Secretary Personnel, Government of Rajasthan - (1972to 1980) Experience I belonged to the Rajasthan Cadre of the Indian Administrative Service (1969 Batch) and have spent roughly half my service career of 37 years in the service of the State Government and half with the Government of India. My post retirement assignments have been equally divided between a quasi judicial body (CAT) and an autonomous statutory body(NCBC). Roughly half my work experience, both pre and post retirement, relates to handling quasi judicial work and working with rules and regulations relating to service matters, including disciplinary proceedings against Government officials. This experience has helped me develop insights into equity and fair play as well as an understanding of disciplinary and legal issues. The other half of my experience relates to positive discrimination and protection of rights of disadvantaged and weaker sections, whether on account of caste, physical disabilities, gender or poverty, whether rural or urban. This has been valuable in terms of giving an insight into the importance of inclusiveness and access in the context of institutional growth initiatives. Was responsible for formulation of the JNNURM, the major program for Urban renewal and linkages with poverty alleviation. I have had in addition, postings in the Planning department of Rajasthan and in the Culture Ministry in Delhi which helped me gain a better insight into the relationship between society and development. 2 My service career has enabled me to interact with people from all sections of society and all the organs of State—Legislature, Judiciary and Executive. INTERNATIONAL EXPERIENCE a) Member of the delegation to the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) held at New York, in January, 2000. c) Member of the delegation to the ESCAP -High Level Intergovernmental Meeting to review the regional implementation of the Beijing Platform for Action, held at Bangkok during October, 1999. d) Member of delegation to the International Labour Conference held at Geneva in 1998 and 1999 The subject of the Conference was Child labour. e) Member of delegation to Canada on Tax Reforms in August, 1994. f) Represented India as a delegate to the International Labour Conference held at Geneva, in June, 1985.
