Section on biodiversity and biotechnology established
in MOE in 1992 挪威环境部于1992年成立了生物多样性与

NBSAP (2000) developed by an interministerial group

制定《自然多样性法案》面临的最主要挑战，就
是决定如何阐述法案的目的，管理目标，主要原则和
规则，确定是通过修订涉及土地利用的36部以上的法
律中的相关条款，还是制定一部新的法律来阐述以上
内容。挪威政府与挪威国会都决定将相应条款提炼形
成一部新的法案—《自然多样性法案》。此法案适用
于所有涉及自然的社会部门，例如渔业，道路建设，
石油开采活动，林业等。
