Background of the Project
 Adoption of a standardised e-Procurement System
 In all state government departments
 As a Mission Mode Project (MMP) under NeGP
 By Ministry of Commerce and Industry, Department of Commerce.
 To be implemented using the e-Procurement system developed
by National Informatics Centre - GePNIC.
 Implementation in two phase
 First Phase - year 2011-12 - 10 States
 Second Phase – year 2012-13 – 13 States

Background of the Project …contd
 Complete funding by Department of Commerce, GOI
 Project Cost Rs. 67.25 Crores for a period of two years.
 Fund of Rs 2.5 Crores released till date.
 National Informatics Centre Services Incorporated
(NICSI) will assist in implementation of the system.
 Implementing State will only have to take care of the
front-end infrastructure requirements such as PCs and
Internet connectivity.

Role of Dept of Commerce (DoC)
 Nodal agency for rollout of eProcurement under
MMP across the States
 Process Advisory Committee (PAC) - formation
 Committee will be the interface between the
implementing State Government and NIC
 Process related changes, if any will be routed through
PAC

Conduct Awareness Workshop
Procurement & Installation of required backend infrastructure
Configuration and installation of solution
Security audit of the configured solution
Hosting of site for each of the State
Provision of generic demo server for training purpose
Arranging the 4 to 8 Facility Management Personnel depending
on size of state
 Help Desk facility from empanelled vendors

Responsibilities of NIC / NICSI
 Preparations of Brochures, User Manuals etc. and circulate
soft copy
 Facilitate procurement of 10 DSC for pilot departmental
officers from NICCA
 Conduct First round of training programme
 Continuous Handholding support services through FMP
team
 Assistance in Launching of Pilot tenders
 Assistance by NICCA for issuing 500 DSC for each state

Responsibilities of State Govt
 State level core committee to be set up
 Standard Bidding Document (SBD) to be fine-tuned
 Core committee to identify one or two pilot departments
 Issuing of Government Orders and Notifications
 Participation in awareness workshop of by NIC
 Inputs from the Finance and Legal teams
 Provide input for setting up of state specific portal
 Identify pilot team to acquire 10 DSC from NICCA

Responsibilities of State Govt
 Identify and allot space for setting up of Local Help Desk /
Project Monitoring Unit
 Infrastructure Setup for Facility Management Personnel
 Arranging extensive training to Department User & Bidders
 Launching of pilot tenders
 Extend the solution to other departments initially for the
value above Rs.25 lakhs
 Enhance the scope of coverage by decreasing the tender
value to Rs.10 lakhs and above
