to referee the team will lose their referee points (10) that night. If a nominated referee (or replacement) does not turn up to referee on two consecutive weeks in a row the team loses both referee points (10) and sportsmanship points (10) and any week thereafter. The above applies without notification. 10.0 DISCIPLINARY PROCEDURES 10.1 If a player is dismissed for the remainder of the game (sent off), the referee must provide the Module Co-ordinator with a Match Disciplinary Report, as soon as practical on the playing night. A two week stand down applies. The matter will be taken to judiciary if there is a protest to the two week stand down. The team will automatically lose all points, for that competition night. Same rule applies for Junior Touch but total possible points deduction is ten (10). 10.2 If a player is sin binned during a match the team will automatically lose all ten (10) sportsmanship points for that game. The same rule applies for Junior Touch, ten (10) sportsmanship points. 10.3 If a player is told by the referee to make a compulsory sub it is at the referees’ discretion as to how many sportsmanship points are deducted. One (1) being the minimum and ten (10) being the maximum. 10.4 Protests must be submitted on the night of the competition of the game or notice of finding of the Judicial Committee. 11. FINALS 11.1 If at the end of round robin play two or more teams have equal points, the following will apply; 11.1.1 For Single Round Robin: If at the end of the qualifying round two or more teams have equal points, the team who has won the most games from the whole round robin will be placed ahead. If still undecided, the team who beat the other will be placed ahead. If still undecided, the difference between the points scored for and those against will be collated and the team with the highest points differential will be placed ahead. If still undecided the points scored for will be divided by the points scored against and the team with the highest points differential will be placed ahead. 11.1.2. For Double Round Robin: If at the end of the qualifying round two or more teams have equal points, the team who has won the most games will be placed ahead. If still undecided, the team who beat the other twice, or beat and drew with the other will be placed ahead. If still undecided the difference between the points scored for and those against when the two teams met will be collated and the team with the highest points differential will be placed ahead. If still undecided all games played will be taken into consideration to obtain a points differential. If still undecided the points scored for in all games will be divided by the points scored against and the team with highest points differential will be placed ahead. 11.1.3. In both Single and Double Round Robin Competitions: In all situations if the result is still a draw after each team has been applied a toss of the coin will decide. THESE RULES ARE FINAL. ANY RULE SET OUT ABOVE WILL BE SUBJECT TO RULES AND REGULATIONS AS SET OUT BY THE “CANTERBURY TOUCH ASSOCIATION” AND “NEW ZEALAND TOUCH”, AS STATED IN RULE ONE (1).
