In July, there is no meeting scheduled. Public notice of these meetings will be placed in the Burlington County Times and The Central Record. SPECIAL NOTE TO HALF DAY KINDERGARTEN PARENTS: For your planning purposes please note During the 2013-2014 school year, PM Kindergarten will attend the AM session on November 27, 2013, March 14, 2014, June 18, 2014 and June 19, 2014. AM Kindergarten will attend PM Kindergarten sessions on all delayed opening days. Please note that November 4 & 6, 2013 and March 11 -13, 2014 are Parent/Teacher conference days and will be regular sessions for AM and PM Kindergarteners. FOR SAFETY AND SUPERVISION REASONS, CHILDREN SHOULD NOT ARRIVE AT SCHOOL BEFORE 7:45 A.M. SNOW CLOSINGS When Evesham Township School District is closed due to inclement weather, our school closing number (657) will be broadcast over the radio station KYW (1060AM). Parents are asked to please listen for our number and not call the school. Local TV channels, as well as cable channel 19 (Lenape Regional cable channel) also posts our district’s closing due to inclement weather. Finally, the School Messenger system will be used to notify those families who have signed up for this service. If you have not done so already, we encourage families to sign up for this service by using the form sent home on the first day of school for Kindergarteners and new students. If, for some reason, a parent is confused as to whether or not the school will be open, that parent should call one of his/her child’s room parents. Room parents will NOT call the home of each child if school is canceled before our regular starting time. EMERGENCY CLOSING An “emergency closing” is defined as any school closing that occurs after school has begun, and the students are going to be sent home early. If there is an emergency closing, room parents will try to call every parent. NO child will be sent home unless a parent has been contacted. Parents will also be notified through the School Messenger system. However, it is still recommended that children be given instructions by their parents as to what they should do if they arrive home and find that no one is there. In many instances, children should be instructed to go to a neighbor’s house and wait, but, of course, this is a parental decision. THE NUMBER FOR SNOW IS: 2 HOUR DELAYED OPENING Two hour delayed openings have been scheduled throughout the school district’s calendar this year. Please make special notes of the dates. In addition to these scheduled delayed openings, the district may decide to open two hours late due to inclement weather conditions. Announcements will be made on the usual radio and TV stations under the district’s code number – 657 and on channel 19 when the delay is due to weather. Families will be notified through the School Messenger system as well. If there is a two hour delayed opening of school, Jaggard students in grades 1 – 5, Mrs. DeCotiis, Mrs. Giroux’s and Ms. Chew-Acchione’s classes will start at 10:06 a.m. and end at the regular time of 2:30 p.m. Bus students will be picked up at the regular bus stop 2 hours later than the usual time. Lunch will be served though students are encouraged to bring a bag lunch. All after-school clubs will be cancelled on delayed opening days ONLY if the delay is due to inclement weather. ECC will open at 9:00 a.m. and close at 6:00 p.m. AM kindergarten students will attend the PM session (11:54 – 2:30) Busing will be provided. AM kindergarten students should report to their bus stop at the time they are normally being dropped off to return home on a regularly scheduled AM kindergarten day. For example, if your child arrives home at 11:00 a.m. each day, he/she will be picked up at 11:00 on a 2 hour delayed opening. PM kindergarten students should report to their bus stops at their regularly scheduled pick up time. DRIVING STUDENTS TO AND FROM SCHOOL In the event that you find it necessary to drive your child to and/or from school, the following procedures must be followed. In the morning, students are to be dropped off, by driving through the parking lot, at the side door entrance. Students may be dropped off in the circle only after all the buses have left (after 8:05). In the afternoon, parents are required to park on Wescott Road (outside of yellow lines) where their children will meet them. Cars are NOT to enter the circular driveway THIS IS RESERVED FOR BUSES. A serious safety hazard exists when both cars and buses are in the circle. SPECIAL WALKER DISMISSAL As indicated by Board Policy #8601, Pupil Supervision After School Dismissal, any parent(s) or legal guardian(s) of a pupil attending a district-operated school or program in grades kindergarten through 5th, where the pupil is not eligible for district-provided transportation or is eligible and elects not to use district-provided transportation after dismissal may request the school or program not release the pupil to walk home after dismissal unless the pupil is released to the parent(s) or legal guardian(s) or escort(s) designated by the parent(s) or legal guardian(s). All parent(s) or legal guardian(s) must submit a completed Special School Dismissal Procedure Request Form to the Principal or designee. These forms will be found with