Definition of the civil register
Civil Registration is a system for
recording data of all citizens and
residents, in the records specified
by the regulations and the law

Definition of the civil register
The registration contains the following
data:
1. Basic data of the person
2. Vital data: a facial image and
fingerprints of hands.
3. Life events : the birth, marriage,
divorce, death , and the issuance of its
certificates and personal identity card

Overall objectives of the Civil Registry:
There are many objectives and goals of civil registry,
including the following:
1. Ensure the rights of individuals in terms of
nationality, ownership, enjoyment of political
rights.
2. Create a central database.
3. Provide statistical data to be used in
development plans.

infrastructure of Sudan, which help the

This definition reflects the three key elements of
the concept of e-services, namely:
1. Providing the service: The government
agencies that provide electronic services
to citizens and companies are Providers of
the service.
2. Receipt of the service: citizens and
companies are recipients of this service.

Electronic signature to report births and deaths:
In the case of birth, for example:
You can use an application in a mobile
phones to send the name of the baby,
the national number for the father, the
national number of the mother, date
and place of birth and then send it
encrypted to civil registration.

In case of death:
an application can be used in a
mobile phones to send the national
number of the deceased, date and
place of death and cause of death

teller and sent an electronicallysigned massage to the Civil Registry.

The role of the civil registry in electronic
authentication
the civil registry can help the deployment of this culture as
fallow:
1. Link the issuance of the Authentication Certificate
by civil registry database.
2. Save a copy of the public key or a number of keys
for each individual in the civil registry. and then
when any text signed by the person that can be sure
by the civil register using the public key.
3. this is a useful in the case of transactions that are
not online such as the signing of contracts and
agreements and other.

Recommendation
Proportion to the importance of electronic authentication at
this stage and its relation to civil registry we recommend
the following:
1. Giving a
sub- authority to civil registry to issue
certificates to the departments and electronic devices,
networks and employees of the police.
2. Creating structure for the Authority in civil registry
under management of the civil registration and technical
support under the power of electronic authentication.
3. Training the police force that will work in this area to be
adequately trained to do the job.
