3rd Party Direct Payments
People who are eligible for a direct payment can
nominate someone they know and trust to help
them. This person or organisation is called a
third party. As long as the person with the care
needs can indicate consent to receive direct
payments they can still benefit from the
independence that comes with direct
payments by using a third party
arrangement

third party direct payment service called
‘Mindpay’

What is a third party direct
payment?


Direct payment recipients are people who have made an informed
choice that they want to be responsible for purchasing services for
themselves
At the person’s request the council either directly provides services
to the value of the personal budget or places the budget with a third
party or a provider under a contract

Anyone opting for a third party provider must know the sum of
money available to them and have maximum possible choice and
control

Direct payment recipients have the right to return to a fully or
partially managed option at any time

All the funding for the care package (including any
contributions payable) is made to an organisation acting as a
third party.
The organisation agrees to pay all outgoings from the money
they hold on the customers behalf.
All transactions are monitored on a regular basis by our
finance department and an independent auditor.
We also ensure that the customer and the social worker or
care co ordinator is kept fully informed of the status of the
account as required.
People are therefore free from the worry of dealing with
finances but still retain full control of the support they receive.

It does not deal with problems arising from the
relationship the individual has between
services/personal assistants
A brokerage service
A recruitment service
It does not deal with an individuals overall
personal finances

To make it work you need to market your
services
If the social worker and the individual do not
know about your service then it is not
going to be an option for the individual