student assignment letters distributed in August and should be returned on the first day of school. WALKERS Parents are requested to please remind students to practice proper safety procedures while walking to and from school. Walkers are NOT permitted to go home with a bus student. ***IMPORTANT*** All walkers, whether they are walking home or walking to an awaiting car, MUST cross Wescott Road at the Crossing Guard. Students should not be walking or running between parked cars. DISCIPLINARY POLICY AND PROCEDURE Students are expected to conduct themselves as responsible individuals on the way to and from school, during school hours and in all activities and programs supervised by the school, including field trips, after-school clubs and ECC. Most students willingly cooperate with adults and exhibit maturity and self-control commensurate with their chronological development. Occasionally, students violate classroom or school regulations. When this occurs the teacher has the right, responsibility and authority to discipline the child. When a teacher has utilized all reasonable measures at his/her command without achieving the desired result regarding the child’s behavior, a referral to Mrs. Screnci, School Principal, may become necessary. Students in possession of weapons, drugs, dangerous instruments and/or making threatening remarks to another student or a staff member will be disciplined as per district policies and student code of conduct. Cell phones are not permitted for use during school hours, including ECC hours of operation. Cell phones must be turned off and left in book bags while the student is in the school building. If a student fails to comply with these rules, his/her cell phone will be kept in the office unt il after school hours. Parents must retrieve the phone from the school principal. In regard to student expectations for behavior and appropriate consequences, please refer to the Student Code of Conduct Manual that will be sent home during the month of September. ATTENDANCE/REPORTING ABSENCE Students are expected to attend school daily. New Jersey State Law recognizes the following as a legal excuse for absences: student illness, serious family illness or death, a recognized religious holiday, student required attendance in court, necessary and unavoidable medical or dental appointments, and educational opportunities. The following rules for student attendance are in effect: 1. When a student is absent, a parent must call the school before the start of the school day to notify them of the absence. This procedure alerts the school and parents if a student is missing. Students who are missing will result in the parents being called, an emergency number being called, the district attendance officer being called and/or notification of the police. 2. When a student returns to school after an absence, he/she must bring to his/her teacher a statement written by his/her parent or guardian giving the date(s) of the absence and the reason for his/her absence. A physician’s certificate shall be required when the absence exceeds five (5) consecutive days or for a communicable disease. 3. Absences due to family vacations should be kept to a minimum. Missing days during the school year is very disruptive to the educational process. Students will be permitted to make up the missed assignments upon their return to school. However, it is not to be expected that work will be provided by the teacher prior to the vacation. 4. As per mandated law, the school district will respond to unexcused absences in the following manner: a. For up to four (4) cumulative unexcused absences, the district shall attempt to notify the parent/guardian and investigate the cause of each absence. An action plan will be developed if there is a pattern of unexcused absences. b. For cumulative unexcused absences between five (5) and nine (9), the district shall attempt to notify the parent/guardian and investigate the cause of each absence. The action plan will be reviewed and modified as needed. c. For cumulative unexcused absences of ten (10) or more, a mandatory referral will be made to the court program as required by the NJ Administrative Office of the Court. 5. Excessive absences from school will lead to the following steps: a. b. c. d. A letter will be sent to the parent/guardian after fifteen (15) cumulative days. An action plan will be developed as needed to address patterns of excessive absences. The district attendance office shall make a visit to the home of the student after twenty (20) cumulative days. The district attendance officer will send a twenty (20) day district notice to the parent/guardian. VISITORS FOR THE WELFARE OF ALL STUDENTS, VISITORS AND PARENTS ARE REQUIRED TO FIRST REPORT TO THE SCHOOL OFFICE. VISITORS MUST SIGN IN AND OBTAIN A VISITOR’S PASS. SAFETY & SECURITY PROCEDURES We ask your cooperation with procedures that relate to the safety and security of students and staff. During the school day please use the main entrance to Jaggard School. If you have lunch money, musical instruments, books, etc., for your child or are volunteering for an activity or fundraiser, pleaser report to the office. DO NOT go to your child’s classroom. Also, parents are asked not to walk their