CNA NPA 403/587/780 (Area Code) Relief in Alberta May 14 – 15, 2013 CNA NPA 403/587/780 and Adjacent Area Codes CNA NPA Relief Planning Principles and Considerations • The NPA relief plan chosen will seek to minimize end users’ confusion while balancing the cost of implementation by all affected parties. • If a relief plan requires customers to undergo number changes, the plan shall not require these customers to undergo further number changes until at least 8-10 years later. • All efforts should be made to choose a plan that does not favour a particular interest group, i.e., no relief plan should give one Carrier or group of Carriers a competitive advantage over other Carriers or groups of Carriers. CNA NPA Relief Planning Principles and Considerations (cont’d) • The NPA Code Relief Coordinator should facilitate the selection of a consensus NPA relief plan based on input as outlined below. • Communications should be established with all affected industry members, the CRTC and the North American Numbering Plan Administrator (NANPA). This should be initiated immediately after the need for NPA Relief has been determined. CNA NPA Relief Planning Process • The NPA Relief Planning process is described in detail in the Canadian NPA Relief Planning Guideline. • This process requires participation by affected parties and other interested parties at meetings of the Relief Planning Committee (RPC) for the NPA requiring relief. • The major objective of the NPA relief planning process is to ensure an adequate supply of CO Codes is available at all times to the Canadian telecommunications industry (i.e., ensure that NPA Relief occurs in advance of NPA exhaust). CNA NPA Relief Planning Process (cont’d) • Another objective of the NPA Relief Planning process is to develop, in accordance with the Canadian NPA Relief Planning Guideline and its time frames, a consensus recommendation for an NPA relief plan to be submitted for CRTC approval. • It is the responsibility of all participants (e.g. Carriers, service providers, manufacturers, equipment suppliers, and users) to implement the approved NPA relief plan. CNA NPA Relief Planning Process (cont’d) • The Relief Options shall cover a period of at least eight years beyond the Projected Exhaust Date, and shall cover more than one relief activity, if necessary, during the time frame. • The relief plan shall be a living document and will reflect changes that take place over the time it is being developed (e.g., demand for CO Codes, local competition, wireline and wireless number portability, etc.) during the time it takes to create. The annual and relief planning Numbering Resource Utilization Forecast (NRUF) analyses shall be used as one of the tools in updating the options. CNA NPA Relief Planning Process (cont’d) • The recommendation for a Relief Method (e.g., split, overlay, boundary realignment) is made by the Relief Planning Committee (RPC), and shall be specified in the Planning Document, along with boundaries if a split is chosen. The estimated life of the relief shall be included in the Planning Document along with assumptions, projected code assignment rates, etc. CNA NPA Relief Planning Process (cont’d) • In the long term, the plan shall result in the most effective use possible of all CO Codes serving a given area. Ideally, in the case of splits, all of the CO Codes in a given area shall exhaust at approximately the same time. In practice this may not be possible, but severe imbalances shall be avoided. CNA The Roles and Responsibilities of the CNA in the NPA Relief Planning Process • Monitor CO Code Assignment and Availability • Conduct Special or Relief Planning NRUFs • Appoint a Meeting Moderator, an NPA Relief Coordinator and a Meeting Secretary • Prepare Initial Planning Document (IPD) • Issue