THE WHITE CARD SCHEME
• An important step toward facilitation of road transport
• Joint project between ECO and Islamic Development
Bank
• The preparatory work started in 1995
• After several meetings between ECO and the
governmental delegations of the region in 2009 the text
of the „Interim White Card Scheme“ was approved

• The original aim was (and is) to become as soon as
possible member of the Green Card System (Interim
System)
• Therefore it was decided to adjust the text of the scheme
as far as possible to the principles of the Green Card
System

The Function of the International Consultant
• to analyse the status of implementation of the MTPL Insurance
• to analyse the potentials for regional cooperation in the field of
insurance
• to assess the possibilties for effective implementation of the White
Card to take into account the experiences of other regional schemes
(such as the Green Card)
• to propose constitutional rules and regulations
• to provide technical and operational advice on the enforcement of
the scheme
• to come up with recommendations on possible role of ECO