children to the classroom in the morning. In the afternoon, parents are not permitted into the school until after 2:30. DRILLS With security as a major focus throughout the nation and in schools, we want our staff and students to be prepared to take the necessary precautions in the event of any type of emergency. In addition to one fire drill each month, we will conduct one of the following drills: lockdown, AED, bomb scare, shelter in place and “long” fire drills (evacuating a distance from the school). Sometime during the year, we will also have 2 bus evacuation drills for all bus students. EARLY PERSONAL DISMISSAL If you intend to pick up your child on a particular day or days, please send a note to the classroom teacher. You must report to the office and sign your child out. Any adult other than a parent will be asked for identification. A note or phone call regarding any change in your child’s dismissal routine is appreciated. CALL IN PROGRAM On days children are absent from school, parents are required to call the school, 988-0679, before 8:00 a.m. An answering machine will take your call. You can call the night before. Simply state your child's name, grade and teacher. If the school has not received any kind of notification concerning an absent child, every effort will be made to contact the parent at home or at work. If necessary, emergency phone numbers as per the "Emergency Card" will be utilized. If the school is unable to contact anyone regarding a child’s absence, the district’s Attendance Officer will go to the home. REMEMBER -call the school anytime before 8:00 a.m. if your child is going to be absent. ADMISSION AFTER SCHOOL HOURS Students and parents will not be admitted to the school to retrieve forgotten books, supplies or homework assignments after dismissal. ECC students will not be permitted to return to their classes to get these items as well. This policy is in place for security reasons and to promote responsible student behavior. Teachers will give students the opportunity to “forget” materials one time during the school year without penalty. The missed work may be made up the following evening at home. EVESHAM CHILD CARE PROGRAM (ECC) Those parents who are interested in a Board of Education sponsored "before and/or after school program" for their children should contact Evesham Child Care at 988-0686. Jaggard Hours: 7:00 – 8:00 a.m. and 2:30 – 6:00 p.m. Changes cannot be made to an ECC schedule without a dated, written note from the parent. This note should be given by the student to his/her classroom teacher who will forward it to ECC. Telephone calls from a parent requesting a change go directly to the ECC office, not the Jaggard office. You may also access ECC online. FIRST AID AND MEDICATION Diagnosis or treatment beyond first aid is not the responsibility of the school. Any questionable injury about the head, mouth, teeth, and neck will be reported to the parent. In such a case, it is advisable to take your child to your family physician. If Mrs. Mathew, Jaggard’s School Nurse, feels that a child should be sent home, it is the parent's responsibility to see that the child is transported home or to another pre-arranged location. Mrs. Mathew should be notified of any medication being taken by a child attending school, particularly those that might cause a change in behavior. The school staff may not provide students with aspirin or any type of medication. Our medication policy continues to encourage parents to administer all medications at home. However, it is recognized that children with chronic illnesses, specific disabilities and special needs may require medication during the school day and we would like to meet those needs in a professional manner. If it is necessary for a child to take medication, both prescription and nonprescription (over the counter) during the school day, the following procedures must be followed: 1. The parent must bring in a doctor’s certificate stating a) diagnosis/purpose, b) name of medicine, c) dosage, d) time to be given, and e) date of prescription. 2. The parent (not the child) must bring the medicine to the school nurse. 3. The medication must be in the original drugstore container with the label in tact. It is preferred that at least a two (2) week supply be brought in at one time. 4. The parent must give written permission for the child to receive the medication while in school. There are special medication forms available in Mrs. Mathew’s office. This policy is consistent with the standards and practices of nursing and policy of our school district. It is also a safety precaution for the well being of your child. No medication may be taken in school except as outlined above. If you suspect your child is ill, please keep him/her home. Some symptoms of illness are: fever, headache, sore throat, excessive coughing and sneezing, yellowish/greenish nasal discharge, vomiting, diarrhea, or any other sign indicative of illness that can be transmitted to others. Students should remain at home until they are fever free for at least 24 hours and their symptoms subside. If your physician prescribes your child an antibiotic, your child may return to school after he/she has taken the medicine for 24 hours and is medically