Notice of Initial Meeting, and distribute IPD to Affected Parties and appropriate regulatory authority CNA The Roles and Responsibilities of the CNA in the NPA Relief Planning Process (cont’d) • Conduct Initial NPA Relief Planning Meeting • Conduct subsequent NPA Relief Planning Meetings/conference calls • Notify the North American Number Plan Administrator and iconectiv TRA of the relief planning activities • Make a public announcement CNA Background • NPA 403/587/780 serves 337 Exchange Areas • NPA 403/587/780 serves the Province of Alberta • Most of the growth for existing service providers in area code 403/587/780 is concentrated in less than ten (10) Exchange Areas, with the majority of this growth being in the Calgary, Edmonton, Red Deer, Fort McMurray, Lethbridge, Grande Prairie, Medicine Hat and High River Exchange Areas • Projected Future Average Growth is 76 NXXs/year • NPA 403/587/780 is projected to exhaust in August 2017 CNA NPA 403/587/780 Actual and Forecast CO Code Assignments NPA 403-587-780 Alberta 2700 2500 2300 Actual 2100 98 COCUS 99 COCUS 1900 00 COCUS 01 COCUS 02 NRUF 1700 03 NRUF 04 NRUF 1500 05 NRUF 06 NRUF 1300 07 NRUF 08 NRUF 1100 09 NRUF 10 NRUF 11 NRUF 900 12 NRUF 13 NRUF 700 CNA NPA 403/587/780 CO Code Exhaust January 2012 R-NRUF 3000 2500 NXX 2000 1500 1000 500 Year (January) 0 NPA Capacity R-NRUF NXX Availability 2012 2400 1842 558 2013 2400 1976 424 2014 2400 2057 343 2015 2400 2132 268 2016 2400 2207 193 2017 2400 2285 115 2018 2400 2365 35 CNA NPA 403/587/780 Miscellaneous and LEC+WSP CO Codes January 2012 R-NRUF 3000 2000 1500 1000 500 Misc LEC + WSP Jan. 2018 Jan. 2017 Jan. 2016 Jan. 2015 Jan. 2014 Jan. 2013 0 Jan. 2012 CO Codes 2500 CNA NPA 403/587/780 CO Code Exhaust July 2012 R-NRUF 3000 2500 NXX 2000 1500 1000 500 0 Year (January) -500 NPA Capacity R-NRUF NXX Availability 2012 2013 2014 2015 2016 2017 2018 2400 1857 543 2400 2025 375 2400 2130 270 2400 2209 191 2400 2294 106 2400 2373 27 2400 2456 -56 CNA NPA 403/587/780 Miscellaneous and LEC+WSP CO Codes July 2012 R-NRUF 3000 2000 1500 1000 500 Misc LEC + WSP Jan. 2018 Jan. 2017 Jan. 2016 Jan. 2015 Jan. 2014 Jan. 2013 0 Jan. 2012 CO Codes 2500 CNA NPA 403/587/780 CO Code Exhaust January 2013 R-NRUF (including NOC directives) 3000 2500 NXX 2000 1500 1000 500 0 Year (January) -500 NPA Capacity R-NRUF NXX Availability 2013 2014 2015 2016 2017 2018 2019 2400 1940 460 2400 2106 294 2400 2201 199 2400 2283 117 2400 2363 37 2400 2448 -48 2400 2509 -109 CNA NPA 403/587/780 Miscellaneous and LEC+WSP CO Codes January 2013 R-NRUF (including NOC directives) 3000 2000 1500 1000 500 Misc LEC + WSP Jan. 2019 Jan. 2018 Jan. 2017 Jan. 2016 Jan. 2015 Jan. 2014 0 Jan. 2013 CO Codes 2500 CNA CO Codes available for assignment in NPA 403/587/780 Total CO Codes in the NPA (NXX format) CO Codes unassignable prior to a Jeopardy Condition: • N11 Service Codes (211-911) • Special Use Codes (555, 950 & 976) • Home NPA(s) 403, 587 & 780) • Current Neighbouring NPA (867 in 780 only) • Future Canadian Geographic NPAs (825) • Plant Test Codes (958 & 959) • Special 7-Digit Dialing Codes (310, 610 & 810) • CO Codes from NPA 587 set aside for Initial Code Assignments for New Entrants only • CO Codes from NPA 587 set aside for Initial Code Assignments Subtotal Assignable CO Codes prior to a Jeopardy Condition CO Codes that become assignable in a Jeopardy Condition • CO Codes from NPA 587 set aside for Initial Code assignments • Future Canadian Geographic NPAs • Neighbouring NPAs Subtotal 2400 24 9 9 1 3 6 7 10 7 76 2324 7 0 0 7 Assignable CO Codes in a Jeopardy Condition 2331 • Assigned CO Codes on 1 April 2013 1875 • Available CO Codes on 1 April 2013 without a Jeopardy Condition 449 Available CO Codes on 1 April 2013 in a Jeopardy Condition 456 • CNA Relief Options Option 1 – Split -
