NGUYEN ANH HAO VIET NAM 1 MANAGEMENT STRUCTURE GOVERNMENT (Prime Minister) MINISTRY OF INFORMATION AND COMMUNICATIONS THE AUTHORITY OF RADIO FREQUENCY MANAGEMENT (ARFM) 2 Responsibilities of ministries, ministerial-level agencies 1. The Ministry of Information and Communications, based on the Nationnal Frequency Allocation Table, is responsible for: To promulgate the planning of radio frequency; Specific regulations on the management, exploitation and use of radio frequencies; To chair and coordinate with the Ministry of Defense and Ministry of Public Security in building the plans of frequency allocation; To organize and guide the implementation of the Nationnal Frequency Allocation Table. 3 Responsibilities of ministries, ministerial-level agencies 2. The Ministry of Defense, the Ministry of Public Security are responsible for the management and use of radio frequencies allocated; 3. ministries, ministerial-level agencies be responsible for coordinating with the Ministry of Information and Communications to ensure the regulations; 4 People's Committees of provinces and cities be responsible for coordinating with the Ministry of Information and Communication guide and inspect the implementation of the Nationnal Frequency Allocation Table; 5.Organizations and individuals: Use frequency spectrum for the right purposes. 4 The Authority of radio frequency management (ARFM) function Manage Frequency Spectrum. Inspect Frequency Spectrum using. 5 The ARFM Structure : 6 The Organization and Personnel Division: advise and assist the Director General in the domains of organization, personnel, training, development of human resources, labor and wages. The Frequency Assignment and Licensing Division: assign radio frequencies and grant radio frequency licenses. The Frequency Control Division: control radio frequencies, inspect radio devices and handle radio frequency interferences. 7 The Frequency Policy and Planning Division: advise and assist the Director General in elaborating and guiding the implementation of legal documents, radio frequency master plans and policies regarding radio frequency management. The International Frequency Cooperation and Coordination Division: cooperate with international organizations in frequency spectrum exploiting. The Inspection Division: perform inspection, settlement of complaints and denunciations, prevention of corruption within the governance of ARFM under the provisions of law. 8 In emergency situations, Frequency spectrum will be used according to the needs. 9 Thank you for listening !!! 10
