Foundation Supporting A National Trauma Service In Sri Lanka The Batticaloa Teaching Hospital Emergency & Accident Project (BEAP) www.ProjectBEAP.org August 2012 (Version 3) Vision • To extend and enhance the National Trauma Service in Regional Sri Lanka o Karapitiya (Southern Province, Galle District) completed under a joint venture between the Government of Victoria in Australia and the Sri Lankan Government o Batticaloa Teaching Hospital (Eastern Province) urgently needs an updated facility o Other public hospitals as needed Mission • To empower doctors in Sri Lankan Teaching Hospitals to improve health care services, by providing them with medical resources, training and support to build the necessary infrastructure within their teaching hospitals. • To Enhance the National Trauma Service from Karapitiya to Batticaloa and beyond • To raise US$ 6million 50% from the private sector companies 50% from the Sri Lankan Government, Ministry of Health The Need • Existing facilities are grossly insufficient to serve the needs of nearly two million people in that region from Pottuvil in the south to Trincomalee in the north and Polonnaruwa in the west. • • They seek medical help and treatment for disabilities for:o Domestic and work related industrial accidents o Congenital deformities o Injuries lingering post tsunami o Road trauma o Recreational accidents o Vision impairment Qualified and dedicated doctors and surgeons need appropriate facilities to give patient care and treatment Tsunami injuries Tree burns and chronic injuries still need attention The need for skin grafting The Need • Modern operating and recovery facilities will help keep doctors and staff motivated o • Modern casualty departments need to be established. To expand and upgrade the free treatment to the public with better facilities to allow more specialised treatment and a wider range of services in regional public healthcare o • Sri Lanka announced the largest ever health budget of Rs. 100 billion for 2011/12. Insufficiency of qualified orthopaedic professionals in regional Sri Lanka o Only 21 orthopaedic Surgeons in Sri Lanka in 2005, Today 78 and rising (Australia has in excess of 1,300 for similar population .) o We need to help stop the brain drain by encouraging qualified professionals to remain in Sri Lanka, by providing better working environments. • Anticipated growth in tourism on the Eastern seaboard will require better emergency medical facilities for tourists who may be in accidents. The Need • • • Increase the teaching facilities and opportunities for Sri Lankan doctors Attract new specialities to regional Sri Lanka viz: o Neurosurgery o Plastic surgery o Paediatric surgery o Cardiac surgery o Eye surgery Better facilities will also encourage more visiting professionals from developed countries such as USA, UK, Canada, Australia and the EU on a pro-bono basis.
