Agencies: context information
EU decentralised agencies are independent
bodies, entrusted by the European
Institutions with one or several tasks which they
undertake under their own responsibility.
There is no single legal framework governing the
establishment and closure of European
decentralised agencies.

Agencies: context information
Agencies are almost entirely funded by an EU budget
subsidy, except where the resources originate from
invoicing services.
A large number of agencies were established to
provide input to the European Institutions in their
policy-making work through information and advice.
Their main tasks are based on transfer of
responsibilities, either from the Commission or the
Member States.

Why EIGE ?
 The Institute should carry out tasks that the existing
institutions do not deal with at a European level,
specifically in the areas of the centralisation and
dissemination of information, co-ordination of
research, provision of visibility to gender issues, and
the construction of tools for mainstreaming.

Why EIGE ?
 Need is for a technical institution that can collect
and disseminate information which is currently
scattered across Europe and is difficult to access
systematically.
 A European body that can make use of and add
value to the work carried out at Member State level.

Women athletes only secure between 2-9% of
television airtime devoted to sports.
Only 10% of European politicians in the news are
women, women make up only 16% of experts and 14%
of spokespersons.

Gender Equality Index
• Conceptual/Technical task- to build a sound, reliable and
feasible statistical tool to:
– assess the state of affairs in the field of gender equality in the
EU
– summarize complex and multidimensional reality of gender
(in)equality
– monitor trends in gender (in)equality over time in different
domains
– support decision making
– raise awareness of gender (in)equality among the general
public

Gender Equality Index
A relational database – internally known as the Statistical
Information System (SIS) will be developed. The data for
the Gender Equality Index will be extracted from SIS.
Report on Gender Equality Index will cover :
• conceptual issues (what is to be measured and with what
data)
• analytical issues (how to operate with the data)
• results of GEI with country profiles and statistical annexes
Presentation of GEI in regional meetings (involving data
source providers and other relevant stakeholders)
