SAFEGUARDING PUPILS POLICY
Manor School recognises its responsibility for Child Protection.
The school’s policy applies to all staff, governors and volunteers working in
school and focuses on 5 main elements;
1. Staff recruitment and selection – ensuring that all staff, volunteers etc, who
have access to children, have been appropriately checked for their
suitability through the DBS procedures and Safer Recruitment Policy.
2. Raising awareness of child protection issues and equipping children with
the skills needed to keep them safe.
3. Developing and implementing procedures for identifying and reporting
cases, or suspected cases, of abuse.
4. Supporting pupils who have been abused in accordance with his/her child
protection plan.
5. Establishing a safe and nurturing environment free from discrimination or
bullying where children can learn and develop happily.
We recognise that because of the day-to-day contact with children, school
staff are ideally placed to observe the outward signs of abuse and staff in
school will therefore:
1. Be alert to any signs of abuse.
2. Report any inappropriate behaviour / activities to the Headteacher or
Inclusion Teacher.
3. Establish and maintain an environment where children feel secure,
encouraged to talk and are listened to. (Procedures for dealing with
disclosures are attached).
4. Ensure that children know that they can approach any of the adults in
school if they are worried and they will receive a consistent supportive
response.
5. Include opportunities in the PSHE curriculum for children to develop the
skills they need to recognise and stay safe from abuse.

Such signs of abuse may be
1. Physical abuse – bruising, lacerations or burns
2. Physical neglect – inadequate clothing, poor growth or hunger
3. Emotional abuse - excessive dependence or attention seeking
4. Sexual abuse – physical signs or substantial behaviour change including
extremely outgoing behaviour or withdrawal
Staff in Manor School will follow the Oxfordshire Area Child Protection
Committee Procedures in all cases of abuse, or suspected abuse and have
regard to the statutory obligations placed on us by Section 175 of the 2002
Education Act. We will therefore:
1. Ensure that we have a designated teacher for child protection and inform
the designated Child Protection Officer in Oxfordshire County Council
when this changes; contact Barry Armstrong 01865 815956.
2. In Manor School the designated teachers are Mr John Hawkins and Mrs
Diane Lee. In the absence of Mr Hawkins or Mrs Lee, staff will report
concerns to a member of the Senior Leadership Team (SLT). SLT will
contact Mr Hawkins, Mrs Lee or Barry Armstrong.
3. Ensure that the designated teacher receives appropriate training (every 2
years) and that this training is disseminated to all others in the school
(every 3 years).
4. Ensure that the governors of Manor School are aware of their
responsibility to safeguard the welfare of pupils in the school, using The
Safeguarding Briefing OSCB training power point.
5. Ensure that every member of staff, (including volunteers and governors)
knows who the designated teacher is and what the responsibilities are
using The Safeguarding Briefing OSCB training power point.
6. Ensure that all staff and volunteers understand their responsibilities in
being alert to, and acting appropriately in, cases of abuse or suspected
abuse using The Safeguarding Briefing OSCB training power point.
7. Ensure that parents understand the school’s responsibilities in relation to
child protection by setting out these obligations on the school website.
8. Inform the duty social worker at the MASH Team 0845 050 7666.
if a pupil, who is subject to child protection plan, has unexplained absence
of more than 2 days.

9. Establish and maintain links with relevant agencies and co-operate as
required with enquiries of a child protection nature.
10. Ensure that where possible appropriate staff attend case conferences on
children in our school.
11. Keep accurate written records of concerns on children even where referral
is not appropriate immediately.
12. Ensure that all child protection records are kept secure and confidential
and separate from the main pupil file in locked locations.
13. Ensure that all staff/volunteers are selected and recruited by going through
appropriate checks. Under 18s are not subject to DBS checking but
should have a risk assessment made either by the outside company or
organisation that provides them or by the school.
14. Ensure that all staff, governors and volunteers understand that there is a
procedure to be followed in dealing with child protection allegations made
against teaching and non-teaching staff. This procedure must be followed
on all occasions. All staff should be made aware of this process.
15. Follow the County guidance on reporting and tracking lost pupils.
16. Ensure that this policy on Child Protection is reviewed annually and is in
line with Oxfordshire’s Area Child Protection Committee policy.
17. Ensure that staff are aware of their professional responsibilities to share
information with other professional agencies. If a child confides in a
member of staff he/she must tell them sensitively that this is so.
18. Ensure safe recruitment practices are always followed (Separate policy
available).
Ian Barnes is the named governor for Safeguarding.
His role is to:
1. Ensure that the governing body puts in place suitable safeguarding
policy & procedures.
2. Encourage other members of the governing body to develop their
understanding of safeguarding responsibilities and assist the school to
perform its statutory duties.
3. Ensure that the governing body remedy any weaknesses or
deficiencies in the school safeguarding practices which are brought to
their attention.
4. Meet regularly (at least termly) with the Child Protection Liaison
Teacher to monitor the effectiveness of the school safeguarding
policies.

We recognise that children who are abused, or witness violence, may find it
difficult to develop a sense of self worth. They may feel helplessness,
humiliation and some sense of blame. The school may be the only stable,
secure and predictable element in the lives of children at risk. When at
school, their behaviour may be challenging and defiant or they may be
withdrawn.
The school will endeavour to support the pupil through:
1. Recognising the contribution the school can make to helping children
keep safe through the teaching of self protection skills and the
encouragement of responsible attitudes to adult life through the PSHE
curriculum.
2. The school ethos, which promotes a positive, supportive and secure
environment and gives pupils a sense of being valued.
3. The School Behaviour Policy, which is aimed at supporting vulnerable
pupils in the school. The school will ensure that the pupil knows that
some behaviour is unacceptable but they are valued and not to be
blamed for any abuse which has occurred.
4. Liaison with other agencies that support the pupil such as Social and
Health Care, Education Social Work Service and Educational
Psychology Service.
5. Ensuring that, when a pupil on the Child Protection Register leaves,
their information is transferred to the new school immediately and that
the child’s social worker is informed.
It is noted that the provisions of Section 175 of the Education Act, place a
general duty on Manor School to provide for the welfare of children in our care
and, as such, staff will adhere to other related school policies, i.e. Behaviour
Policy, Bullying Policy, Restraint Policy, SEN Policy.
