Airport Emergency Plan - Overview The Tri-Cities Airport Emergency Plan was developed through cooperation between: • • • • • • • • • Federal Aviation Administration Tri-Cities Airport Franklin County Emergency Management Transportation Safety Administration Pasco Fire Department Pasco Police Department Franklin County Sheriffs Department North Franklin Hospital District Other non-governmental organizations The Plan Establishes • Standardized Incident Management Processes utilizing NIMS ICS • Common Protocols • Common Procedures • Common Focus Purpose • Assist with the mitigation of emergencies or disasters • Provide continuity of communication and a structure for an organized response to an accident or disaster • Facilitate and expedite temporary restoration of the airport • Coordinate search and rescue operations Plan Goals • Assign responsibility to organizations and individuals for carrying out specific actions in response to an emergency • Establish lines of authority and organizational relationships • Identify personnel, equipment, facilities, supplies, and other resources available (within the airport or by agreement) for use during a response and recovery • Facilitate response and short-term recovery to set the stage for successful long-term recovery • Utilize the power and authority of the Incident Management System and the experience of those qualified in the Incident Command System to meet the needs of the emergency Plan Organization The AEP is divided into 3 areas: The Basic Plan – Chapters 1 through 3 Functional Annexes Supporting Documentation The Basic Plan (Chapters 1 through 3) • • • • Defines the organization and assignment of responsibilities Identifies the Plan Administration Defines the plan development, review, and maintenance Outlines training, drill, and exercise requirements Functional Annexes Functional Annexes are designed to be individual “pull out documents” for each organization based on event types. A ranking member of the agency having primary jurisdiction will be designated with the role of Incident Commander by the Director of Airports. The specifics of who is responsible for what during each type of emergency or incident is defined within each annex of the emergency plan. All involved agencies and organizations are required to maintain individual accounting records in sufficient detail to document subsequent requests for reimbursement Functional Annex C - Overview This annex is intended to identify the methods used in mobilizing and managing fire and rescue services in response to emergencies on or around the airport property. In the event of a fire and/or rescue incident type occurring on or near the Airport property, the Fire Officer in charge is designated as the “Incident Commander”. The Tri-Cities Airport has delegated fire, rescue, EMS and hazardous materials response authority to the City of Pasco Fire Department. In the event the incident does not involve a fire or emergency medical situation, the Fire Officer in charge shall coordinate fire operations with the Incident Commander.