cleared to return to school. Please remember to notify the school office if you are keeping your child home. *If you have any medical situations and/or concerns, please call Mrs. Mathew. PHYSICALS All children in kindergarten, and new admissions in all other grades, should have a physical conducted by their family physician. Physical forms are available in the main office or in Mrs. Mathew’s office. SCOLIOSIS SCREENING Each year a scoliosis screening is conducted for all 10 year old pupils, as required by New Jersey State law. Scoliosis is a condition of the spine in which the spine may curve to the left or right. It is most commonly found during the period of rapid growth and may progress if not treated. The purpose of the screening is to recognize scoliosis in its earliest stages. If you do not want your child to be screened for scoliosis, you must request this in writing to Mrs. Mathew. If your child has already been diagnosed with scoliosis by your family physician, please notify Mrs. Mathew. ADDITIONAL SCREENINGS All children will have an annual growth survey (height and weight), vision and hearing tests. Any deviations from normal will be reported to parents. IMMUNIZATIONS In an effort to curtail the spread of Hepatitis B, the New Jersey Department of Health has revised its immunization requirements for students. All children will be required to have, and provide a physician’s certificate for, the Hepatitis B vaccine series. Please be advised that the Hepatitis B vaccine is a series of 2 or 3 injections given over a period of six (6) months. Also, all children will be required to provide documentation of receiving two doses of measles vaccine, given after the first birthday. The New Jersey Department of Health also mandates that as of September 1, 2003, every child born on or after January 1, 1998 is required to have one dose of Varicella (chickenpox) vaccine given after the first birthday and provide a physicians certificate for the same. This applies to students entering school in kindergarten or first grade. All students entering a New Jersey school from another state or country will also have to meet these requirements. Students who have not completed these requirements will be admitted to school on a provisional status only with documentation of at least one dose of measles vaccine and one dose of Hepatitis B vaccine. YOU NEED TO CHECK WITH YOUR DOCTOR IMMEDIATELY to determine your child’s immunization status. Please forward all immunization certificates to the school nurse as soon as possible. Students will be excluded from school without proper immunizations. Any questions about this requirement should be directed to Mrs. Mathew, Jaggard’s School Nurse. STUDENT ACCIDENT INSURANCE The school district carries a full excess policy on each student during all school activities. Contact the school nurse for a claim form. BICYCLES Walking students are permitted to ride bicycles to school. All parents are asked to please remind students to follow careful safety practices while riding their bicycles to school. Legally, all bike riders should wear safety helmets. Rollerblades and Skateboards are not permitted on school grounds. Bicycle racks are provided at the front and back of the school, and it is recommended that students lock their bicycles to the rack. The school cannot assume financial responsibility for a missing or damaged bicycle. SCHOOL LUNCH PROGRAM (Computerized Point of Sale System) All students have or will be given a debit account through www.mypaymentsplus Parents are encouraged to deposit money into their child’s debit account throughout the school year. Students can access the pre-paid money to pay for a lunch, beverage and/or snack via a PIN number. If you so desire, students still have the option of using cash on a daily basis instead of the pre-paid system. Lunch: $2.45 Breakfast: $1.50 Milk/Juice: $.75 Water: $.60 Make checks payable to the Jaggard Cafeteria. If convenient, please send money in on a Monday. Please put check or money in a white envelope with child’s name and teacher written on the front. CAFETERIA RULES The following discipline plan is designed to provide a comfortable and safe atmosphere for our students during lunch and recess. Please reinforce with your children. DISCIPLINE WILL BE AT PRINCIPAL’S DISCRETION. Bus students are not permitted to ride another student's bus without prior permission from Ms. Olt, Transportation Supervisor and a written letter to the school office. Walkers are never permitted to ride the bus unless some unusual circumstances prevail and permission is authorized by the Transportation Department – 988-0568. C.A.R.E.S Cooperation, Assertiveness, Responsibility, Empathy, Self Control Students who have modeled positive behaviors, especially those that promote a caring, respectful community, will be recognized with a “Jaggard C.A.R.E.S.” award by a teacher or staff member. Students should place their award in the buckets in the office. At the end of the month some of the students awards will be read. All awards will be returned to students each month. Staff may be recognized as well. Please use the “bucket” in the office to recognize a colleague for showing Jaggard C.A.R.E.S. Students and teachers are also encouraged