REQUEST FOR PROPOSALS (RFP) FOR Joint Development At Douglas Road Metrorail Station Douglas Road 2.44 2.75 Project Objectives To provide a long term source of income for the County To achieve the highest and best use of the Development Site within the shortest time feasible. Project Objectives To achieve functional and aesthetic integration of the Douglas Road Metrorail Station into the overall development with direct access links between the station and the development. To focus density around the Douglas Road Metrorail Station and promote increased patronage of the Metrorail system. The Development Site The existing bus driveway must remain but relocation of the driveway may be considered. Such relocation may not negatively impact transit operations and must be approved by MDT. The South Dixie Highway pedestrian overpass must remain but the sidewalk leading to the overpass may be relocated with MDT approval. The Development Site The Art in Public Places “Leaning Arches” can be relocated to another space on the site with MDT approval. There are currently 7 bus bays located at the Douglas Road Station site. These 7 bus bays must remain but relocation of the bays may be considered. Such relocation may not negatively impact transit operations and must be approved by MDT. The Development Site The existing pedestrian/bike path (M-path) must remain but may be relocated with MDT approval. The existing 220 parking spaces for transit patrons may, with MDT approval, be relocated and/or replaced with structured parking, however, the number of spaces cannot be reduced. Ground Lease The Development Site will be leased to the Selected Developer under a long-term Ground Lease. Development Costs All development costs shall be the responsibility of the Developer. Financing The Selected Developer shall secure all necessary financing. Approach to Site Development Aesthetic integration of the station into the overall development, including design which best meets the highest and best economic and transit-related use permitted by existing market conditions. Layout which maximizes use of the Development Site. Approach to Site Development Landscaping design components shall comply with the requirements contained in Miami-Dade County Landscaping Manual. Additionally, Miami-Dade County is encouraging the development of landscaped spaces at Metrorail Stations that will provide a pleasant park-like setting for passengers entering and leaving Metrorail stations. Developers are encouraged to propose landscaping design in keeping with that initiative. Approach to Site Development Construction that meets all applicable regulatory requirements. Monitoring, mitigation and remediation of negative impacts on transit operations and/or transit facilities during and after construction. Payments to the County The Selected Developer shall pay the County an Initial Rent prior to completion of the development and, thereafter, a Minimum Guaranteed Rent and/or Participation Rent, subject to final negotiation. The payments shall be provided as follows: Initial Rent The Selected Developer shall pay the County an Initial Rent during the period from the NTP and the date that the Selected Developer is able to occupy the development covered under the Agreement resulting from this Solicitation (Date of Beneficial Occupancy). Minimum Guaranteed Rent and Participation Rent After the Date of Beneficial Occupancy and through the termination date of the Agreement, the Selected Developer shall pay the County Minimum Guaranteed Rent and/or Participation Rent, in accordance with the terms of the resulting Agreement. Minimum Guaranteed Rent Minimum Guaranteed Rent will be based upon the appraised fair market rental value which shall be determined by appraisal(s) performed by independent appraiser(s) selected by the County.
