BACKGROUND

The Cooperative Development Office (CDO) of the City of Pasig was organized
way back in 1996 largely through the efforts of then City Councilor Cesar S.
Lacuna as Chairman of the Committee on Cooperatives. The office was not
formally created by way of an ordinance however, the new office was placed
under the direct supervision of the Office of the Mayor. Oddly, the City Council
passed one Resolution and two City Ordinances to help the City’s cooperatives
prior to the creation of the Cooperative Development Office. These were
Resolution No.17 Series of 1996 entitled “ A Resolution Formulating Policies,
Guidelines and Procedures for the Administration of
the Cooperative
Development Loan Fund” passed in response to the lobbying of the Maybunga
Multi Purpose Cooperative for the adoption of the CDLF, Ordinance No. 37
Series of 1996 “An Ordinance Creating the Pasig City Cooperative Development
Council” and Ordinance No. 58 Series of 1996 “An Ordinance Creating the
Position of City Cooperative Development Officer, Defining Its Functions, Duties
and Responsibilities , Term of Office, Rate of Compensation and Appropriating
the Funds Thereof”.
It was actually the creation of the position of the
Cooperative Development Officer to administer the Cooperative Development
Loan Fund (CDLF) and organize the Pasig City Cooperative Development Council
(PCCDC) that impelled the creation of the Cooperative Development Office.

1. Assist in promotion and organization of
cooperatives in Pasig City with the assistance of
other established cooperatives and;
 Conduct Pre-Membership and Membership
Education Seminar (PMES/MES);
 Evaluate economic survey and other requirements
for registration of any proposed cooperative and
recommend/endorse its registration or nonregistration
 Develop training modules based on the needs of
the cooperatives in the area in consultation with
the Cooperative Development Authority-Manila
Extension Office (CDA-MEO);
2. Assist CDA-MEO in the information
dissemination of plans, programs and activities
of CDA and other cooperative organization;
3. Assist in the following regulatory powers of the
CDA;

Collection of Cooperative Annual Performance Report (CAPR)
and Audited Financial Statements of cooperatives;
Mediation and conciliation of disputes between members of a
cooperative operating within the area;
Conduct preliminary investigation through a committee jointly
created by the CDA and Local Chief Executive for violation of
any provision of the Philippine Cooperative Code and its
Implementing Rules and Regulations, and recommend the
termination of its operation and cancellation of the certificate of
registration; and
Monitor the compliance of cooperatives with the rules,
regulations, and other issuances of the CDA including those
reached through mediation and conciliation conferences and as
a result of decisions of CDA.
4. Initiate and implement a program for
cooperative promotion and development in line
with the national development plan on
cooperative within the city;
5. Establish data bank for cooperatives
operating within the area;
6. Provide such information as required by the
CDA as part of the research projects conducted by
the CDA.