to highlight the “Jaggard C.A.R.E.S” initiative during Morning Meeting activities, social studies, and throughout the curriculum. COUNSELOR Counseling is one of the services designed to help a child make effective use of school experiences. The school counselor works with children, parents and staff to provide guidance and support on an on-going basis. Many children need the support of a one-to-one relationship beyond the individual attention a classroom teacher can give. A counselor recognizes that such assistance may be essential and devotes time to individual pupils. A counselor helps every pupil make the best possible use of all school opportunities. IDENTIFICATION & REFERRAL SERVICE The Identification & Referral Service (I&RS) is a school-based, problem-solving group selected to assist staff members with intervention strategies for meeting the learning needs and interests of students experiencing some difficulties. The committee seeks creative ways to maximize the use of available school/district resources and offers staff members a means of drawing on these resources. Because students learn in different ways, the I&RS offers teachers the opportunity to explore the resources and services to benefit students. HOMEWORK Homework is an integral part of the educational program at Jaggard School. It provides an opportunity for children to strengthen basic skills, reinforce study habits, stimulate independent thinking and develop initiative, responsibility and self-direction. Homework projects are related to classroom work and are designed to help students learn how to study. Assignments include review, development, independent study and creativity. Parents are encouraged to take an active interest by providing a suitable place for study, making resource materials available and checking to make sure assignments are complete. LITERACY In keeping with the New Jersey Core Curriculum Content Standards, our goal for literacy instruction is to develop a community of learners who value literacy and use it in their everyday lives for a variety of purposes including pleasure and personal enrichment. To fully understand the classroom setting for literacy instruction, it is helpful to be familiar with the essential components of the Evesham Township School District literacy program. The literacy time block is composed of five parts: writers’ workshop, readers’ workshop, guided reading, literature discussion groups and word study. Writers’ Workshop is a daily, sustained block of time devoted to student and teacher immersion in a variety of learning experiences for writing. Readers’ Workshop is a block of time at all grade levels when students are engaged in reading books they select themselves. Guided Reading is the portion of the literacy block that allows the teacher to tailor instruction to meet the diverse needs of the readers within a classroom in a small group setting. A safe and civil environment in schools is necessary for pupils to learn and achieve high academic standards. Harassment, intimidation or bullying, like other disruptive or violent behaviors, is conduct that disrupts both a pupil’s ability to learn and a school’s ability to educate its pupils in a safe environment. “Harassment, intimidation or bullying” means any gesture, written, verbal, or physical act that takes place on school property, at any schoolsponsored function or on a school bus. The National Resource Center for Safe Schools defines bullying in the following way: Direct bullying includes physical violence, taunting and teasing, threats of violence and extortion or theft. Indirect bullying includes name-calling, spreading rumors and exclusion from a peer group. One of the major problems with harassment, intimidation and bullying in schools is that it is not always witnessed by the supervising adults and it is not reported by either the victim or other students witnessing the behavior. The Evesham Township School District will combat harassment, intimidation and bullying during the school year in the following ways: Unified Policy – The district will have a no tolerance policy for verified cases of harassment, intimidation and bullying. Violations will be handled on an individual basis in a consistent and quick manner. Repeat offenders will receive more harsh penalties. Examples include, but are not limited to, knives, bludgeons, leather bands studded with metal fillings or other materials, tear gas, or any other substance intended to produce temporary physical discomfort. The consequences will be minimum five (5) day out of school suspension with reinstatement considered only after a Superintendent’s Hearing. Possession of a firearm on school premises is prohibited and is cause for expulsion. For purposes of this policy, “firearm: means all items enumerated in NJ 5-2C:39-1, including, without limitation, handguns, rifles, shotguns, BB guns, pellet guns, sling shots and flare guns.” The Board of Education recognizes that a pupil’s abuse of harmful substance seriously impedes that pupil’s education and threatens the welfare of the entire school community. Additionally, we are providing Notice of Hazardous Substance use in Schools. The Evesham Township Public Schools has adopted an Integrated Pest Management (IPM) Policy and the Robert B. Jaggard School has implemented an IPM Plan to comply with this law. IPM is a holistic, preventive approach to managing pests that is explained further in the schools IPM Policy included with this notice. All schools in New Jersey are required to have an Integrated Pest Management Coordinator (IPM Coordinator) to oversee all activities related to IPM and pesticide use at the school. As part of a school pest management plan the Robert B. Jaggard School may use pesticides to control pests. The United States Environmental Protection Agency (EPA) and the New Jersey Department of Environmental Protection (DEP) register pesticides to determine that the use of a pesticide in accordance with instructions printed on the label does not pose an unreasonable risk to human health and the environment. Nevertheless, the EPA and the DEP cannot guarantee that registered pesticides do not pose any risk to human health, thus unnecessary exposure to pesticides should be avoided. The EPA has issued the statement that where possible, persons who are potentially sensitive, such as pregnant women, infants and children, should avoid unnecessary pesticide exposure. POLICY EVESHAM TOWNSHIP BOARD OF EDUCATION PROPERTY 7422 SCHOOL INTEGRATED PEST MANAGEMENT PLAN (M) The New Jersey School Integrated Pest Management Act of 2002 requires school districts to implement a school integrated pest management policy that includes an Integrated Pest Management Plan. In accordance with the requirements of the Act, the Board shall ensure implementation of Integrated Pest Management (IPM) procedures to control pests and minimize exposure of children, faculty, and staff to pesticides. These procedures shall be applicable to all school property in the Evesham Township Public School District. IPM Coordinator (IPMC) The District Safety Environmental Project Security Manager shall be designated as the district's Integrated Pest Management Coordinator (IPMC) and is responsible for the implementation of the school integrated pest management policy. Integrated Pest Management Procedures in Schools Implementation of Integrated Pest Management (IPM) procedures will determine when to control pests and whether to use mechanical, physical, cultural, biological, or chemical methods. Applying IPM principles prevents unacceptable levels of pest damage by the most economical means and with the least possible hazard to people, property, and the environment. The Integrated Pest Management Coordinator (IPMC) shall consider the full range of management options, including no action at all. Non-pesticide pest management methods are to be used whenever possible. The choice of using a pesticide shall be based on a review of all other available options and a determination that these options are not effective or not reasonable. When it is determined that a pesticide must be used, low impact pesticides and methods are preferred and shall be considered for use first. Development of IPM plans The Superintendent, in collaboration with the school Building Principal(s) and the IPMC, shall be responsible for the development of the IPM Plan for the school district. The school district's Integrated Pest Management (IPM) Plan is a blueprint of how the school district will manage pests through IPM methods. The school district's IPM Plan will state the school district's goals regarding the management of pests and the use of pesticides for all school district property. The Plan will reflect the school district's site-specific needs and a description of how each component of the school district's Integrated Pest Management Policy and Regulation will be implemented for all school property. Education/Training The school community will be educated about potential pest problems and IPM methods used to achieve the pest management objectives. The IPMC, other school staff, and pesticide applicators involved with implementation of the district's IPM policy will be trained in appropriate components of IPM as it pertains to the school environment. Students and parents/legal guardians will be provided information on this policy and instructed on how they can contribute to the success of the IPM program. Recordkeeping Records of pesticide use shall be maintained on site to meet the requirements of the State regulatory agency and the Board. Records shall also include, but are not limited to, pest surveillance data sheets and other non-pesticide pest management methods and practices utilized. Notification/Posting The Building Principal of each school, working with the IPMC, is responsible for timely notification to students, parents or legal guardians and the school staff of pesticide treatments pursuant to the School Integrated Pest Management Act. Re-entry Re-entry to a pesticide treated area shall conform to the requirements of the School Integrated Pest Management Act. Pesticide Applicators The IPMC shall ensure that applicators follow State regulations, including licensing requirements and label precautions, and must comply with all components of the School Integrated Pest Management Policy. Evaluation The Superintendent will report annually to the Board on the effectiveness of the IPM Plan and make recommendations for improvement as needed.
