Twinning experience • Lack of logistical support of beneficiaries, • Insufficient ownership and political support, • Extra workload of experts due to other responsibilities at beneficiary institutions, • Unsatisfactory ambition for coordination with other institutions, 26 Government of the Republic of Macedonia Secretariat for European Affairs PROBLEMS WE FACE • Sustainability problem of project teams •Language problem with MS team •Technically unsatisfactory STEs •Strict twinning rules, detailed and long procedures 27 WHAT WE LEARNT • • • • • • • Government of the Republic of Macedonia Secretariat for European Affairs Choosing the right instrument Realistic results Making a good selection Be careful against consortium Importance of political support and ownership Cooperation between institutions in Macedonia Joint exercise and different from Technical Assistance 28 WHAT WE LEARNT Government of the Republic of Macedonia Secretariat for European Affairs The RTA forms the core of a twinning project: Daily involvement/expertise Coordination of all activities Ensures the smooth project implementation Ensures continuity of results RTA faces a complex challenge - professional, managerial, personal RTA should not be responsible for logistics and accounting Good specialist knowledge of the sector Good management skills, but not manager only 29 WHAT WE LEARNT Government of the Republic of Macedonia Secretariat for European Affairs • Team work culture, • Beneficiary shall know exactly what they want, • Preparing more detailed contracts, • We learned the procedures, • Flexibility of twinning rules (language assistants, seminar venues..) 30 Government of the Republic of Macedonia Secretariat for European Affairs What is important is the added value and multiplier effect created by the successful implementation of a twinning project not the amount of fund provided by twinning! Government of the Republic of Macedonia Secretariat for European Affairs 4.TAIEX • TAIEX instrument in the Republic of Macedonia is considered as very useful friendly tool. • In order to increase the number of TAIEX applications, contact points are nominated in the line ministries and in the other state institutions. • The role of these contact points is focused on detailed informing about the possibilities that this instrument is offering, as well as about the raising of the level of its use.
